APOLOGIES Apologies were received from Councillor N S Ferris (ill), G C Rickard (personal) and E L Wilkes (ill). 104. DECLARATIONS OF INTEREST Councillor Mrs G A Grant advised the committee that she had been appointed as a trustee to the Campaign to Protect Rural England (CPRE) charity. After advice from the County Executive for Cornwall Association of Local Councils on whether this would create a conflict with membership on the Planning Committee, Councillor Mrs G A Grant was to make a general declaration at planning meetings that confirms her membership and to make an independent decision on each planning application as to whether to declare an interest. 105. DISPENSATIONS There were no requests for dispensations. 106. PRE-APPLICATION PRESENTATION Mark Dawes from CAD Architects presented on revised plans for ‘Brigantine’, Lower Market Street. The new plans showed four terraced buildings of what was described as a vernacular design with six bedrooms in each building. Councillors commented that the design was an improvement on the previous application but raised concerns around lack of parking provision. As the site was within the Conservation Area, Councillors also questioned the use of UPVC window frames that could set a precedent in the area as opposed to preferred wooden frames that would be in keeping. Councillor Snowdon also felt that the shape of the roof would be out of character with the roofline of the street. Following the presentation, Mark Dawes gave a brief update on the plans for a student village at Treluswell. He advised that the Design Review Panel meetings with members of the public, town and parish councillors and Local Members had been very useful. The site would potentially be student accommodation with public facilities and options were being looked at to provide a green infrastructure, such as a park and ride scheme. CAD Architects would be holding further consultations on the student village in the coming months. 107. PUBLIC PARTICIPATION No requests had been received from members of the public wishing to speak at the meeting. 108. MINUTES 3 RESOLVED that the minutes of the meeting of the Planning Committee held on Tuesday 23 August 2016 be approved and signed by the Chairman as a correct record. Background Cornwall Council intends to revise its hackney carriage and private hire driver policy as applied to hackney carriage and private hire drivers throughout Cornwall. The statement of practices, procedures and guidance were circulated to members of the Committee prior to the meeting and a summary of the main changes are included as Appendix 1 to the report. Comments are invited on any aspect of the policy and proposed changes and a consultation response form is attached as Appendix 2 to the report. The deadline for responses is 16 December 2016. 2. Discussion Cornwall Council (Licensing Authority) issues driver licences for hackney carriage and private hire vehicles. The Licensing Authority has a duty to ensure that licence holders are ‘fit and proper’ to be licensed drivers. A private hire driver’s licence authorises the licence holder to drive private hire vehicles licensed by Cornwall Council. A hackney carriage driver’s licence authorises the licence holder to drive hackney carriage vehicles licensed by Cornwall Council, in the specific zone that the applicant has applied to. Penryn is located within the Carrick taxi zone. Driver licences are issued for three years unless Cornwall Council considers it appropriate in the circumstances, to issue the licence for a lesser period. 3. Recommendation That delegated authority be granted to the Town Clerk, in consultation with the Chairman, to respond to the consultation in accordance with the views expressed by the Committee. 4. Summary of Main Change Statement of Policy A review of the policy to contain revised and unified practices, procedures and guidance for the licensing of hackney carriage and private hire vehicle drivers. Knowledge Test Introduce a knowledge test for all hackney carriage and private hire vehicle drivers throughout Cornwall which are currently undertaken for Hackney Carriage drivers in the Penwith and Caradon zones only. Driver Assessments Introduce driver assessments for all hackney carriage and private hire vehicle drivers throughout Cornwall which are currently undertaken for Hackney Carriage drivers in the Kerrier and Caradon zones only. English Speaking Applicants have sufficient ability to speak English and understand spoken English. Relevancy and consideration of cautions, Reviewed and updated. 9 convictions, endorsements and other information. Temporary Licences Will no longer be issued. Code of Conduct Updated to include basic standards (with regards to general behaviour), professional standards (dress code) and unacceptable standards (clothing, footwear, etc).

Introduction Cornwall's mining history stretches back 2,000 years; its mineralogy dates from comparatively recent times. In his Alphabetum Minerale (Truro, 1682) Becher wrote that he knew of no place on earth that surpassed Cornwall in the number and variety of its minerals. Hogg's 'Manual of Mineralogy' (Truro 1825) is subtitled 'in wich [sic] is shown how much Cornwall contributes to the illustration of the science', although the manual is not exclusively based on Cornish minerals. It was Garby (TRGSC, 1848) who was the first to offer a systematic list of Cornish species, with locations in his 'Catalogue of Minerals'. Garby was followed twenty-three years later by Collins' A Handbook to the Mineralogy of Cornwall and Devon' (1871; 1892 with addenda, the latter being reprinted by Bradford Barton of Truro in 1969). Collins followed this with a supplement in 1911. (JRIC Vol. xvii, pt.2.). Finally the torch was taken up by Robson in 1944 in the form of his 'Cornish Mineral Index' (TRGSC Vol. xvii), his amendments and additions were published in the same Transactions in 1952.
