(2) This Order shall come into force— (a) for the purpose of all proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002; (b) for all other purposes, on 1st May 2003. All meetings are open to the public but no parishioners have attended during the last quarter. Highway matters have been prominent since the snow and ice. The lanes are not on the salting network and it is only thanks to individuals who took it upon themselves to spread the salt from the bins when necessary that helped to keep the roads accessible. The bins are placed at hazardous points by Devon County Council highways, to be available for use on the public highway only. Unauthorised removal of the salt from the bins had devastating effects on local people during the recent winter snow and ice. Due to limited resources the bins were not refilled as quickly as they might have been.

Recommendations: that the Committee approve an application to the Charity Commission as Trustees of Sutcombe School Site to make a scheme to permit the following: 1. To establish a power to sell the School Site; 2. Devon County Council was the Trustee of the Sutcombe School Site, however the charitable objectives of the Trust could longer be fulfilled. As a result, the County Council wished to dispose the land and buildings comprising the former school site known as Sutcombe County Primary School which had closed in July 2016 and was no longer required by the County Council for the purposes of educational provision within the local area. As Trustee, the County Council was obligated to ensure that the School Site was managed and maintained in a condition which allowed it to be used to fulfil the charitable objects.
