January 19, 2021 The Honorable Nancy Pelosi The Honorable Mitch McConnell Speaker Majority Leader United States House of Representatives United States Senate Washington, DC 20510 Washington, DC 20510 The Honorable Kevin McCarthy The Honorable Charles E. Schumer Republican Leader Democratic Leader United States House of Representatives United States Senate Washington, DC 20510 Washington, DC 20510 Dear Speaker Pelosi, Leader McCarthy, Leader McConnell and Leader Schumer: RE: Urgent Action Needed on President-Elect Biden’s American Rescue Plan On behalf of The United States Conference of Mayors, we urge you to take immediate action on comprehensive coronavirus relief legislation, including providing direct fiscal assistance to all cities, which is long overdue. President-elect Biden’s American Rescue Plan contains such assistance as part of an aggressive strategy to contain the virus, increase access to life-saving vaccines, and create a foundation for sustainable and inclusive recovery. American cities and our essential workers have been serving at the frontlines of the ongoing COVID-19 pandemic for nearly a year. We have been charged with executing herculean public health efforts and an unprecedented emergency response. Despite immense fiscal pressure, your local government partners oversaw those efforts, while trying to maintain essential services and increase our internal capacity to provide support for residents and businesses who have been crippled by a tanking economy. And yet, as the economic engines of our country, local governments will be relied upon to lead the long- term economic recovery our nation so desperately needs, even as, with few exceptions, cities have been largely left without direct federal assistance. -

August 22, 2020 The Honorable Mitch McConnell The Honorable Chuck Schumer Majority Leader Minority Leader United States Senate United States Senate Washington, DC 20510 Washington, DC 20510 The Honorable Nancy Pelosi The Honorable Kevin McCarthy Speaker Minority Leader United States House of Representatives United States House of Representatives Washington, DC 20515 Washington, DC 20515 Dear Leader McConnell, Speaker Pelosi, Leader Schumer, and Leader McCarthy: As mayors from across the nation, we write to underscore the importance of maintaining the integrity of our elections through a robust vote-by-mail system, and we support legislative action to ensure that the United States Postal Service can support that system. Being able to vote and have that vote counted are essential to maintaining and preserving our democracy. Voting stands as one of the most important rights and responsibilities of U.S. citizens. The news of recent changes to the U.S. Postal Service’s delivery process, coupled with the Administration’s decision to withhold funding, is alarming and should be of grave concern to us all, particularly with the General Election only months away. While the Postmaster General’s actions to reverse these policies earlier this week were a positive step, we must be vigilant and relentless when it comes to a fair election, especially during these challenging times. The spread of the Coronavirus has already created challenges and uncertainty around our local, state and national electoral processes. We cannot afford further disruption. At our Annual Meeting in June, the U.S. Conference of Mayors passed two critical resolutions supporting safe and accessible elections and voting by mail. -
Narratives of Contamination and Mutation in Literatures of the Anthropocene Dissertation Presented in Partial
Radiant Beings: Narratives of Contamination and Mutation in Literatures of the Anthropocene Dissertation Presented in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in the Graduate School of The Ohio State University By Kristin Michelle Ferebee Graduate Program in English The Ohio State University 2019 Dissertation Committee Dr. Thomas S. Davis, Advisor Dr. Jared Gardner Dr. Brian McHale Dr. Rebekah Sheldon 1 Copyrighted by Kristin Michelle Ferebee 2019 2 Abstract The Anthropocene era— a term put forward to differentiate the timespan in which human activity has left a geological mark on the Earth, and which is most often now applied to what J.R. McNeill labels the post-1945 “Great Acceleration”— has seen a proliferation of narratives that center around questions of radioactive, toxic, and other bodily contamination and this contamination’s potential effects. Across literature, memoir, comics, television, and film, these narratives play out the cultural anxieties of a world that is itself increasingly figured as contaminated. In this dissertation, I read examples of these narratives as suggesting that behind these anxieties lies a more central anxiety concerning the sustainability of Western liberal humanism and its foundational human figure. Without celebrating contamination, I argue that the very concept of what it means to be “contaminated” must be rethought, as representations of the contaminated body shape and shaped by a nervous policing of what counts as “human.” To this end, I offer a strategy of posthuman/ist reading that draws on new materialist approaches from the Environmental Humanities, and mobilize this strategy to highlight the ways in which narratives of contamination from Marvel Comics to memoir are already rejecting the problematic ideology of the human and envisioning what might come next. -
The Role of Music in the Lives of Homeless Young People
Tuned Souls: The Role of Music in the Lives of Homeless Young People Jill P. Woelfer A dissertation submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy University of Washington 2014 Reading Committee: David Hendry, Chair Susan Kemp Batya Friedman Julie A. Hersberger Program Authorized to Offer Degree: The Information School ©Copyright 2014 Jill P. Woelfer University of Washington Abstract Tuned Souls: The Role of Music is the Lives of Homeless Young People Jill P. Woelfer Chair of the Supervisory Committee: Associate Professor, David G. Hendry The Information School Although music is considered to be an important part of adolescence and young adulthood, little is known about music and homeless youth. Accordingly, this dissertation research investigated the role of music in the lives of homeless young people, aged 15-25. The study was conducted in Seattle, Washington and Vancouver, British Columbia and engaged homeless young people (n=202) and service providers staff who work at agencies that provide support for homeless young people (n=24). Homeless young people completed surveys (n=202), design activities, which included drawing and story writing (n=149), and semi-structured interviews (n=40). Service providers completed semi-structured interviews (n=24). Data analysis included descriptive analysis of survey data and qualitative coding of the design activities and interview responses. Findings indicated that music was an important part of everyday life for homeless young people, who listened to music daily (98%), owned music players (89%), and had wide- ranging and eclectic tastes in music which did not vary based on location. -

" # $ %&"&' )&*+,,-$ '&* './&" Number Twelve fall 2011 The Shaltzes, The Juggalo IX‚, 2010, archival inkjet print, 24 × 36". American Juggalo Kent Russell ’d been driving for seventeen hours, much of it on two-lane I highways through Indiana and then southern Illinois. Red-green corn sidled closer to the road until it stooped over both shoulders. That early in the morning, a mist was tiding in the east. I figured I had to be close. A couple of times I turned off the state road to drive past family plots where the houses were white, right-angled ideals. On many of these plots were incongruous strips of grass—home- spun cemeteries. I wondered what it would be like to grow up in a place like this. Your livelihood would surround you, waving hello every time the wind picked up. You wouldn’t be able to see your neighbors, but you’d for sure know who they were. You’d go to one of the Protestant churches seeded in the corn, take off your Sunday best to shoot hoops over the garage, and drink an after-dinner beer on your porch swing, certain of your regular Americanness. And one day you’d get buried feet from where you lived, worked, and died. Doubt about the trip unfurled inside me as the odometer crawled on. I couldn’t have told you why I was doing this. Back on IL-1 I looked to my right and saw an upside-down SUV in the corn. -

July 13, 2021 The Honorable Charles E. Schumer The Honorable Nancy Pelosi Majority Leader Speaker United States Senate United States House oF Representatives The Honorable Mitch McConnell The Honorable Kevin McCarthy Republican Leader Republican Leader United States Senate United States House oF Representatives Dear Leader Schumer, Speaker Pelosi, Leader McConnell, and Leader McCarthy: RE: Mayoral Support for the Bipartisan Infrastructure Framework On behalF oF The United States ConFerence oF Mayors, we urge you to take immediate action on the Bipartisan Infrastructure Framework announced by President Biden and a group oF Republican and Democratic Senators on June 24 in the spirit oF both progress and compromise. This Framework would be the largest long-term investment in our nation’s infrastructure and competitiveness in nearly a century – $1.2 trillion over eight years – to help make our economy more sustainable, resilient, and just. The Bipartisan InFrastructure Framework is crucial to making meaningFul progress on one oF the most pressing and unifying challenges Facing our country – the need for comprehensive investment in public transportation; roads; bridges; passenger and Freight rail; drinking water and wastewater; clean energy and electriFication; legacy pollution cleanup; cyber-attack and eXtreme weather-resiliency; and universal broadband access. Thus, we believe that this Framework deserves bipartisan support in the United States Senate and the United States House oF Representatives. As was the case with the historic American Rescue Plan – where Democrat, Republican and independent mayors came together through The United States ConFerence oF Mayors to help secure $350 billion in direct relieF For state and local governments – we know that details oF the Bipartisan InFrastructure Framework will need to be developed by the leadership and relevant committees in Congress.
