 Directed a comprehensive effort to research Mississippi’s competitive position relative to the Southeastern United States in the areas of Economic Competitiveness, Technology Commercialization, Educational Achievement, Resource Management, Health Care, Energy, and Infrastructure  Designed and implemented a performance based appropriation allocation model  Established internal audit function for all campuses  Secured the first ever multi-year bond commitment from the legislature  Led the effort to recruit and employ six university presidents  Mentored three cabinet members who have become presidents  Designed a Balanced Score Card for the Academic Health Science Center  Implemented a comprehensive diversity initiative which has led to increased diversity in faculty/staff, students, and use of minority vendors  Chaired the business community’s (Mississippi Economic Council) effort to design a comprehensive strategic plan for the state entitled Blueprint MS  Designed an efficiencies plan that has saved the system more than $90 million- primary focus areas include consolidated insurance coverage, bond rating, energy conservation, procurement, course redesign, space management, and employee benefits consolidation  Facilitated course redesign pilot in 17 courses resulting in improved student learning outcomes at a reduced course delivery cost ($765,000 reoccurring annually)  Led the effort to design and implement a singular, statewide articulation agreement with state community colleges  Partnered with Teach For America (TFA) to establish an on-campus teacher leadership institute  Created the Mississippi Research Consortium Deep Water Horizon Response Team, June 2010

Kellogg Foundation  Led the effort to reopen all of Mississippi’s public schools within six weeks after approximately $1 billion damage from Hurricane Katrina  Led the effort to lobby Congress and the United States Department of Education that resulted in $333 million in federal aid  Appointed by Governor Haley Barbour as Chairman of the Education Committee for the Governor’s Commission on Hurricane Katrina Recovery, Rebuilding, and Renewal  Served as one of four Chief State School Officers to serve on the national reauthorization task force for the Elementary and Secondary Education Act – commonly known as “No Child Left Behind” or NCLB  Effectively allocate resources to campuses, medical center, and agricultural units  Redesigned Mississippi’s Curriculum and Assessment process to infuse increased rigor and depth of knowledge expectations  Created a comprehensive plan to redesign Mississippi’s High Schools  Led the State Board of Education through the creation of a comprehensive strategic plan for statewide educational improvement  Led the design of a comprehensive dropout prevention program  Directed the accrediting process for 152 school districts, more than 60 private and parochial schools, and a number of special schools  Led the nation’s first successful state takeover of a local  Co-sponsored a joint effort between Mississippi’s secondary and postsecondary systems to redesign teacher education and leadership training at all public and private Schools of Education
