Biographical Note

James Clark, Jr. (1918-2006) was the second son of Judge James Clark and Alda Hopkins Clark, both born in Howard County, Maryland. He was a member of the Maryland House of Delegates from 1959-1963 and a Democratic State Senator representing the 14th Legislative District in Maryland from 1964-1986. He married Lillian Hawkins, also of Howard County, in 1946 and they had four children.

The Clark family has owned farmland in Howard County since the early 1800s. Senator Clark’s father, the Honorable James Clark was born on Fairfield Farm in Howard County in 1884. He graduated from St. John’s College in 1903 and the University of Maryland in in 1907 with a law degree. He married Alda Tyson Hopkins in 1912 and practiced law in Ellicott City. He was appointed Associate Judge of the Fifth Judicial Circuit of the State of Maryland in 1942 and served until 1954. He died shortly after retirement in 1955.

A descendent of Johns Hopkins and of the Ellicotts who settled Ellicott City, Maryland, Alda Hopkins Clark was born in 1891 in Highland, Maryland, on the White Hall farm. She was an avid horse enthusiast, riding and caring for horses as a child and through adulthood. She was very involved in the community, as a founding member of the Howard County Hunt Club, as a volunteer at the local blood bank during World War II, and as a founder and the first president of the Howard County Historical Society. She died in 1969.

James and Alda Hopkins Clark lived at Keewaydin, a farm located near Ellicott City, Maryland, and also owned a nearby farm known as Elioak Farm. They had four sons: John (born in 1914), Samuel (died in 1923), James (born in 1918), and Joseph (born in 1927). James Clark, Jr. (“Jimmy”) graduated with a degree in animal husbandry from Iowa State University in 1941. During World War II James volunteered to serve in the Glider Pilot Corps, while his brother Joseph was in the Merchant Marine. James’ unit, the 442nd Troop Carrier Group, 303rd Squadron, was sent to Europe in 1944 and he participated in two notable campaigns: Operation Market Garden in the Netherlands in September 1944 and a U.S. airborne mission into Germany, Operation Varsity in 1945. At the end of the war, he participated in a mission to transport victims of the Dachau concentration camp to Belgium in the spring of 1945. James was discharged in late 1945 as a 1st Lieutenant, with life-long friends by his side.

After returning from Europe, James Clark, Jr. and Lillian Hawkins ended their six-year courtship and married in 1946. He fulfilled his dream to run the Elioak Farm after agreeing to a partnership with his father. James and Lillian ran the farm, raised cattle, started a dairy operation, and began a family in 1950 with the arrival of their first son, Mark Tyson. The Clarks had three more children: Priscilla Phelps (born in 1953; died in 1959), Martha Anne (born in 1954), and James Hawkins, “Jamie” (born in 1963).

James Clark, Jr. was raised with a respect for the land, as well as an interest in government and civic duty. Although he saw his primary occupation as a farmer, with his finances in order and his family started, he decided to pursue his dream of a political career. He won a seat in the Maryland House of Delegates and served from 1959-1963. In 1964 he was elected to the

Maryland State Senate to represent District 14, remaining in office until his retirement in 1986. Senator Clark had many interests while in the Senate, including land preservation, fiscal responsibility, and pension reform. During his first term in 1965, he co-sponsored a civil rights fair housing bill that, while controversial, passed the Senate and laid the foundation for moving forward on civil rights equality in Maryland. During his second term, Senator Clark served as chairman of the to create the “Program Open Space” bill, which went into effect in 1970, preserving open spaces for recreational use. He served as the first vice president of the Maryland Constitutional Convention in 1967. During his fourth term, Senator Clark was chair of the Finance Committee. From this committee the Maryland Farmland Preservation Foundation bill was presented and signed into law. Senator Clark was elected Senate president in 1978 and served from 1979-1983. As Senate president, he prioritized pension reform legislation which was passed into law during the 1979 legislative session.

Senator Clark also reached out beyond Maryland’s borders into national issues. From the mid- 1970s to early 1980s, he worked tirelessly to generate support for a balanced budget amendment to the U.S. Constitution. He was a member of the National Taxpayers Union (NTU), an organization that lobbied for the American taxpayer, and became chair of the Balance the Budget Amendment Committee in 1978. He was a vocal supporter of Jimmy Carter in the 1976 and 1980 presidential elections, hosting the candidate at Elioak Farm on more than one occasion. In 1979 President Jimmy Carter appointed Senator Clark to the Pension Reform Commission.

Senator Clark retired in 1986 and returned to Elioak Farm to attend to the farm. He remained involved in community issues, frequently giving speeches and attending functions as a former state senator. He was an active member in the National World War II Glider Pilots Association, participating in reunions and trips with other members. Senator and Mrs. Clark visited Holland on more than one occasion to mark the anniversary of Operation Market Garden, including on the fiftieth anniversary in 1994.

Lillian Clark passed away in 2001; James Clark, Jr. died in 2006. ______Sources:

Scope and Content Note

The Senator James A. Clark, Jr. Family Papers housed in the Howard Community College Library date from 1813 through 2007 measure 6.6 linear feet. The bulk of the collection dates from Senator Clark’s service during World War II (Series 3) through his death in 2006. There is limited material regarding other Clark family members; however, the collection includes some items that provide details about the family, such as Senator Clark’s handwritten memoirs, Jim Clark: Soldier, Farmer, Legislator (Series 1), published in 1999, Alda Hopkins Clark’s autobiography Hold Hard (Series 1), and three family scrapbooks (Series 7) that include family photographs from the early 1900s.

Much of the collection speaks to Senator Clark’s personal commitment to Howard County through materials such as personal correspondence with friends, family, and colleagues (Series 2), the awards and recognition he received for his public service (Series 5), and his community participation (Series 6). There are also materials related to his legislative career (Series 4) which likely overlaps with materials in the Senator James Clark, Jr. Papers, 1962-2004 Collection in the Howard Community College Library. Other material related to his political career can be found in numerous photographs of events and political figures (Series 8) and in clipped newspaper articles (Series 9). The collection does not contain documentation of his service in the Maryland House of Delegates.

The Senator James A. Clark, Jr. Family Papers Collection is arranged into nine series, with three series further separated into subseries.

Series Descriptions

SERIES 1. BIOGRAPHICAL MATERIALS, 1937-2007 (2 boxes, oversized housed in OV box #1, OV box #3, and OV folder #1 (24”x36”); 0.8 linear ft.)

This series consists of documents that describe the Clark family history in Howard County, Maryland. The series is arranged into three subseries based on topics: family, farmland, and Senator Clark’s memoirs. Each subseries is described below.

Subseries A. Family, 1937-2007 (7 folders; 0.1 linear ft.)

The materials in this subseries chronicle the lives and events of the Clark family in Howard County. There are personal documents of Senator James Clark, such as his passport and hunting license, as well as biographical information about him. Also included are legal and financial documents, such as the 1979 will of Martha Clark Childs and a 1979 District Agreement between the Maryland Agricultural Land Preservation Foundation and Senator Clark to maintain his property as farmland for five years. There are several news clippings and magazine articles, a wooden plaque of the Clark Clan, and two books, The Ellicotts: Striving for a Holy Community by Alison Ellicott Mylander and Alda Hopkins Clark’s memoir, Hold Hard.

Arrangement is first by topical folders, followed by family member folders. Within folders, the arrangement is chronological with undated materials at the end. The folder titled “Mrs. James Clark, Jr.” is arranged in the original order as received by the processor.

Subseries B. Farmland, 1972-1979 (2 folders)

This subseries includes materials related to the Clark farmland in Ellicott City, including the preservation of agricultural land in Howard County and the establishment of Centennial Park on the land adjacent to the Clark farm.

Arrangement is chronological.

Subseries C. Memoirs of Senator Clark, circa 1997-1999 (12 folders; 0.6 linear ft.)

This subseries is comprised of Senator Clark’s handwritten and typed manuscript, in various stages from notes to edits for his published autobiography, Jim Clark: Soldier, Farmer, Legislator. The subseries includes some collateral materials, such as a map of Holland and family tree prepared by Martha Clark. Senator Clark’s memoirs were published in 1999, and a signed copy is filed at the end of this subseries.

Arrangement of this subseries is first by collateral materials, followed by drafts, and finally the published work. Within the folders, the materials are arranged in the original order as received by the processor.

SERIES 2. PERSONAL CORRESPONDENCE, BULK 1934-1945, 1962-2006 (1 box, oversized housed in OV box #2; 0.4 linear ft.)

The bulk of this series spans two separate time periods: letters from 1934-1945 mostly sent by James (“Jimmy”) to his mother and father, as well as letters sent to Mrs. Alda Clark from other soldiers overseas. The personal correspondence is followed by letters and cards from friends, family, and professional acquaintances received during Senator Clark’s political career and afterwards (1962-2006). Photographs or other enclosures found with the letters have been kept with the correspondence. Photographs in this series include black and white photos from Senator Clark’s service in the Glider Pilots.

Much of the correspondence from James Clark to Alda Hopkins Clark and Judge Clark during the war (1944-1945) was separated into folders and labeled in pencil, presumably during the writing of Senator Clark’s memoirs. Where folder titles existed, the processor retained them; these are indicated by quotation marks.

Folders are arranged chronologically, with materials within folders in chronological order and undated materials filed at the end of the folder. If envelopes exist with correspondence, the envelope is placed in front of the correspondence. A folder of empty, postmarked envelopes is filed at the end of this series.

SERIES 3. WORLD WAR II SERVICE, 1940-2005 (1 box, oversized housed in OV folder #1 (24”x36”); 0.4 linear ft.)

This series describes Senator Clark’s service in the U.S. Army Air Force 442nd Troop Carrier Group, 303rd Squadron. Most materials are dated from 1940 to 1945 and are directly related to his service, such as IDs, receipts, journal entries, posters, yearbooks, and his order to report for induction. A complete August 1944 edition of National Geographic Magazine with notations on the cover is also included in this series and contains an article titled “Gliders – Silent Weapons of the Sky,” by William H. Nicholas (pgs. 149-160). Within the magazine were three color photographs taken at a 1991 reunion of the World War II glider pilots and are filed in the folder with the National Geographic magazine. Other materials include brochures and travel documents from his anniversary trips to Holland, reunion materials, an undated map of the mouth of the Severn River in England, and a plaque presented to Senator Clark from Bunny Whipps commemorating their meeting at Operation Varsity in 1945.

SERIES 4. POLITICAL LIFE, 1964-2000 (3 boxes, oversized housed in OV box #3 and OV folder #1 (24”x36”); 1.2 linear ft.)

The majority of the material in this series was created during Senator Clark’s political career. Other materials in the series were created after his retirement, but are relevant in his capacity as a former state senator. The series has been divided into four subseries: Campaigns and Elections, Maryland State Politics, U.S. Politics, and Balanced Budget Amendment. These are described below.

Subseries A. Campaigns and Elections, 1964-1978 (5 folders)

This subseries contains flyers, correspondence, news clippings, and voter’s guides from Senator Clark’s campaigns for the state senate, as well as materials from other Maryland campaigns during the same election years.

Arrangement of this subseries is chronological.

Subseries B. Maryland State Politics, 1964-2000 (23 folders; 0.5 linear ft.)

This subseries chronicles the political career of Senator Clark in the Maryland State Senate. It includes biographical information, background information on issues, speeches, notes, and correspondence. The subseries includes a copy of the 1968; photographs found in the back of the book are retained in the folder.

This subseries is arranged first by topics placed in chronological order, followed by legislative session folders and correspondence folders. Within folders, the documents are ordered chronologically with undated materials at the end of the folder.

This subseries contains background information and correspondence regarding inflation and pension policy, as well as professional correspondence with state legislators and officials, supporters, and others.

Arrangement of this subseries is topical; materials within folders are arranged chronologically. “Correspondence by State” folders are arranged alphabetically by state name and then chronologically.

Subseries D. Balanced Budget Amendment, 1974-1985 (22 folders; 0.6 linear ft.)

The bulk of this subseries contains correspondence with state legislators and officials regarding Senator Clark’s efforts to obtain a balanced budget amendment to the U.S. Constitution. It also includes speeches, background materials, and copies of state legislation.

The majority of folders in this subseries were labeled when the collection was received by the processor. Where folder titles existed, the processor retained them; these are indicated by quotation marks. Where processor has added detail to the folder label, it is indicated within brackets (i.e. [ ]).

Arrangement of this subseries is by topic; speeches and writings, individual state legislation, and background materials are filed at the beginning of the series in chronological order, followed by correspondence filed alphabetically by state name. Within folders, arrangement is chronological, except the folder “State Legislation – BB Amend[ment],” which is arranged alphabetically by state and then chronologically.

SERIES 5. AWARDS AND HONORS, 1966-2006 (1 box, oversized housed in OV box #1, OV box #2, OV box #3, and OV folder #1 (24”x36”); 0.5 linear ft.)

This series contains awards and honors received by Senator Clark. Included are fifteen official declarations from the State of Maryland to James Clark, including assignment as a delegate to the Constitutional Convention of Maryland signed by Governor Spiro Agnew (1967), official recognition as State Senator to the 14th Legislative District (1978, 1982), and selection as an At-Large Delegate to the 1980 Democratic National Convention. It also includes appointment to the President’s Commission on Pension Policy (1979) signed by President Jimmy

Carter and Secretary of State Warren Christopher. Materials in this series also include six wooden plaques housed in an oversized box and awards that were originally framed.

This series contains documents, brochures, and event programs related to Senator Clark’s participation in the community through associations, memberships, and event attendance. The series is arranged into two subseries based on topic: associations and community events. Each subseries is described below.

Subseries A. Associations, 1983-2005 (7 folders; 0.2 linear ft.)

This subseries provides materials related to Senator Clark’s membership in associations and organizations. The bulk of the subseries concerns his activities with the National World War II Glider Pilots Association, of which he was an active member.

Arrangement of this subseries is separated into two topics, the National World War II Glider Pilots Association and other various associations. Within topical folders, arrangement is chronological with undated materials at the end of the folder.

Subseries B. Community Events, 1976-2005 (6 folders; 0.2 linear ft.)

This subseries provides materials related to Senator Clark’s participation in community events as an attendee, supporter, or speaker. It includes many brochures and materials about the 350th anniversary celebration of the State of Maryland in 1983-1984.

Arrangement of this subseries is chronological with undated materials filed at the end of each folder.

SERIES 7. MEMORABILIA, 1813-2002 (BULK CIRCA 1960S-1980S) (shared box with Series 8, 1 records box, 1 flag box, binder box #1, oversized housed in OV box #2, OV box #3, and OV wrap #3; 1.5 linear ft.)

This series contains a wide variety of materials and objects related to Senator Clark’s personal interests, professional career, and family life. It includes numerous brochures, mostly Maryland-related, name tags, name plates, pins and buttons, scrapbooks, and an American flag.

Memorabilia related to Senator Clark’s political career include name tags from various political events attended by him, including the Constitutional Convention of Maryland and the 1980 Democratic National Convention, lapel pins, buttons and trinkets, his Maryland Senate license plate, and two nameplates. Other memorabilia related to his political career is a framed collage of various bills and an original editorial cartoon by Baltimore Sun cartoonist Mike Lane.

Memorabilia in this series related to the Clark family includes four scrapbooks with items dating from 1813-1992. The scrapbooks are personal in nature, containing mostly postcards, family photos, drawings, and letters. One scrapbook is a photocopied duplicate of another, with additional items tucked into the album sleeves. Among these is a fragile document to Richard Talbot from the State of Maryland in 1813 declaring him an ensign in the Thirty-second Regiment of the Militia of the State of Maryland.

Arrangement is by material type with brochures at the beginning of the series, followed by 3-D memorabilia and scrapbooks. Within folders, the arrangement is chronological with undated materials filed at the end. The three scrapbooks that contained original materials were photocopied in order to document the arrangement, and the scrapbook materials were rehoused in binder boxes in their original order, as best as possible. The original materials in the duplicate scrapbook were also photocopied and the materials were rehoused in binder boxes in their original order as well.

SERIES 8. PHOTOGRAPHIC MATERIAL, 1924-2005 (shared box with Series 7, binder box #2, binder box #3, binder box #4, oversized housed in OV box #3, OV wrap #1, and OV wrap #2; 0.9 linear ft.)

Photographic material in the collection spans Senator Clark’s life, the bulk of which chronicles his political career. There are few photographs of the Clark family; however, most photographs of this nature are found in the scrapbooks in the Memorabilia series (Series 7). There are more than a dozen black and white photographs of him in Europe during World War II. Inscriptions on back of photos indicate they were taken during Operation Market Garden and in France, 1944-1945.

The series contains many loose photographs of Senator Clark at events with political figures such as Maryland governors Robert Ehrlich, Marvin Mandel, and

Harry Hughes, and Maryland legislators Louis Goldstein and . Digital images stored on two CDs have been printed, and the CDs were retained. There are two photo albums that document Senator Clark’s political career, with a focus on the late 1970s-1980s, as well as a number of loose photo album sleeves interspersed throughout the collection that housed photographs, newspaper and magazine clippings, and postcards.

The series is arranged based on the original housing of the material. At the beginning of the series are framed and loose photographs arranged chronologically, followed by photo albums and loose album sleeves. Within folders, the arrangement is chronological with undated materials at the end. As the bulk of the material in the loose album sleeves is undated, these folders are arranged as found in the collection.

SERIES 9. PRINTED MEDIA, 1956-2003 (1 box, oversized housed in OV box #3; 0.5 linear ft.)

The bulk of this series is photocopied news clippings that record Senator Clark’s political career and his community activities during retirement. There are also several short publications and magazine articles, as well as newspaper sections rehoused in oversized boxes. Some materials are accompanied by a note or notations from the sender.

Arrangement is by type of printed media and then chronologically. Within folders, the arrangement is chronological with undated materials at the end. Where folder titles existed, the processor retained them; these are indicated by quotation marks.

Processing Notes

Six incoming boxes of materials and three oversized framed items were processed by History Associates Incorporated. There was little original order recognizable in the arrangement of the materials in the boxes. Few papers were filed in labeled folders; many unrelated items were filed together in envelopes which frequently had labels unrelated to the content inside. Where folder titles existed, the processor retained them; these are indicated by quotation marks.

Processing involved removing metal fasteners from papers, unfolding documents, removing journal entries from incomplete journals, and photocopying unstable documents such as newsprint onto Permalife acid free paper. Acidic originals were discarded unless the photocopy did not fully convey the original content; then the acidic originals were retained and housed between sheets of acid free paper. Where there was duplicate material, two copies were kept in the collection; the rest were returned to Howard Community College. If there were notations on duplicate material, those copies were retained.

All documents and materials were rehoused in archival folders and boxes, including framed items which were removed from their frames and the frames discarded. Three oversized framed items were kept as received and wrapped in white paper.

Photo albums and scrapbooks were disassembled and rehoused in binder boxes in their original order. Photocopies of photo albums and scrapbooks were made when arrangement could not be maintained during rehousing of materials into binder boxes. Loose photo album sleeves were also photocopied, disassembled and rehoused in binder boxes. The front and back of the photo album sleeves were photocopied and filed together back to back. Loose photographs were housed in mylar sleeves and filed in binder boxes. There were two CDs in the collection; digital prints were made of the images on the CDs, and the CDs were retained.

Where oversized items were removed and rehoused to appropriately sized containers, a separation sheet was placed in the item’s original position in the folder, as well as with the item in its new location (oversized folder, archival binder box, etc.), and one for administrative purposes at the Howard Community College Library.
