Aloha, In an effort to address safety issues along Ke Ala Pupukea bike path, I met with members of the administration, including Department of Parks and Recreation director Michele Nekota, as well as members of the North Shore Outdoor Circle to discuss solutions. We toured the bike path together and viewed areas of concern such as low hanging tree limbs, improper planting of invasive species, BLOOD DRIVE and tree roots that are lifting the pavement. I wanted to recognize and thank the Department of Customer Services for their efforts in removing abandoned vehicles in a timely manner. As of March 11th, after submitting a request for removal of 20 abandoned or derelict vehicles a little more than a month ago, my office determined that 14 have been removed. While my office accounts and reports the abandoned vehicles we find, I would like to ask for your help by contacting my office when you see an AV. Finally, I wanted to give an update on Resolution 19-20, which requests the Governor to declare a state of emergency for Kamehameha Highway from Kahalu‘u to Laniakea due to the extensive shoreline erosion. Originally the resolution requested for the emergency declaration to be applied from Kahalu‘u to Sunset Beach, but after speaking with community members, it became apparent that the amendment needed to be made to extend the request to Laniakea. The resolution was adopted unanimously and I am in the process of meeting with state and federal officials to determine the next course of action. The Hawaii State Constitution, Article XI, Section 3, says “The State shall conserve and protect agricultural lands, promote diversified agriculture, increase agricultural self-sufficiency and assure the availability of agriculturally suitable lands. The legislature shall provide standards and criteria to accomplish the foregoing.” It is a crying shame that some of my colleagues are determined to destroy the standards and criteria that were established to conserve and protect agricultural lands. Should the state pass special legislation so companies like Alexander and Baldwin (A&B) and Island Utility Cooperative (KIUC) can continue, without permits, to divert tens of millions of gallons a day of publicly owned water from streams? I opposed the first moratorium for three years and I now oppose another seven-year extension, proposed in HB 1326. I introduced legislation that covered critical matters such as cost of living, homelessness, health and safety, and government transparency. Government transparency is important not just for my job as a legislator but also for all of the people we represent. Without transparency and accountability, how can we place trust in our government? Since we are all impacted by the decisions that government makes, these decisions should not be made in secret but should have a level of accountability that will improve the decision-making process of lawmakers.
