Prof. Dr. Pınar Akçalı April 2004, 158 p. This study seeks to analyze the process of transition and democratization in Kyrgyzstan from 1990 to 2000. The collapse of the Soviet Union opened new political perspectives for Kyrgyzstan and a chance to develop sovereign state based on democratic principles and values. Initially Kyrgyzstan attained some progress in building up a democratic state. However, in the second half of 1990s Kyrgyzstan shifted toward authoritarianism. Therefore, the full-scale transition to democracy has not been realized, and a well-functioning democracy has not been established. -

Local Knowledge for Global Business www.gratanet.com Local Knowledge www.gratanet.com for Global Business Six small industrial zones were created in Namangan region Six small industrial zones were created in Namangan region On July 2, 2018, the President signed the Resolution "On measures to create small industrial zones in the Namangan region". Six new small industrial zones (SIZ) are being created in the region: •Namangan city SIZ- industrial zones "Orzu", "Pahtalikkul", "Yuksalish", "Honobod" •Chust district SIZ- buildings and facilities of "Chust Pakhta Tozalash" JSC •Namangan district SIZ- the industrial zone "Yangi Hayot" •Papal district SIZ- buildings and structures of the former "UzRuberoid" LLC • Naryn district SIZ- unused land plots of "Norin Tola" JSC •Turakurgan district SIZ- unused land plots of the former JSC "Dekhkonmashtaminoti" and "PMK-148" The primary goal of creating the SIZ is to increase the efficiency of use of production areas and state-owned objects, to create conditions for attracting investments, and to support the development of new, competitive industries and small enterprises, and to create new jobs in this area. The Resolution provides a long-term lease with subsequent granting of the immovable property to participants in case of the fulfillment of business plan, creation and preservation of workplaces, timely payment of all taxes and other obligatory payments. Till 01.01.2020, the participants of the SIZ are not subject to the requirement provided by the law to pay a unified tax not lower than the minimum amount established - three times the amount of land tax, calculated on the basis of the occupied area. -
2019 International Religious Freedom Report
CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

The research has been conducted since 1997 by a team of political scientists from the University of Warsaw in cooperation with representatives of other Polish and foreign universities. Preliminary Remarks The idea ofpolitical science research on political changes in Central Asia was spawned at the Institute of Political Science of the University of Warsaw in the 1990s, in the conditions of growing interest in cooperation with the newly created post-Soviet states and a huge deficit of knowledge about the region in which a significant Polish diaspora lived. In 1997, an intercol- legiate research team was established, conducting, together with scientists from Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan, research on changes taking place in the countries of the region (Deres, 2003). The team was organized on the initiative of Tadeusz Bodio, who was also the head of the international research programme. -

Hence, there is a tendency of species misidentification using only the mor- phological characters. Herein, we evaluated the discriminatory power of the universal DNA barcodes (matK and rbcL) for 53 species spanning the two families. Using these markers, we inferred phylogenetic relation- ships and conducted species delimitation analysis using four delimitation methods: Automated Barcode Gap Discovery (ABGD), TaxonDNA, Bayesian Poisson Tree Processes (bPTP) and General Mixed Yule Coalescent (GMYC). The phylogenetic reconstruction based on the matK gene resolved the relationships between the families and further suggested the expansion of the Lamiaceae to include some core Verbanaceae genus, e.g., Gmelina. -

Schischk. ex Juz. (subfamily Scutellarioideae, family Lamiaceae) as a new recorded species of Mongolia. This species is morphologically similar to S. galericulata but can be differentiated by the presence of comparatively thick and triangular-cordate leaves having a het- eromerously deep-crenate margin, a densely reclinate pubescent stem, and a densely pubescent corolla. A tax- onomic description, a key to the genus in Mongolia, habit photographs, and scanning electron photomicrographs of nutlets are provided for species identification. We also present a table for a comparison of the diagnostic char- acteristics with those of related species. This species grows along the banks of the Unit river, Khutag-Undur soum, Bulgan province, Mongolia, approximately 2,300 km far away from the type locality in Russia. Introduction Interaction of all the levels of water use from the main canal to a field is very important at achieving productive water use. Reforms of water sector are aimed at ensuring water user’s (farmer) demand and fulfilling the crop physiological requirements. Improving of irrigation systems, their management and operation from river basins, large canals to the inter-farm level should be done taking into account a real conditions and requirements of the water consumer. The systems and structures should correspond to the real needs taking into account the own power and to be aimed at reception of the maximum water productivity and profit of the farmer. We have to notice that this project (WPI-PL) has emerged on the basis of IWRM-Fergana project; its main objective is searching the organizational forms of interrelation of science and practice concerning the organizing, introducing and disseminating the best practices of irrigated agriculture. -
