That was the verdict from all quarters at the completion of the highly challenging two-year Arapuni Dam foundation enhancement project yesterday. In July 2005, Mighty River Power began work on the 80-year-old Arapuni hydro dam, 16km west of Putaruru on the Waikato River, to fix a seepage problem that was first identified in 1929. Yesterday, to the relief of the small Arapuni community, the dam roadway across the Arapuni Gorge, which connects the Waipa and South Waikato district councils, was finally re-opened. Speakers at the opening ceremony praised the "alliance" work of Mighty River Power, Italian foundation-engineering company specialist Trevi, and Brian Perry Civil, which carried out a precision-drilling programme to stabilise fissures in rock beneath the Arapuni Dam. South Waikato mayor Neil Sinclair said it had been a special project for the district. "Over the whole period, there was not one complaint from the community," he said. The $20 million Arapuni project attracted international interest because it was the first of its type to be undertaken world-wide while a dam remained operational. Mighty River Power project manager Tom Newson said the project took a year longer to complete than originally expected because of the difficulty in drilling 136 400mm interconnected holes up to 90 metres in depth from the top of the dam into the rock. The project won a Shell Environmental Excellence merit award at the New Zealand Contractors Federation 2007 conference in recognition of the efforts taken to minimise the environmental impact. About 150 people attended yesterday's opening ceremony, which included the paddling of the Pohoroa Marae waka to the dam. Waikato region residents have reported that water pollution is easily their most important environmental concern in each of four attitude surveys conducted by Environment Waikato. Technical and regulatory mechanisms to reduce water pollution, especially non-point source pollution from agriculture are the focus of an intensive research effort both in New Zealand and internationally. This work should assist farmers and policy makers to identify the most cost effective options for achieving any given improvement in water quality. Research described in this paper aims to complement existing research projects by developing appropriate methodology for valuation of water quality improvements in New Zealand. It is envisaged that this type of information will inform the policy process by allowing decision makers to consider both the costs and the benefits of different levels of water quality improvements. This paper describes the first phase focussed on the Karapiro catchment which used focus groups and choice modelling in order to understand and quantify the value of water quality improvements in the catchment.

6. ‘At Every Bend a Chief, At Every Bend a Chief, Waikato of One Hundred Chiefs’: Mapping the Socio- Political Life of the Waikato River MARAMA MURU-LANNING Introduction At 425 kilometres, the Waikato River is the longest river in New Zealand, and a vital resource for the country (McCan 1990: 33–5). Officially beginning at Nukuhau near Taupo township, the river is fed by Lake Taupo and a number of smaller rivers and streams throughout its course. Running swiftly in a northwesterly direction, the river passes through many urban, forested and rural areas. Over the past 90 years, the Waikato River has been adversely impacted by dams built for hydro-electricity generation, by runoff and fertilisers associated with farming and forestry, and by the waste waters of several major industries and urban centres. At Huntly, north of Taupiri (see Figure 6.1), the river’s waters are further sullied when they are warmed during thermal electricity generation processes. For Māori, another major desecration of the Waikato River occurs when its waters are diverted and mixed with waters from other sources, so that they can be drunk by people living in Auckland. 137 Island Rivers Figure 6.1 A socio-political map of the Waikato River and catchment. Mohammed AlRajhi Dispatch- Day 2 Fig1: Waikato River and its dams On the second day in New Zealand, we had a breakfast in Raglan then we drove to Arapuni. Once we arrived, I talked about the hydropower stations in Waikato River. Hydropower plays a very important role in renewable electricity generation in New Zealand. Waikato River is the most important and longest river in New Zealand. It is running for 425 km in the North Island. The Waikato River Scheme, operated by Mercury Energy, has 8 dams and 9 hydropower stations that have been built in early 20th century to generate electricity for the national grid. The power scheme starts at Lake Taupo that has control gates to regulate the water flow into the river. It takes around 18 hours for the water to reach Karapiro, the last power station. The flow of water passes though power stations at Aratiatia (84 MW), Ohakuri (112 MW), Atiamuri (84 MW), Whakamaru (100 MW), Maraetai (360 MW), Waipapa (51 MW), Arapuni (171 MW) and Karapiro (90 MW) as it’s shown in the map (Fig1). The scheme generates almost 13% of the total annual electrical capacity in New Zealand. The beauty of hydropower generation is that the quick adaptation to meet the demands and to cover the drawbacks of wind farms uncertain power generation. The hydropower generation system in Waikato River is the largest peaker in North Island and close to Auckland, the largest city in the country. There is no potential to build new hydropower plants in North Island since most of the potential was tapped.
