Introduction 1.1 The Document The Local Plan Consultation Document sets out the Council’s intention to work with key stakeholders to deliver a green corridor between Welwyn Garden City and Hatfield. This Stage 1 document builds on that intention by outlining the context for the green corridor, setting out the vision and objectives for the area, and outlining projects and proposals that will help to deliver these. Stage 2 of the document explore and explain these projects in more detail by setting out how they will be planned, funded and delivered. Once completed (to include Stage 2 of the framework report), it is intended that this document will provide a framework for taking forward the Council’s plans for a green corridor to support the Local Plan, and provide a basis for the master planning of the strategic growth sites around Welwyn Garden City and Hatfield. 1.2 The Green Corridor The green corridor will stretch from west to east across the borough, running between Hatfield and Welwyn Garden City. It will connect existing green infrastructure, footpaths and cycleways, and will provide new strategic connections to Ellensbrook County Park, Symondshyde Great Wood and through to Heartwood Forest in the West, and Panshanger Park, the River

It provides a traffic-free connection between Hertford and Welwyn Garden City connecting at both ends to links to the respective town centres and forms part of the Sustrans National Cycle Network Route 61. 1.3 The draft GAP focuses on the section of Cole Green Way between Hertford and the A414 which is owned by HCC and will make recommendations for the management of the remainder of the route. 1.4 A briefing document was produced by CMS in August 2017 as a first stage of engagement on the GAP. The Council’s proposed consultation response was reported to this Panel on 5 October 2017 and following agreement of the Panel was submitted to the CMS on 12 October 2017. 1.5 The CMS has considered the feedback from the consultation on the briefing document and has subsequently prepared a draft Cole Green Way Greenspace Action Plan 2018-2023. This report summarises the draft GAP and sets out the Council’s response to the consultation which was agreed with the Executive Member for Planning, Housing and Community and submitted to HCC by email on Friday 16 March.

Please send any content for future releases to [email protected] Stuart Whitford takes on Virtual Tromsø half marathon smashing 3 PBs along the way Stu should have been in Tromsø, in the north of Norway, this weekend to run the Polar Night half marathon, but due to the latest Lockdown he was unable to travel from the UK. Although the event did take place, Stuart did his virtual race in the chilly but a bit less cold local Welwyn Garden City on Saturday 9th. Setting off from Stanborough Lakes, Stuart ran to Old Welwyn, Oaklands, and back to WGC via Chequers. He reports it was “flipping cold and foggy” however, after not feeling too well that morning he achieved his fastest half marathon time in 1:49.09 as well as gaining a pb in the 10k and mile distance. Well done Stuart! Cross Country will go ‘virtual’ Race Director Richard Somerset writes: “As we are now in another lockdown the next XC planned for the 17th will be a virtual event over four days, athletes can run anytime from Thursday Jan 14th to Sunday 17th. “If you are local to WGC, the course will be along the Cole Green Way starting at the A414 bridge and turning before the viaduct in Hertford, a distance of about 5.3 miles.

    Settlement Appraisal East of Welwyn Garden City 1. History 1.1 The Supporting Document to the Preferred Options District Plan records the various assessment stages that were undertaken to inform the Preferred Options Draft of the District Plan. It therefore provides an essential background to this current Settlement Appraisal. Chapter 4 of the Supporting Document explains the process of shortlisting or ‘sieving’ options or ‘Areas of Search’. Chapter 5 considers two further appraisal stages based on urban form and economic development. 1.2 Chapter 6 considered issues such as the Duty-to-Co-operate, whether there are any designated wildlife assets in the area, education capacity at primary and secondary level and the deliverability of the site as a potential development. The chapter also discussed matters of mineral resource, the need to avoid sterilisation and the potential impact this would have on the deliverability of the site and its potential future phasing within the overall development strategy. The chapter then set out the conclusions for the land to the East of Welwyn Garden City in terms of whether it would form part of the emerging District Plan. 1.3 It was determined that given the complexities of the site’s cross-boundary nature, the likely need for mineral extraction and subsequent land remediation, the site would need to be comprehensively masterplanned. This detailed masterplanning would be best dealt with through the preparation of a Development Plan Document (DPD) following the adoption of the District Plan. The DPD approach would set out the Council’s intention to deliver development at the location during the latter part of the Plan period, but would enable further work to be undertaken to define Green Belt boundaries, infrastructure requirements and delivery, and to enable a more collaborative approach to cross-boundary working.

    cycling The Great North Way 32 mile cycle route between Potters Bar & Letchworth via Welwyn, Stevenage and Hertfordshire countryside The Great North Way Hertfordshire has some great countryside to explore... and what’s more you don’t need your car to fi nd it. Get in the saddle and ride the Great North Way! This cycle route takes you from town into countryside using quiet lanes and traffi c free sections. The Great North Way is the latest in a succession of transport routes linking London with northern England & Scotland. Riding the route, you will cross above and below these earlier constructed road and rail links: the medieval Great North Road, The A1 and the East Coast Mainline railway. The Great North Way (Route 12) forms part of the National Cycle Network. Conceived by the charity Sustrans, it is one of many safe cycle routes making up part of an ambitious countrywide network. When completed Route 12 will link London with Grimsby via Peterborough. In Hertfordshire it takes you from Potters Bar (Hadley Wood) to Letchworth and Baldock - a 32 mile ride. You may not want to cycle all of the route, but why not ride part of it? You could even cycle one way and take the train back. See the Bike / Rail section on the back cover for more information. The map also contains information on interesting places to visit along the route, with an emphasis on free and less expensive attractions. Take a diversion down one of three old railway line cycle routes, expand your mind in Mill Green or Letchworth Heritage museums, explore woodlands or take a trip around Letchworth on their recently opened Greenway.
