Chapter 11 to 15 Consideration of responses to the draft Local Plan review consultation (2019), and recommendations for Submission Local Plan review (2016 - 2036) 0 | P a g e Draft Policies – Marham Link to draft policy and comments in full received from the draft consultation stage: Local Plan Review 2019 - Keystone (objective.co.uk) Recommendation(s): • Carry forward the allocation made by the SADMP (2016) • Having considered all of the points raised, and in particular those of Norfolk County Council as the Local Highway Authority who would object to site being included in the Plan, it is proposed not to carry forward the draft allocation to the submission version of the Local review Plan (MAR1 / Site H219). • The housing numbers may suggest that there is no absolute requirement to allocate a site at Marham. However, given the that Marham is classed as Growth Key Rural Service Centre (GKRSC) it is recommended that Site 2H041 be proposed for the allocation of at least 35 dwellings as part of the Local Plan review • Amendments to supporting text in line with the above and to correct inaccurate information with regards to the description of Marham as highlighted by consultees • Summary of Comments: (Please see Appendix 1 for comments and responses) • Marham not located close to the A10 – so not in accordance with growth strategy • Some consider there is no need for a further housing allocation at Marham beyond that contained within the SADMP • Objections to proposed new draft housing allocation: Highways issues in terms of either access -

Parish Registers and Transcripts in the Norfolk Record Office This list summarises the Norfolk Record Office’s (NRO’s) holdings of parish (Church of England) registers and of transcripts and other copies of them. Parish Registers The NRO holds registers of baptisms, marriages, burials and banns of marriage for most parishes in the Diocese of Norwich (including Suffolk parishes in and near Lowestoft in the deanery of Lothingland) and part of the Diocese of Ely in south-west Norfolk (parishes in the deanery of Fincham and Feltwell). Some Norfolk parish records remain in the churches, especially more recent registers, which may be still in use. In the extreme west of the county, records for parishes in the deanery of Wisbech Lynn Marshland are deposited in the Wisbech and Fenland Museum, whilst Welney parish records are at the Cambridgeshire Record Office. The covering dates of registers in the following list do not conceal any gaps of more than ten years; for the populous urban parishes (such as Great Yarmouth) smaller gaps are indicated. Whenever microfiche or microfilm copies are available they must be used in place of the original registers, some of which are unfit for production. A few parish registers have been digitally photographed and the images are available on computers in the NRO's searchroom. The digital images were produced as a result of partnership projects with other groups and organizations, so we are not able to supply copies of whole registers (either as hard copies or on CD or in any other digital format), although in most cases we have permission to provide printout copies of individual entries. -

STATUTORY INSTRUMENTS 2012 No. 3260 LOCAL GOVERNMENT, ENGLAND The King’s Lynn and West Norfolk (Electoral Changes) Order 2012 Made - - - - 20th December 2012 Coming into force in accordance with article 1(2) and (3) Under section 92(2) of the Local Government and Public Involvement in Health Act 2007(a) (“the Act”) the district Council of King’s Lynn and West Norfolk (“the Council”) made recommendations to the Local Government Boundary Commission for England(b) for the related alteration of the boundaries of county electoral divisions and district wards within the Council’s area. The Local Government Boundary Commission for England has decided to give effect to the recommendations and, in exercise of the power conferred by section 92(3) of the Act, makes the following Order: Citation and Commencement 1.—(1) This Order may be cited as the King’s Lynn and West Norfolk (Electoral Changes) Order 2012. (2) With the exception of article 3, this Order comes into force— (a) for the purpose of proceedings preliminary or relating to the election of councillors, on the day after it is made; (b) for all other purposes, on the ordinary day of election of councillors in 2013. Settlement Hierarchy the Introduction to the Borough Set out in a Previous
Settlement Hierarchy The introduction to the borough set out in a previous chapter outlines some of the issues arising from its rural nature i.e. the abundance of small villages and the difficulties in ensuring connectivity and accessibility to local services and facilities. The Plan also imposes a requirement to define the approach to development within other towns and in the rural areas to increase their economic and social sustainability. This improvement will be achieved through measures that: a. support urban and rural renaissance; b. secure appropriate amounts of new housing, including affordable housing, local employment and other facilities; and c. improve accessibility, including through public transport. Consequently, it is necessary to consider the potential of the main centres, which provide key services, to accommodate local housing, town centre uses and employment needs in a manner that is both accessible, sustainable and sympathetic to local character. Elsewhere within the rural areas there may be less opportunity to provide new development in this manner. Nevertheless, support may be required to maintain and improve the relationships within and between settlements that add to the quality of life of those who live and work there. Matters for consideration include the: a. viability of agriculture and other economic activities; b. diversification of the economy; c. sustainability of local services; and d. provision of housing for local needs. Policy LP02 Settlement Hierarchy (Strategic Policy) 1. The settlement hierarchy ranks settlements according to their size, range of services/facilities and their possible capacity for growth. As such, it serves as an essential tool in helping to ensure that: a.
