30 November 2010 Last updated at 14:48 GMT Iran and EU agree new nuclear talks Iran's nuclear negotiator Saeed Jalili is to travel to Geneva for the talks Iran has agreed to hold talks on its controversial nuclear programme, the European Union has said. The talks are to take place in Geneva on 6 and 7 December, said the EU's foreign policy chief, Baroness Ashton. They will be the first high-level direct talks with Iran on the nuclear issue since October 2009. Western powers fear Iran is seeking to develop nuclear weapons, but Tehran insists its uranium enrichment programme is peaceful and legal. Baroness Ashton's office said that meetings with Iranian chief nuclear negotiator Saeed Jalili next week see the EU's foreign policy chief would lead a delegation of officials from the five permanent members of the UN Security Council - US, Russia, China, France and Britain - as well as Germany. "We've now received a response from the Iranian authorities in which they have said that Dr Jalili has accepted Catherine Ashton's proposal to meet in Geneva", a spokesman said on Tuesday. Western countries have called on Iran to stop all enrichment of uranium amid accusations that the country is pursuing a secret nuclear weapons programme. Iran's defiance has led to sanctions on the country, which says it uses nuclear technology only for peaceful purposes. As a member state of the Nuclear Proliferation Treaty (NPT), Iran says it has the right to enrich uranium to produce nuclear fuel. Iranian President Mahmoud Ahmadinejad vowed on Tuesday that his country would not make "one iota" of concessions over its nuclear rights at the meetings in Geneva. -

The governments of the European Troika (France, Germany and the UK) and their Iranian counterpart contributed significantly to concluding the agreement and reaching common ground. This was done in order for both parties to reap the political and economic benefits from lifting the UN sanctions on Iran. This was in addition to monitoring Iran’s nuclear program. When the Trump administration decided to pull out of the nuclear deal, the European parties clung to the deal and adopted a neutral position with regard to the recriminations between the two parties (the United States and Iran) to prevent the total collapse of the deal. The policies of Russia and China clash with those of the United States. As a result, they denounced the US pullout from the deal and rejected the sanctions imposed on Iran. Iran: Limited Retaliation for Assassination of Nuclear Scientist Likely
The Cambridge Security Initiative IRAN: LIMITED RETALIATION FOR ASSASSINATION OF NUCLEAR SCIENTIST LIKELY DECEMBER 2020 Richard C. Baffa Iran almost certainly will retaliate for the assassination of its top nuclear scientist, Mohsen Fakhrizadeh; however, Tehran’s response probably will be limited, proportional, and in kind, calculated to avoid a broader regional conflict and keep the door open for negotiations and sanctions relief with the incoming Biden administration. Iranian leaders rapidly condemned the assassination and blamed Israel; some also implicated the US in the attack. Iran’s top nuclear scientist was assassinated near Tehran on 27 November, prompting the Supreme National Security Council to convene an emergency meeting. Fakhrizadeh was considered the father of Iran’s clandestine nuclear weapons program known as the “Amad project”, according to US and Israeli intelligence. A 2011 International Atomic Energy Agency report indicated he was a central figure in suspected Iranian work to develop technology and skills needed for nuclear weapons, including designing a warhead small enough to fit atop a missile and survive re-entry into the atmosphere. Iran repeatedly refused to allow IAEA inspectors access to Fakhrizadeh and has consistently denied it has or has had a nuclear weapons program. Fakhrizadeh would have played a vital role in the event Tehran decided to jump start its weapons program. Senior Iranian officials began making statements within a few hours of his death, condemning the assassination, blaming Israel and the U.S. and vowing to retaliate. Their response, however, tempered expectations for a rapid, military response. Supreme Leader Ayatollah Ali Khamenei said Iran’s first priority was “definitive punishment of the perpetrators and those who ordered it,” but he added, “The Iranian nation is smarter than falling into the trap of the Zionist. -

EINHORN: Good morning. My name is Bob Einhorn. I'd like to welcome you to Brookings and to today's event which is part of the Alan and Jane Batkin International Leaders Forum Series. Our speaker today is Yukiya Amano, Director General of the International Atomic Energy Agency, the IAEA. Years when I spoke to groups or I briefed reporters I would simply use the initials IAEA, then I'd catch myself and remember to sound out, you know, the full name of the Agency. Today you don't have to do that anymore. The IAEA has practically become a household word. It's an indispensible effort; it's an indispensible player in international efforts to prevent nuclear proliferation. It's a safeguard system. It's highly sophisticated monitoring system is an essential element for providing assurance that nuclear programs are truly peaceful and for detecting possible violations of non-proliferation obligations. The Agency has been at the center of compliance controversies with North Korea, Iraq, Libya, and Syria. And now it's heavily involved in the Iranian nuclear issue. -

There is good reason to want to prevent Iran from acquiring atomic weapons, although it is too late to stop Tehran from acquiring the capability to produce a nuclear weapon should it choose to manufacture one.
