EXECUTIVE SUMMARY The National Capital Region, the center of culture, economy, education, and government of the Philippines, has a total area of 636 sq. km which cater to 11,855,975 residents and categorized as the most populous region in the country. These are the given facts that have contributed to the emergent challenges faced by the RO-NCR drug busters through the years. For the period, this Regional Office delivered seventy-three (73) casing and surveillance operations, twenty-four (24) contacts CI and forty (40) negation operations, which resulted to the arrests of fifty (50) personalities (including two minors) and the seizures of 3373.2446 grams of Methamphetamine Hydrochloride or “shabu”; 3701.6691 grams of Marijuana leaves; 1858 tablets of MDMA and 680 tablets of Midazolam . II. OVERVIEW OF THE REGIONAL DRUG SITUATION A. Drug Trends and Current Street Values Methamphetamine Hydrochloride or “shabu’ remains the most abused drug in National Capital Region with an average street price ranging from Php2,800.00 to Php4,000.00 per grams. Next is Cannabis or “marijuana” ranging from Php10.00 to Php50.00 per stick, followed by Methylenedioxymethamphetamine (MDMA) or “ecstasy” ranging fromPhp900.00 to Php1, 500.00 per tablet. Cocaine is the least among others ranging from Php2, 500.00 to Php6, 000.00 per gram. B. Barangay Drug Affectation It has been estimated that out of 1, 706 barangays in Metro Manila, 92% of which are roughly drug affected: 43% categorized as slightly affected, 34% as moderately affected while the remaining 15% is considered as seriously affected. PDEA Initiated The Regional Office-National Capital Region conducted a total of 137 anti-drug operations which resulted to the arrests of 50 personalities to include two minors and the confiscation and seizures of 3373.2446 grams of Methamphetamine Hydrochloride or “shabu”; 3701.6691 grams of Marijuana leaves; 1358 tablets of MDMA and 680 tablets of Midazolam. A swift glimpse of this Office’s significant operational accomplishments for the 2nd Quarter is hereby provided: * On 301900H April 2015, operatives of this Regional Office conducted buy-bust operation in Epifanio Delos Santos Avenue (EDSA) corner Mother Ignacia Street, Quezon City which resulted to the arrest of Cezar Turla Mariano alias “Mamasang” and the confiscation and seizure of 302.2 grams Methamphetamine Hydrochloride or “shabu”. * On 281830H May 2015, operatives of this Regional Office conducted a buy-bust operation along Pedro Gil corner Quirino Highway, Manila which resulted in the arrest of Geoffrey Savalle y Bernardo @Geoff and the confiscation and seizure of 1,067.4 grams Methamphetamine Hydrochloride or “shabu”. * On 110930H June 2015, operatives of NAIA-IADITG conducted inspection and physical examination on intercepted parcel at DHL Warehouse which resulted in the confiscation and seizure of 680 pieces of Midazolam. * On 171500H June 2015, operatives of this Regional Office proceeded to Lagro High School to recover surrendered Marijuana with the total weight of 5.4129 grams. * On 171900H June 2015, operatives of this Regional Office conducted inspection and physical examination on intercepted parcel in Victory Liner Terminal, Caloocan City which resulted in confiscation and seizure of 2,656.9 grams Marijuana leaves. * On 181300H June 2015, a joint operation of NBI and NAIA-IADITG operatives conducted interdiction operation (counter-drug operation) in Terminal 3, NAIA, Pasay City which resulted in the arrest of Michael Vinco. (Under NBI custody) * On 181330H June 2015, operatives of this Regional Office conducted inspection and physical examination on intercepted parcel in Victory Liner Terminal, Caloocan City which resulted in confiscation and seizure of 1,034.6 grams Marijuana leaves QQuuaarrtteerrllyy AAccccoommpplliisshhmmeenntt RReeppoorrtt AApprriill,,, MMaayy && JJuunnee * On 191745H June 2015, operatives of NAIA-IADITG conducted inspection and physical examination on intercepted parcel at Central Mail Exchange Center, Pasay City which resulted in the confiscation and seizure of more or less 500 pieces of MDMA. * On 221500H June 2015, operatives of this Regional Office conducted a buy-bust operation along Seaside Boulevard, Pasay City which resulted in the arrest of Mila Somira and the confiscation and seizure of 1,000 grams Methamphetamine Hydrochloride or “shabu”. * On 261130H June 2015, operatives of this Regional Office served Warrant of Arrest issued by the Honorable Judge Ali M. Balindog, Branch 05, RTC of Lanao Del Norte against Alex Dimacaling. (Detained in BJMP, Iligan City) * On 261830H June 2015, operatives of this Regional Office implemented Search Warrant Numbers: 15-24732, 15-24733 & 15-24734 issued by the Honorable Judge Reynaldo Alhambra at San Antonio, Pio Del Pilar, Makati City which resulted in the arrest of twenty-three personalities and the confiscation and seizure of 93.6369 grams Methamphetamine Hydrochloride or “shabu” and 1.0123 grams of Marijuana. * On 273300H June 2015, operatives of this Regional Office conducted a buy-bust operation in 201 Golden Heights Condominium, Pasig City which resulted in the arrest of seven personalities and the confiscation and seizure of 118.119 grams Methamphetamine Hydrochloride or “shabu” and 1.103 grams of Marijuana leaves. * On 291600H June 2015, operatives of NAIA-IADITG conducted inspection and physical examination on intercepted parcel Central Mail Exchange Center, Pasay City which resulted in the confiscation and seizure of 858 pieces of MDMA. (Continued operation of 19 June 2015 with seized 500 pieces MDMA) B. OLEA’s Initiated The Philippine National Police NCRPO/AIDSOTF conducted a total of 904 intelligence and negation operations. PORMIS data disclosed 75 casing and surveillance operations; 14 Test Buy; 9 contact C.I. and 806 Buy-bust operations. (Statistics of arrests not available as of this report) IV. ASSESSMENT This Regional Office has focus on high level operations in compliance with the directive of the Director General. This requires sufficient time, dedication and effort to be able to live up with expectations given by the National Headquarters. Sufficient time means “satisfactory developed project”, “dedication” of our drug busters and “effort” of this Office in providing necessary financial and logistical requirements in carrying out successful anti-illegal drug operations.     TRANSPORTATION 1. SITUATION ANALYSIS ROADS Existing in the Municipality are classified as National, Municipal and Barangay Roads. These road networks are further classified as surface, concrete, asphalt, gravel and earth. Table 53. With the passage of the Local Government Code of 1991 all barangay and municipal roads and bridges are constructed/maintained from funds coming from Internal/Revenue Allotment, Countryside Funds of Congressman Hernani A. Braganza and Local Funds as well. Municipal and barangay roads accounts for 11.403 and 249.249 kilometers, respectively as shown in Table 53 while national roads which are surface concrete asphalt surfaced type also accounts for 26.35 kilometers. A major length of municipal streets are 77.33% asphalt and 10.59% are concrete and the rest are earth/gravel 12.08%. Of the 249.249 barangay roads 03.63 are concrete, 74.52 gravel, 04.95 are asphalt surface and the rest 16.90% are earthfill. (see Table 53) Table 53 shows that the total road length of 287.002 kilometers 38.753 are within the urban area while the rest are proportionately distributed among the rural barangays. In the urban areas, 26.35 kms. are national roads and 12.403 kms. are municipal roads, while 249.249 kms. are barangay roads. It shows that 19.705 are concrete, 38.932 are asphalt 187.229 are gravel and 42.136 are earthfill. As of 1998 there are 27 barangay bridges as shown in Table 54 with a total length of 519.60 linear meters. Of the 27 bridges 14 are concrete with a total length of 276 linear meter and are located in barangays Bisocol (30 LM), Cabatuan-Patadiong (12 LM), Inerangan (6 LM), Lucap (12 LM), Maawi (20 LM), Pangapisan (60 LM), Polo (36 LM), Quibuar (14 LM), Sabangan (6 LM), Dimmayat-Tangcarang (26 LM), Bolo-Telbang (8 LM), Landoc (12 LM) and Tawintawin (30 LM).

    Transport and Communications Bulletin for Asia and the Pacific No. 82, 2013 BATTLING CONGESTION IN MANILA: THE EDSA PROBLEM Yves Boquet ABSTRACT The urban density of Manila, the capital of the Philippines, is one the highest of the world and the rate of motorization far exceeds the street capacity to handle traffic. The setting of the city between Manila Bay to the West and Laguna de Bay to the South limits the opportunities to spread traffic from the south on many axes of circulation. Built in the 1940’s, the circumferential highway EDSA, named after historian Epifanio de los Santos, seems permanently clogged by traffic, even if the newer C-5 beltway tries to provide some relief. Among the causes of EDSA perennial difficulties, one of the major factors is the concentration of major shopping malls and business districts alongside its course. A second major problem is the high number of bus terminals, particularly in the Cubao area, which provide interregional service from the capital area but add to the volume of traffic. While authorities have banned jeepneys and trisikel from using most of EDSA, this has meant that there is a concentration of these vehicles on side streets, blocking the smooth exit of cars. The current paper explores some of the policy options which may be considered to tackle congestion on EDSA . Regidor4 1,2,3,4Faculty, University of the Philippines, Philippines ABSTRACT: Carbon dioxide (CO2) from the transport sector is by far considered as the major contributor of Greenhouse Gas (GHG) emission into the atmosphere. Many transport engineers and planners nowadays have shifted focus on the development of new approaches or tools that provide fast and reliable means of assessing different transportation strategies to achieve low-carbon transportation system. In this study, a new mathematical Origin-Destination (O-D) approach of estimating energy demand and CO2 emissions is presented using inter-regional passenger and freight flow data. The lengths of three major road segments were used as independent variables to model fuel consumption for buses and trucks. The estimated energy demand under business as usual (BAU) scenario was compared to five different low-carbon policy scenarios. Study shows that the energy demand from inter-regional public buses and freight road transport under BAU scenario substantially increased from 6,358.86ktoe in 2015 to 36,410.43ktoe in 2050. These findings equate to 19.71 and 112.93 Megatons of CO2 emissions in 2015 and 2050, respectively.
