PRIMA opened its first clinic in 2008, and today it is Scandinavia’s largest private psychiatric healthcare provider of specialist psychiatric care. En ÅVS har initierats för att utreda hur förändringar i markanvändningen på denna plats kan komma påverka resenärsströmmar etc. För att få en uppfattning om detta används Trafikverkets prognosmodell Sampers (version 1804). Detta PM avser teknisk dokumentation av genomförda analyser. Genomförd studie ämnar beskriva konsekvenser av en potentiell utbyggnad med 12 000 bostäder i Hemfosa. Detta skulle innebära etablering av ca 28 000 nya boenden och ca 6 500 arbetsplatser enligt de antaganden som har gjorts inom ramen för denna studie. Dessa 28 000 boenden och 6 500 arbetsplatser antas omfördelas från kommuner i södra Stockholms län. Detta innebär exempelvis att Haninge kommun kommer ha en starkare befolkningsutveckling än inom Trafikverkets basprognos, men den totala befolkningen i Stockholms län står sig oförändrad. Omfördelning av ca 28 000 boenden innebär att ca 1 % av befolkningen i länet omfördelas till Hemfosa. De infrastrukturmässiga investeringar som antagits i modellen är en ny väg med anslutning till väg 73 samt förlängning av pendeltågstrafiken från Tungelsta till Hemfosa innebärande att pendeltågen kommer att trafikera med 15 minuters intervall till Hemfosa. De inre delarna av väg 73 är idag en av de mest belastade vägsträckorna i Stockholms transportsystem, med kilometerlånga köer under morgonrusning1. Prognoserna för 2040 visar på ökad belastning på sträckan, även med utbyggnad av Tvärförbindelsen. Analyserna av Hemfosa indikerar att utbyggnaden leder till än ökad belastning på sträckan, även om resultaten från den grova modell som har använts bör tolkas med viss försiktighet.

The systems have traditionally been built, planned and managed by the municipalities and over the years the district heating systems in Stockholm have grown into each other and later been interconnected. This have led to that there today are three large systems with eight energy companies and the system can be considered a regional system. The strategy to create a regional system has existed for a long time from regional planning authorities. However, since the municipalities have planning monopoly the regional planning is weak. The overall aim for this study is to analyse the planning and development of an important regional energy system, the district heating system in Stockholm, to understand how the municipal and regional planning have related to each other. The study is conducted through studying municipal and regional plans in Stockholm’s county between 1978 and 2010. The results show that district heating has been considered important all along and that a regional, or rather inter-municipal, perspective has existed throughout the period, although with large differences between different municipalities. Regional strategies for an interconnected system and combined heat and power plants have been realised gradually and district heating have throughout the period been considered important for different environmental reasons. 1 Introduction In Sweden, district heating (DH) is an important part of the energy system, accounting for approximately 55 TWh of the annual energy supply of 612 TWh, and a 55% share of the total heating market.1 In some cities, the district heating systems are old, well-established, and have developed into regional energy systems, with Stockholm being the foremost example.

    PLANNORD Stockholm, The 7th Nordic Planning Research Symposium, August 20th – 22nd 2015 Mika Ristimäki & Panu Söderström Finnish Environment Institute (SYKE) Development of the Urban Form in Helsinki and Stockholm metropolitan regions Backround In recent decades, the Helsinki and Stockholm city regions have been among the most rapidly growing areas in Europe. In addition to the peri-urban area surrounding a dense core area, the areas of impact of both cities include several smaller towns, various development corridors and extensive rural areas. How has the urban form of metropolitan areas been structured from the core to the fringes? How should their development be guided? Answering these questions requires international reference data so that solutions that have been successful elsewhere can be utilised in planning and decision-making, and detrimental effects can be prevented. In order to succeed, the comparison of city regions requires comparable data, applicable methods and identifying the similarities and differences of the administrative and planning systems of the studied regions. In many ways, the Stockholm metropolitan area is an important point of comparison for Helsinki. In terms of its many dimensions, urbanisation in the Stockholm region has been found to be more advanced than in Helsinki, which is why the solutions implemented in Stockholm with regard to urban form should be evaluated in relation to the development of the Helsinki region. A comparative study of the urban form in Helsinki and Stockholm was originally published in the form of a collection of articles in Finnish (ed. Söderström, Schulman & Ristimäki 2014). The publication explored the development of the city regions through GIS and statistical analyses, literature reviews and expert interviews conducted in the regions.

A dialogue with those who intend to develop a site is always challenging. As heritage curators, we must often give advice that developers may not want to hear because it might interfere with the realization of a project. In our work as environmental planners at WSP, we have experienced that it is difficult but of utmost importance to create an open dialogue with those involved in the development of sensitive cultural heritage areas at a regional level. However, we have realized that theory and practice do not always go hand in hand. In this paper, we will take a closer look at two recent projects in which we carried out a cultural and historical assessment and, also, an environmental impact assessment (cultural and historical as well as environmental impact assessments). In both, the team aimed to maintain a dynamic and functional relationship between the existing heritage and the planned future development of the areas. We will see how the outcome of both projects call for a re-examination of the importance of our preliminary assessments.
