PROJECT MANAGEMENT

O Project Manager for a 24-hour/day, 365-day/year emergency response program for a national railway company. Duties also include being a primary responder to emergency incidents in both a professional and a “hands-on” capacity. O Project Manager for a $500 k PCB-Impacted soil remediation project at an electrical repair facility in , SK; a $300 k impacted soil remediation project at a natural gas compressor station near Regina, SK; and a $400 k soil remediation project at a natural gas compressor station in eastern Saskatchewan. O Project Manager for an Environmental Baseline Study of a northern First Nation in preparation for transfer of land management under the First Nations Lands Management Act. The project involves the individual assessment of over 600 properties with the results incorporated into a GIS database. O Management of Phase II Environmental Site Assessments in remote locations in Northern Manitoba for The North West Company and several First Nations. These projects required extensive logistical coordination to ensure efficient transportation, equipment and supply shipments, use of available resources, and identification of alternative project methodologies. These investigations were generally performed in response to preliminary identification of on-site subsurface soil and groundwater contamination. The results were used in the design of long- term remediation action plans submitted to local environmental authorities and administrative officials. O Management of site remediation projects in northern Manitoba. These projects involved identification of the project team and interested parties, scope of work development and contractor selection, liaison with regulatory and local administrative authorities, application and confirmation of all required permits and licensing, scheduling of activities, project quality and budget control, ongoing communication with all parties involved, and project reporting. O Management of Phase I and II Environmental Site Assessments for residential commercial and industrial properties throughout Manitoba. Specific requirements and tasks typically include knowledge of Province-specific regulations, project quality, schedule and budgetary control, and report finalization. O Management of Jones Road Landfill Monitoring Project for the City of Kenora. This project involved the management of three subconsultants utilized during the provision of environmental monitoring services. Key components of the project involved the installation of pneumatic piezometers and monitoring wells, benthic organism and fish sampling and analyses, and surface and groundwater sampling and analyses. O Management of landfill siting and design project for the Dauphin River Community Council. This project involved detailed landfill siting and suitability investigations followed by the design and tendering of heavy civil works for road access and landfill development. O Management of, and participation in several environmental investigation projects at the Winnipeg International Airport for both the Winnipeg Airports Authority and several tenants including Air Canada and Bison Transport. ENVIRONMENTAL PROJECTS EXPERIENCE

RISK ASSESSMENT AND CONTAMINATED SITE REMEDIATION

O Project Engineer for the Miskooseepi School soil remediation project completed for the Bloodvein First Nation in Bloodvein, MB. Activities included the supervision and coordination of the First Nation contractor during the removal of 3500 m3 of petroleum-contaminated soil and associated site restoration. Coordinated the activities of up to 20 contractor personnel and equipment. O Project Engineer for various Phase III Environmental Site Assessments (contaminant delineation) of commercial, residential, and industrial properties in Manitoba. These projects involved contaminant delineation and the development and implementation of Remediation Action Plans for sites at which contaminated soil and/or groundwater was identified during Phase II Assessments. Responsibilities included taking the conceptual remediation plan to the final design stage, calculating detailed costs, tendering the project, supervising the remediation system construction, and developing any long-term site monitoring plans that may be required. O Project Engineer for the development of Ecological Risks Assessments (ERAs) for The North West Company in Oxford House, MB, and for Husky Oil in Cochrane, ON. The ERAs involved a detailed identification of the hazards posed by petroleum contamination, potential environmental receptors to the contamination, and an evaluation of the pathways and associated risks of impact between the hazards and receptors. O Project Engineer during several Contaminated Site Remediation Projects including: supervision of land-farm developments; site supervision and in situ field testing during the installation of groundwater recovery trenches; and site supervision and monitoring during contaminated soil and groundwater management during UST excavations. O Project Engineer for the Rossville Northern Store remediation project in Norway House, Manitoba. Activities included siting, design, and construction supervision for a soil treatment facility; and construction supervision and coordination of the First Nation contractor during the removal of 7200 m3 of petroleum-contaminated soil and associated site restoration. O Computer modelling of the soil and groundwater conditions at a contaminated site in Carberry, Manitoba. The travel time and concentration of Petroleum Hydrocarbons at a domestic well located near the site were modelled using the SoluteTM computer software package.

ENVIRONMENTAL SITE ASSESSMENT

O Project Engineer for Underground Storage Tank (UST) removals and/or upgrading throughout Manitoba and Saskatchewan. These projects involved a lithological description of the excavation, coordination of contaminated soil disposal (if any), confirmatory soil sampling, interpretation of laboratory analyses, and report preparation suitable for applicable regulatory agencies. In cases of tank replacement, specifications were prepared for tender. O Project Engineer for Phase I Environmental Site Assessments of commercial, residential and industrial properties throughout Manitoba and Saskatchewan. These investigations were undertaken in order to identify potential environmental liabilities prior to the completion of real estate transactions. These investigations comprised historic reviews, site inspections, and identification of hazardous materials or potentially contaminated areas. Where necessary, the development of Environmental Management Plans and/or Due Diligence Plans was completed. Sample projects include a proposed condominium site and apartment block in Winnipeg, an electrical supply warehouse and trucking companies in The Pas, an agricultural sales dealership in Carmen, and a Phase I & II ESA of a Canadian Pacific Railway yard used for cleaning potash from rail cars. O Project Engineer for Phase II Environmental Site Assessments of commercial, residential and industrial properties throughout Manitoba, Ontario, and Saskatchewan. These projects involved shallow soil vapour surveys, borehole drilling, and soil and groundwater sampling for laboratory analyses. Responsibilities included the complete coordination and supervision of the field investigations including laboratory analyses interpretation and the preparation of a Remediation Action Plan (if required) emphasizing full compliance with regulatory agencies. Selected clients include Shell Canada Products Limited, The North West Company, Federated Co-operatives, Bison Transport.

O Project Auditor for the Thunder Bay Airport Environmental Baseline Study conducted for Transport Canada. During the project Mr. Nolin conducted over 35 environmental compliance audits, 43 petroleum storage tank inspections, and 15 environmental investigations. These investigations included conducting five EM-61 geophysical surveys; the drilling of 94 boreholes, installation of 49 monitoring wells, and associated sampling and analyses; and the preparation of a 5-volume final report. Work was completed at petroleum storage sites, a former landfill, a former firing range, and at sites impacted by glycol. O Project Engineer for various projects undertaken for the Opaskwayak Cree Nation, located near The Pas, Manitoba. These projects have included Phase I and II Environmental Site Assessments for 13 petroleum storage sites, and the completion of five Phase I and II ESAs for property transactions undertaken as a part of the Treaty Land Entitlement process. O Project Engineer for Environmental Investigations undertaken at the Miskooseepi School and Teacherages at the Bloodvein First Nation in Manitoba. The first stage of the project involved manual borehole drilling, monitoring well installations, and soil and groundwater sampling at a school site impacted by spilled diesel fuel. Follow-up investigations included contamination delineation and indoor environment investigations (including air quality and swab sampling for diesel and bacteriological contamination). O Project Auditor during the assessment of 41 Manitoba Hydro substations in northern and central Manitoba to evaluate the potential risks associated with uncontained releases of transformer oil. O Preparation of Environmental Assessments at airports containing petroleum-contaminated soils, including site investigation, data collection, report writing, and site classification according to the National Classification for Contaminated Sites. O Project Engineer for the Environmental Site Evaluation of the City of Saskatoon's Central Business District. The evaluation included the assessment of over 600 individual properties and the preparation of a computerized Environmental Database that summarized the results of the investigation.

INDUSTRIAL HYGIENE/INDOOR AIR QUALITY/CONTROLLED SUBSTANCE ASSESSMENT

O Project Advisor, Saskatchewan Property Management Corporation Asbestos Surveys. The scope of work included site inspections and sampling, action plan development, asbestos labelling, and reporting. O Project Advisor, University of Saskatchewan Hazardous Building Material Survey of the Physical Education Building. Project activities included collecting bulk samples of a large number of building materials to identify potential for hazardous materials such as lead-containing paint, asbestos, PCBs, mercury, radioactive materials and microbiological growth. Field screening kit as well as laboratory analyses were used to identify potential hazardous materials within the building. Prepared asbestos abatement specification documents after survey was completed. O Project Advisor, City of Saskatoon Bioaerosols Monitoring Project. Activities included the design of a site investigation program to undertake due diligence monitoring of bioaerosols around the City’s wastewater treatment plant. O Project Manager, Aircraft Engine Wash Effluent Environmental Study. Activities included the completion of an outdoor air, soil, and surface water study to determine the environmental effects of industrial chemical application to jet engine exhaust. O Project Manager, Mould Investigations and Remediation. Typical activities on projects of this nature include environmental investigations within a mould-impacted areas followed by the preparation of mould abatement specifications and contract tendering. O Project Engineer for various Air Quality and Indoor Environment Investigations including: the sampling of indoor ambient air to correlate with site contamination, scrubber and cyclone sampling to assess external process emissions, ambient air quality sampling for routine and site specific parameters, and bacteriological assessments. Sampling was performed in accordance with National Institute of Occupational Safety and Health (NIOSH) criteria and the analytical results reviewed with respect to various air quality regulatory guidelines including NIOSH, Occupational Safety and Health Organization (OSHA) and American Conference of Governmental Industrial Hygienists (ACGIH). OTHER ENVIRONMENTAL PROJECTS

O Project Engineer for the assessment of two Waste Disposal Grounds (WDGs) for the Bloodvein First Nation. Work included environmental assessments of both sites, the preparation of a WDG Decommissioning plan for one site, and the design and development of an Operation and Maintenance Plan for the second WDG. First Nation employees were trained on environmental field sampling techniques during this project. O Project Engineer for the assessment of three WDGs for the Waywayseecappo First Nation. Work included environmental and hydrogeological assessments, and the preparation of WDG decommissioning plans for each site. Mr. Nolin further prepared design drawings and an Operation and Maintenance Plan for a new WDG. O Development of an Environmental Management Plan and Environmental Policies for Transport Canada – Airports Group at the Winnipeg International Airport. This work also contained extensive involvement with noise management practices. O Field Inspector for pipeline inspections for a major Canadian natural gas transmission company at various locations in Saskatchewan and Manitoba. These inspections included soil sampling, site-specific geological information, and assisting with pipeline inspections. O Conduction of various EM-61 electromagnetic surveys. Work has included the survey, data reduction and interpretation, and report preparation.

CIVIL AND MUNICIPAL ENGINEERING SERVICES

O Compliance assessments of private sewage disposal systems at remote locations in northern Manitoba for The North West Company. These projects generally comprise a compliance assessment to current legislation, recommendations for upgrades, and site supervision during the upgrades. O Sewage disposal and water supply system integrity inspections for 18 Shell facilities in Alberta, Manitoba, and the Northwest Territories. Provision of training for sewage disposal and water supply system operations at 17 Shell facilities in Manitoba, Alberta, and British Columbia. O Design of sewer and water systems and the preparation of contract estimates and specifications for Public Works Canada - Air Transportation Group in Winnipeg, Manitoba. O Evaluation of various methods of domestic treatment to reduce the concentrations of Petroleum Hydrocarbons within drinking water derived from a well completed into a contaminated aquifer. O Inspection of a house after a sewer backup to determine the cause of the backup, as well as to determine the source of residual odours. Options were presented to the client on ways to manage these odours. O Inspection of heavy civil works, preparation of weekly construction reports, and quantity verification at the Winnipeg International Airport Apron I, IV, and V reconstruction and the Thunder Bay Airport Groundside Development project for Public Works & Government Services Canada. O Monitoring of the main wharf and harbour using depth sounding equipment, theodolite, and level for Canada Ports Corporation in Churchill, Manitoba.

O Project Manger and Assessor, Sterling Pulp Chemicals industrial hygiene assessment of the Saskatoon facility. This work included environmental monitoring and sampling for various parameters in air including chlorine, chlorine dioxide, total dust, carbon monoxide, carbon dioxide, welding fumes, nitrogen dioxide, total organic vapours, noise, heat stress, radiation, and asbestos. The program also included a detailed assessment of the numerous ventilation systems within the plant operations. Activities were conducted using NIOSH and OSHA accepted sampling and analytical procedures. O Project Manager and Assessor, Sterling Pulp Chemicals controlled products inventory of the Saskatoon facility. This work comprised the development of a controlled product inventory detailing the material storage and use locations, the associated hazards, general usage and the assistance with updating the on-site controlled products inventory database. This program was conducted in compliance with current Saskatchewan Occupational Health and Safety Regulation. O Project Manager, Cameco Corporation ozone-depleting substance inventory of two mines located in northern Saskatchewan. This work included the identification of all equipment and materials used at the facilities that contain ozone-depleting substances. An Environmental Management Plan was then developed for these materials based on Federal and Provincial Regulations, and implemented at the two facilities. O Project Manager, Confidential Facility Mould Investigation, Remediation Action Plan and Continued Monitoring. Activities included environmental investigations within a mould-impacted crawlspace followed by the preparation of mould abatement specifications and contract tendering. Activities were undertaken in accordance with Health Canada’s recommended procedures and in conjunction with structural and septic field inspections. O Provided consulting services during the removal of lead-containing paint at the Lockport Bridge in St. Andrews, Manitoba. This work included air quality monitoring; and snow, water, and blast spoil sampling. Inspections of the work site were also undertaken to confirm regulatory compliance during abatement activities. All air-sampling activities during this project were undertaken in compliance with Environment Canada’s high-volume air sampling methods and ASTM Standard Test Methods.

O Provided consulting services during removal of asbestos-containing materials at Red River College in Winnipeg, Manitoba. This work included air quality monitoring and inspection for regulatory compliance during all abatement activities. O Conducted air emission sampling for particulate from industrial plant stacks for W.R. Grace Canada Ltd. This project was undertaken to assess compliance with provincial environment act licensing terms and conditions. These samples were collected using personal sampling pumps equipped with filter cassettes and carbon tubes. Sampling was performed in accordance with National Institute of Occupational Safety and Health (NIOSH) criteria, and the analytical results reviewed with respect to various air quality regulatory guidelines including NIOSH, Occupational Safety and Health Organization (OSHA). O Conducted indoor air quality investigations at the Woodlands Elementary School for the Interlake School Division No. 21 for petroleum hydrocarbon-based odours. This program comprised air quality sampling, data analyses, and review of indoor air quality standards as published by various Canadian and American organizations. O Conducted follow-up air quality testing of an office building subsequent to improvements to the HVAC system for Manitoba Lotteries. This assessment comprised measuring CO2 levels at various locations throughout the building using a YES 204 Carbon Dioxide Logger. Assessment results were compared to the Exposure Guideline for Residential Indoor Air Quality set by Health and Welfare Canada to ensure an adequate supply of fresh air in the indoor setting.

ENVIRONMENTAL SITE ASSESSMENTS AND REMEDIATION

O Project Manager for the completion of a detailed environmental assessment of a compressor station facility for a major Canadian natural gas transmission company. Site assessment activities comprised the collection of over 200 shallow soil samples, surface sampling, borehole drilling and monitoring well installation, test pit excavation, and groundwater monitoring and sampling. Duties included project planning, scheduling, budgeting, supervision, assistance with on-site activities, and reporting. O Coordinated the completion of 15 Phase II ESAs on behalf of a major oil company. Duties included project planning, scheduling, budgeting, supervision, preparation of tender packages and project specific environmental health and safety plans, technical reporting including client and regulator communications. O Conducted environmental audits for Kakira Sugar Works (1985) Ltd., Sugar Corporation of Uganda Limited (SCOUL), and the former Coffee Marketing Board Limited (CMBL) property for the Privatisation Unit for the Government of Uganda. The project included assessment of the facility’s compliance with existing Ugandan regulations, proposed regulations and best management practices. O Conducted Phase II ESA and Contaminant Delineation programs for numerous Federated Co- operative sites in Manitoba. These investigations included brief historical reviews, borehole drilling, monitoring and recovery well installations, soil and groundwater sampling, monitoring of petroleum hydrocarbon vapour concentrations and groundwater elevations, and report preparation. These assessments also comprised the determination of contaminant pathways, site sensitivity assessments, and environmental risk assessments. O Assessed the fate of various contaminants in soil and groundwater at an industrial site and conducted a risk assessment with respect to soils impacted by PAHs. A major concern was that the industrial site backed onto a river. Also assisted with the evaluation of remedial options. O Managed and maintained two hydrocarbon booms on the Seine River for IKO Industries. SOLID WASTE DISPOSAL GROUND ASSESSMENTS

O Conducted an environmental compliance assessment of the Opaskwayak Cree Nation WDG. Work included an assessment of the WDG location and operating procedures based on Provincial regulations, borehole drilling and monitoring well installation, aquifer parameter testing and analyses, and groundwater and soil sampling. First Nation employees were trained on environmental field sampling techniques during this project. O Conducted a WDG siting assessment for the Community of Dauphin River. O Conducted a hydrogeological assessment of water well and waste water systems in the Little Saskatchewan First Nation community to assess the interaction between these systems and the correlation to observed groundwater contamination incidents by coliforms. The potential interaction between groundwater supplies and overland flooding of adjacent rivers and lakes was also addressed to determine the potential for this to act as a source of contamination. This involved a review of Manitoba Water Resources well record database for the area, general geological, hydrogeological, hydrological and historical data relating to development in the area, and the compilation of this information into a report.
