Carmarthenshire Revised Local Development Plan (LDP) Sustainability Appraisal Report of the Deposit LDP November 2019 1. Introduction This document is the Sustainability Appraisal (SA) Report, consisting of the joint Sustainability Appraisal (SA) and Strategic Environmental Assessment (SEA), of Carmarthenshire Council’s Deposit Revised Local Development Plan (rLDP).The SA/SEA is a combined process which meets both the regulatory requirements for SEA and SA. The revised Carmarthenshire Local Development Plan is a land use plan which outlines the location and quantity of development within Carmarthenshire for a 15 year period. The purpose of the SA is to identify any likely significant economic, environmental and social effects of the LDP, and to suggest relevant mitigation measures. This process integrates sustainability considerations into all stages of LDP preparation, and promotes sustainable development. This fosters a more inclusive and transparent process of producing a LDP, and helps to ensure that the LDP is integrated with other policies. This combined process is hereafter referred to as the SA. This Report accompanies, and should be read in conjunction with, the Deposit LDP. The geographical scope of this assessment covers the whole of the County of Carmarthenshire, however also considers cross-boundary effects with the neighbouring local authorities of Pembrokeshire, Ceredigion and Swansea. The LDP is intended to apply until 2033 following its publication. This timescale has been reflected in the SA. 1.1 Legislative Requirements The completion of an SA is a statutory requirement for Local Development Plans under Section 62(6) of the Planning and Compulsory Purchase Act 20041, the Town and Country Planning (LDP) (Wales) Regulations 20052 and associated guidance. -

Llanddowror to Salt Lake City; The Isaac Pioneers uring the uprising in west Wales in the early decades of the 19th century, the DToll Gate in the village of Trevaughan [Trefechan], in Cyffig parish, across the river Taf south of Whitland received particular attention from Rebecca and her daughters. They demolished the Toll Gate and its replacements, four times between November 1842 and April 1843 ! Rees Isaac [1796-1868], his wife Margaret [née Phillips][1795-1869] and their five sons and one daughter lived right by the Toll Gate in a house called Bridge End. Rees was a Stone Mason as was his eldest son while his second son, nineteen year old Benjamin, was an apprentice learning the same trade. Were they also members of Rebecca’s family ? Their cousin and my wife’s great great grand-father, twenty three year old Thomas Isaac was a farm labourer in nearby Llangan parish and was very likely to have been one of Rebecca’s daughters. As tradesmen, the Isaacs of Trevaughan would have been less af- fected by the Tolls than the lime-carting farmers. But at the same time any dis- inclination on their part to support the uprising would have been countered by Rebecca’s threats of retribution. Be that as it may, it is undoubtedly true that oppression of the ordinary people by landowners, magistrates and other ruling cliques in 19th century Wales, not only caused the Rebecca uprising, but also turned people to religion for their hope of a better life. And they went about it with extraordinary vigour: a new chapel opened its doors every eight days; a building programme that lasted for the first half of the 19th century ! 36 The grey boxes provided a platform for “big” preachers to deliver their thundering message which, in fact, brought scant relief for their oppressed flock who were told to accept their lot in this world for the promise of better in the “world to come”. -

CHAPTER 2 NEOLithic AND BronZE AGE PembroKeshire By Timothy Darvill and Geoffrey Wainwright INTRODUCTION his chapter tells the story of Pembrokeshire between about 4000 BC and 700 BC, a remote period of more than 3000 years when life was quite different from that of more recent times. It is conventionally referred to asT the Neolithic (4000–2000 BC), early Bronze Age (2000–1600 BC), middle Bronze Age (1600–1000 BC), and late Bronze Age (1000–700 BC), although advances in radiocarbon dating over recent decades provide a secure chrono- logical framework that now allows us to talk in terms of specific millennia and centuries. What we present here is a summary based on currently available archaeological evidence that has survived to be described, investigated, studied, and interpreted by prehistorians and other specialists working in related fields. There are no written records to help us in this task; all we have to go on are the lumps, bumps, structures, monuments, deposits, and stray finds that survive in the modern landscape. Some remains, for example the Pentre Ifan mega- lithic tomb (Figure 2.1) and the Gors Fawr stone circle (Figure 2.3), are truly spectacular in their form and setting, and have long been recognized as tourist destinations and places for spiritual nourishment through their connections with the distant past. Other sites and finds may seem less impressive, but their contri- bution to understanding prehistory is no less important. Modern Pembrokeshire covers an ancient peninsular projecting into the Atlantic Ocean, flanked on the south by the Bristol Channel and on the north by St George’s Channel. -

South West Wales Regional Waste Plan First Review (Recommended Draft) – March 2008 2.3.1 The Regional Waste Plan (RWP) for South West Wales provides a land use planning framework for the management of all types of waste. In accordance with TAN 21: Waste, each of the three Regions in Wales (South West, South East and North) are required to produce a RWP, showing how that area will deal with its waste in the future. It is the responsibility of each constituent local planning authority to implement the framework through their LDP. MAC3 Insert the following paragraphs within section 2.3: Swansea Bay City Region The Swansea Bay City Region encompasses the Local Authority areas of Pembrokeshire, Carmarthenshire, City and County of Swansea and Neath Port Talbot. It brings together business, local government and a range of other partners, working towards creating economic prosperity for the people who live and work in our City Region. The Swansea Bay City Region Economic Regeneration Strategy 2013 – 2030 sets out the strategic framework for the region aimed at supporting the areas development over the coming decades. The LDP in recognising the role of Carmarthenshire makes provision through its policies and proposals for employment development with the economy an important component of the Plan’s strategy.
