KEPERIHATINAN Chedet.co.cc March 1, 2009 By Dr. Mahathir Mohamad 1. Rakyat yang selalu mengguna jalan tol akan berasa lega kerana kenaikan tol yang diumumkan oleh Menteri Kabinet yang bertanggungjawab, Datuk Seri Mohd Zin akan dikaji semula oleh Kabinet. 2. Perdana Menteri telah mengarahkan Kabinet mengkaji semula kenaikan tol kerana "Apa yang dibincangkan dan diputuskan itu dibuat dua tiga minggu lalu dan sejak itu keadaan ekonomi menjadi bertambah buruk". 3. Apa gamaknya yang telah jadi kepada ekonomi Negara dalam jangka masa tiga minggu. Biasanya sebelum keputusan dibuat oleh Kabinet, maklumat berkenaan aliran ekonomi diberi oleh pakar-pakar untuk jangkasama yang agak panjang, sudah tentu lebih dari tiga minggu. Apakah pakar-pakar ini telah tergesa-gesa lari ke Perdana Menteri tiga minggu selepas keputusan dibuat oleh Kabinet untuk memaklumkan ekonomi merosot begitu teruk dan tol tidak boleh dinaikkan. Apakah mereka menjelaskan bahawa kajian semula tol akan membaikkan keadaan ekonomi. Atau apakah Perdana Menteri membawa perkara ini ke Kabinet dengan data yang cukup tentang keburukan ekonomi sebelum mengumumkan tol perlu dikaji semula. Atau apakah kenaikan ini tidak bijak dibuat semasa beliau masih Perdana Menteri. Tunggu orang lain naik jadi Perdana Menteri dan terpaksa menaikkan tol. 4. Atau apakah ini satu lagi manifestasi "flip-flop" Abdullah? Mungkinkah perletakan jawatan juga perlu dikaji dengan lebih mendalam apabila masanya hampir tiba. Ekonomi yang amat teruk boleh juga jadi satu alasan. Dapatkah ekonomi negara dipulih tanpa Dato Seri Abdullah? 5. Kadang kala dengar, macam yang Tun katakan, "menjijikan" dll. Kritikan yang dibuat, bagai simpulan kaum cina, "goreng semula nasi yang sejuk", Bosanlah Tun. Sekarang, Tun bagai nak mengkritik semata-mata untuk membuat kritikan sahaja. Apakah Tun tidak pernah membuat kesilapan, atau membenarkan kabinet Tun membuat kesilapan dan Tun membetulkan? PM sekarang memperbetulkan sesuatu yang membawa mafaat kepada rakyat, sedangkan Menterinya yang buat kesilapan. Pernah sekali Tun juga memperbetulkan menteri lain masa lalu dengan mengatakan "kita haramkan penggunaan bahasa pasar, bahasa haram, bahasa rojak, yang kita mahu bahasa malaysia, bukan bahasa yang campur aduk di radio." However his majesty is still stable," said the statement signed by Istana Negara coordinator Datuk Ishak Ahmad. Sultan Salahuddin is undergoing further treatment at the medical centre since Sunday upon being treated for almost two months at the Mount Elizabeth Hospital in Singapore. "Let us all Malaysians pray to God the Almighty for his majesty's well-being and recovery," the statement said. According to the statement, Sultan Azlan Shah of Perak and the Raja Permaisuri of Perak Tuanku Bainun, the Raja Muda of Perak and the King's son the Regent of Selangor were among the Malay Rulers who visited his majesty today. Yesterday's visitors include the Deputy Yang di-Pertuan Agong Sultan Mizan Zainal Abidin and Permaisuri Nur Zahirah, the Yang Dipertuan Besar Negeri Sembilan Tuanku Ja'afar and Tuanku Ampuan Najihah, the Prime Minister Datuk Seri Dr Mahathir Mohamad and wife Datin Seri Dr Siti Hasmah Mohamed Ali. The Menteri Besar of Selangor Datuk Seri Dr Mohamad Khir Toyo and wife Datin Zaharah Kechik had also visited the King. His majesty continued to receive a stream of visitors up till late afternoon, including members of the royalty notably his younger brother Tengku Besar Putra Azam and the Tengku Mahkota of Pahang Tengku Abdullah Sultan Ahmad Shah.

    4. Malaysia Dagmar Hellmann-Rajanayagam* I. Introduction Malaysia has become one of the major political players in the South-East Asian region with increasing economic weight. Even after the economic crisis of 1997–98, despite defence budgets having been slashed, the country is still deter- mined to continue to modernize and upgrade its armed forces. Malaysia grappled with the communist insurgency between 1948 and 1962. It is a democracy with a strong government, marked by ethnic imbalances and affirmative policies, strict controls on public debate and a nascent civil society. Arms procurement is dominated by the military. Public apathy and indifference towards defence matters have been a noticeable feature of the society. Public opinion has disregarded the fact that arms procurement decision making is an element of public policy making as a whole, not only restricted to decisions relating to military security. An examination of the country’s defence policy- making processes is overdue. This chapter inquires into the role, methods and processes of arms procure- ment decision making as an element of Malaysian security policy and the public policy-making process. The literature highlights the importance of community engagement in conservation programmes. Principally, the involvement of young people is necessary to facilitate heritage management programmes. The readiness of youth to engage can be measured from their awareness and willingness to participate. For this study, we administered questionnaire surveys to 175 respondents from three secondary schools in Lenggong. The results revealed a low level of awareness and a lack of willingness for participation. In addition, the findings suggest an uncertain correlation between awareness and willingness for participation among youth. However, this paper deliberated on young professional's housing preference in affordability context by taking into account some attributes of housing preference criteria. Data was obtained through questionnaire survey among 50 respondents aged between 25 and 35 years old and working in various professional fields in Kuala Lumpur. Descriptive analyses were then undertaken on the data from the survey. The study found that security criterion is the highest priority in housing preferences among the respondents. Having Wi-Fi is the second most important criterion. Additionally, this paper also provides a conceptual review on the Means-End Chain model.     Instituting Collaborative Governance: Accidental or Designed? Abdillah Noh Tun Abdul Razak School of Government, Universiti Tun Abdul Razak, Malaysia Nadia Hezlin Yashaiya University of Western Australia, Australia This article describes Malaysia’s experience in collaborative governance. In making its case, the article will trace the role of Malaysia’s performance, management and delivery unit (PEMANDU) in providing preconditions to collaborative governance. It will examine PEMANDU’s various initiatives in bringing about economic and government transformation that has ultimately laid down, albeit nascent, institutionalization of collaborative governance. The paper concludes that Malaysia’s collaborative governance endeavor is an unintended consequence of Malaysia’s Economic Transformation and Government Transformation programmes. It argues that collaborative governance in Malaysia is still at an early stage primarily because the articulation of collaborative governance is nested within Malaysia’s larger policy concerns and a function of regime legitimacy. Background Since the year 2009, the Malaysian government has been embarking on ambitious government and transformation programmes. These programmes are, in part, responses to the ruling political party’s – the Barisan Nasional(BN) - waning popularity after it suffered heavy defeat at the 2008 general election, one in which the opposition parties took control of 5 states and increased their parliamentary seats from 22 to 82 seats. Among the first policy initiatives that the newly appointed Prime Minister Najib Razak introduced was the New Economic Model (NEM), whose objective is to promote inclusive growth which would allow Malaysia to join the ranks of world’s high-income economies. The introduction of the NEM was quickly followed by other initiatives to revamp the bureaucracy and the economy which came in the form of the government transformation programme (GTP) and the economic transformation programme (ETP) that, collectively, was termed the National Transformation Programme (NTP).
