1 The Controversy over Billionaires at the time of his reelection campaign, several conservative billionaires were unhappy with the job performance of President Barack Obama. The economy was not doing well. There was uncertainty in foreign policy. Many of them believed that Obama was a poor leader. Irate about how things were going, they decided to devote several hundred million dollars to defeating the president. Individuals such as Sheldon Adelson, David and Charles Koch, and the late Harold Simmons and a group of wealthy donors assembled by Republican strategist Karl Rove felt that they needed to speak out to ensure that the country had stronger leadership and moved in what they considered a better direction. But they were not the only super-wealthy people who were politically active. In recent elections, there has been an explosion of activism by the rich. Billionaires such as Michael Bloomberg, George Soros, and Tom Steyer have poured extensive resources into supporting their favored candidates and causes. In addition, wealthy individuals have bankrolled advocacy campaigns at the state level— for example, in support of same-sex marriage and mari- juana legalization or in opposition to Obama’s health care reform and higher taxes on the wealthy. In researching this subject, I discovered that it is not just an American development but something that is happening glob- ally. -

Malbin, ed., (Rowman and Littlefield, forthcoming) DRAFT CHAPTER Introduction In the wake of the 2004 election, press commentary suggested that rising “527 groups” had undermined the 2002 Bipartisan Campaign Reform Act’s ban on unlimited corporate, union and individual contributions to political parties and candidates. According to the National Journal, backers of the new law who had “sought to tamp down dire warnings” that close to $500 million in banned soft money “would simply migrate from the parties to 527 organizations” were now “singing a different tune”(Carney 2004). A New York Times editorial lamented that “No sooner had the [campaign finance reform] bill become law than party financiers found a loophole and created groups known as 527s, after the tax-code section that regulated them”(Editorial 2004). The Federal Election Commission (FEC) had refused to subject 527s to contribution restrictions so long as their stirring campaign ads and voter mobilization programs steered clear of formal candidate endorsements such as “Vote for” and “Vote Against.” The result, reported the Washington Post, was a new pattern of soft money giving, with “corporate chieftains and companies such as Microsoft, Boeing and General Electric” displaced as “key contributors” by “two dozen superwealthy and largely unknown men and women… each giving more than $1 million”(Grimaldi 2004). Billionaire George Soros would top the list at $24 million. -

Anthony List has committed to spending at least $1.5 million on behalf of arch-conservative Virginia gubernatorial candidate Ken Cuccinelli, continuing its pattern of support for extreme politicians. Although it is named for the nineteenth-century feminist pioneer, SBA List has little to do with championing the rights of women and everything to do with ending women’s access to abortion, mostly by supporting candidates who are fiercely opposed to reproductive health choices. Using the 2013 Virginia election as a “proving ground” in advance of 2014’s midterm elections, SBA List is testing out electoral strategies that will further President Marjorie Dannenfelser’s vision of an anti-choice “political machine” as impossible to ignore as the National Rifle Association. An ad in April from the SBA List targeting Cuccinelli’s Democratic opponent, Terry McAuliffe, was the first paid advertising of the race. Beyond its efforts in Virginia, SBA List has pledged to focus its upcoming efforts on 12 key states, eight of which will host field offices pursuing electoral and legislative goals. In addition to backing extreme candidates like Todd Akin, who infamously claimed that women are unlikely get pregnant from “legitimate rape” because their bodies have mysterious ways to “shut that whole thing down,” SBA List supports policies in line with its leaders’ radical perspectives on birth control and sex. Instead of endorsing preventive measures that could reduce the need for abortions, Dannenfelser has illogically argued that “contraception and family planning” are responsible for increasing the number of abortions. -
