Aboriginal Shire Council Lockhart River Aboriginal Shire Council ANNUAL REPORT 2012 - 2013 WELCOME Lockhart River Aboriginal Shire Council 2012 Annual Report provides a comprehensive account of Council‟s performance from 01 July 2012 – 30 June 2013. Council‟s 2012 – 2013 Annual Report details our achievements over the last 12 months, addresses some of the setbacks experienced and also identifies the future challenges that lie ahead for our community. The information in this report demonstrates accountability to various stakeholders, who include our community residents, staff, Councillors, Government Departments and other interested groups. Copies of the 2012 – 2013 Corporate Plant, this Annual Report and the Council‟s Financial Statements are available free of charge electronically on Council website www.lockhart.qld.gov.au We aim to make this Annual Report transparent and user friendly. Council welcomes your feedback and suggestions for improvement. Our Guiding Principles and Values The commitment of the elected representatives and officers of the Lockhart River Aboriginal Shire Council to its residents is underpinned by the following principles:- Respect Honesty Integrity Working and Learning together Fairness Being positive Respect of Culture Accountability Page 6 Lockhart River Aboriginal Shire Council MAYOR’S REPORT The 2012 – 2013 Financial Year has been one of intense planning, productivity and change. In May 2012, I was sworn in as the Mayor together with four other Councillors. We began immediately to work on the preparation of the 2012 – 2013 operational plan and Council budget and at the same time started to review the organization structure. Intense Planning Work on the review of the organisational structure gained prominence at the start of the year. A new organization structure was adopted which created a new unit called the Building Services section of the Council. This unit was established to position the Council take advantages of the major building boom and upgrade program that are in the pipeline. Work on the identification of a new site where the new social houses will be built was undertaken. A new site was identified and following community consultation, approved. Council approached the Department for assistance with the development of the new sub-division. Likewise, following discussions with the Community members and Traditional Owners, a new site for the Quintell beach was identified, agreed to and preliminary work commenced on the Quintell camp site project. Other areas where intense planning occurred included negotiations with the Department of Transport and Main Roads to fund the link slabs at the Pascoe Crossing, securing additional funds for the road signage project. Productivity A number of activities were undertaken during the reporting period. I am pleased to note the range of work undertaken by the Council on a number of fronts; Civil Works, Building Services, Environmental Management, Working on Country, Community Development and Corporate Services of the Council. It is my opinion that the residents of the Shire can be pleased with

While women did hide from white expedition members – for good reason considering 85 BRoKERS AND BouNDARIES the frequent violence of white people towards them – this was not the only reaction they had. Historians have largely ignored Aboriginal women’s involvement in exploration expeditions, though there are some notable exceptions in the work of Henry Reynolds, Lyndall Ryan and Donald Baker. Some other authors who have attended to them, such as Philip Clarke, imply that women were invariably hidden away during encounters, suggesting they were not actively involved in expeditions.1 Even when women did hide, this was not necessarily the end of the story, as they sometimes re-emerged after assessing the situation.

Auden Our assessment of any landscape results as much from how we view it as from the reality of what is actually there. As Brookfield said "decision makers operating in an environment base their decisions on the environ- ment as they perceive it, not as it is". 1 The Europeans who explored tropical Queensland entered an unknown land which they were required to examine and then offer an assessment of its potential. Since the environment confronted the explorers with a situation of complete uncertainty, a subjective error component was inevitable in their description and analysis, but in fact their reaction to the new environment was affected by what they wanted to see, or thought they saw, as much as by what was actually there. The image of new country recounted by each explorer resulted largely from his response to visual stimuli in the new environment. Since observation and interpretation are enhanced by some degree of familiarity, a history of prior exploration in the south might be expected to improve the performance of explorers in the Tropics, but this was no criterion for an objective appraisal of the new areas. After three successful journeys of exploration in southern states, the Surveyor-General Major (later Sir) Thomas Mitchell concluded his trip to central Queensland with a spectacular blunder; Edmund Kennedy had a background of inland journeys, but died in a disastrous attempt on Cape York.

    ‘What a howl there would be if some of our folk were so treated by an enemy’: The evacuation of Aboriginal people from Cape Bedford Mission, 19421 Jonathan Richards One fine and warm winter morning in May 1942, the Poonbar, a medium-sized coastal vessel, steamed into the Endeavour River at Cooktown, North Queensland, and berthed at the town’s wharf. After she tied up, over 200 Aboriginal people carrying a small amount of personal possessions emerged from a cargo shed on the wharf. The people were herded by about a dozen uniformed Queensland police as they boarded the boat. The loading, completed in just over an hour, was supervised by three military officers, two senior police and a civilian public servant. As the ship cast off, the public servant, who boarded the boat with the Aboriginal people, threw a coin to a constable on the wharf and shouted ‘Wire Cairns for a meal!’ Unfortunately, the wire did not arrive at Cairns in time, and as a result the party of Aboriginal people was given little food until they reached their destination, 1200 kilometres and two day’s travel away. The war between Japan and the Allies was nearing Australia, and this forced evacuation of Aboriginal people was deemed necessary for ‘national security’ reasons. Although the evacuation has been written about by a number of scholars and Indigenous writers, the reasons for the order have not, I believe, been clearly established. Similarly, the identity of the forces – military or otherwise – that carried out the evacuation have never been conclusively determined.
