Self Assessment 1. On May 28, 2015 Montgomery Broadcasting management conducted a review of compensation packages for all employees to insure that Montgomery Broadcasting was not discriminating in its compensation to employees and insure equal pay for equal work. This review revealed no discrimination. 2. At the same time Montgomery Broadcasting reviewed all of its promotions over the reporting period to ensure they are in accordance with FCC guidelines. There were no promotions during the reporting period. Montgomery Broadcasting L.L.0 EEO Outreach Activities June 1, 2013 to May 31, 2014 During the reporting period Montgomery Broadcasting L.L.C. filled four full time positions. It is believed that three persons hired responded to the specific on air recruitment advertising at the unit. The fourth person hired responded to a job posting on the Wyoming Association of Broadcasters web-site. Montgomery Broadcasting advertises job openings in the local newspaper, on air and on its two internet web-sites. Job announcements are also sent to all community groups who have requested such announcements. Montgomery, during the past year, has set up a comprehensive outreach and recruitment program designed to widely disseminate information regarding full- time job opportunities at its stations. Every six months, the unit mails a public notice to interested community groups asking if they would like to be notified regarding full-time positions at the unit. During the reporting period only one community group responded positively. Summary Description of Supplemental Outreach Initiatives The unit has selected the following outreach initiatives. 1. #10 — Participate in at least four events or programs related to career opportunities in broadcasting sponsored by educational institutions. 2. #14 — Provide training to management level personnel as to methods of ensuring equal employment opportunities and preventing discrimination. 3. #16 — Participate in other activities than the ones listed that the licensee has designated to further the goal of disseminating information about employment opportunities. 1. On April 21, 2015 the staff of Montgomery Broadcasting, including senior management, participated in a career fair sponsored by Laramie County Community College and Wyoming Workforce Services. Montgomery Broadcasting's participation in the event was specifically designed to familiarize area residents, including minorities, along with current and former LCCC students with career opportunities in the broadcast industry. The morning session was dedicated solely to veterans. 2. The week of March 16th through March 20 th, 2015 Montgomery Broadcasting participated in the Wyoming Association of Broadcasters on line job fair. 3. Montgomery Broadcasting played host to the Cheyenne East High School Mass Media class, consisting of approximately 20 high school students, at its studios. The purpose of this event was to have the students tour the radio station and familiarize them with the operations of a commercial radio station. It was also designed to educate them as to the career opportunities available in commercial radio. The event was hosted by Montgomery Broadcasting personnel including senior management.     KOLZ 100.7 (100kW) remains unreceivable. The receiver (Dayton) has been tested and appears to be functioning properly. Reception of KIGN 101.9 (50 kW), KKPL 99.9 (50kW) with no noise as well as KCGY 95.1 (a local Laramie 100kW) are fine. An alternate receiver (Carver using a different antenna and located in a different area within the studio facility) yields the same results as last week. An Inovonics Model 630 receiver was used to check reception using the antenna normally connected to the Dayton receiver used to monitor KOLZ. The 630 does receive audio from KOLZ, but has a significant amount of white noise on the signal, making the audio unusable for on air retransmission. On April 15th, I was able to reach a receptionist at 1-970-482-5991, who directed me to Dave Agnew's (the designated engineer) extension, after which I left a voice message to please return my call. An attempt to call KOLZ on the 21st resulted first attempt in a fast busy, then 30 minutes later in ringing more than 10 times then dropping to a dial-tone. I am considering altering our EAS monitoring assignment to exclude KOLZ. This assignment was initially to insure an alternate path for PEP activation. KUWR was supposed to monitor KOA-AM in Denver, but the proliferation of electronic devices spewing non-Part 15 compliant noise has rendered KOA reception as difficult as reception of KTWO-AM in Casper, both of which are often too noisy to even decode the AFSK tones. KOLZ monitors KFBC-AM which is the LP1 for EAS area 2 thus monitoring KOA-AM.
