Airline operations involve regular scheduled flights, primarily for transporting passengers and freight. General aviation covers a wide range of other activities, including aerial spraying, survey and photographic work, pilot training and charter operations. Of the many hundreds of general aviation operators, most are small businesses with only a few aircraft. Although charter work and some operations near state or territory borders can involve interstate flights, most general aviation occurs within state or territory boundaries. In contrast to general aviation, there are relatively few operators engaged in airline services. Most operators providing airline services to small communities are themselves small, whereas intrastate services linking regional centres to capital cities tend to be provided by larger businesses, some of which conduct operations in a number of states. In Queensland, major intrastate routes are serviced by the nation’s major domestic airlines. Importance of efficient performance Intrastate airline services form an integral part of Australia’s transport network. In many regions, they supplement services provided by road, rail and, in some instances, coastal shipping. However, in some remote areas, intrastate air services provide the only practicable means of transporting inhabitants, tourists, food, medical supplies and other goods. Similarly, general aviation operators provide services on which many rural communities are heavily reliant, such as crop dusting and medical services. Given their important role in Australia’s transport system, it is imperative that intrastate aviation services are provided efficiently. If they are not, segments of the community may be disadvantaged and the overall performance of the economy impaired. In the Commission’s view, the intrastate aviation sector is currently not performing to its full potential. Its present performance and future development is being hampered by a number of factors which are subject to the control of governments in Australia. The most significant of these is ‘economic’ regulation which continues to apply to intrastate airline operations in a number of states. This encompasses restrictions on entry to (and exit from) the industry, as well as regulations specifying conditions of service, such as fares, schedules, routes and even aircraft type. The Commission considers that all economic regulation should be dismantled. OVERVIEW 1 The performance of intrastate aviation is also affected by the efficiency of providers of airport infrastructure and safety and air navigation services. These services also affect the performance of interstate and international aviation. Regulation by state and territory governments Since the 1920s, intrastate aviation has been subject to extensive Commonwealth regulation and, in most parts of Australia, regulation imposed by state and territory governments. Although regulation has predominantly focussed on the activities of airline operators, this in itself has required the regulation of some general aviation activities (for example, to prevent charter flights from eroding traditional airline markets). Following the Commonwealth’s decision to assess applications for licences to operate on commuter routes on safety grounds only, regulation of most other areas of intrastate aviation has been in the hands of state and territory governments since 1979. In subsequent years, most governments followed the lead of the Commonwealth and relaxed or withdrew regulation. Today, intrastate aviation in Victoria, South Australia and the Territories is no longer subject to state or territory regulation. Minimal regulation remains in Queensland, while in Western Australia only the relatively small non-jet network is regulated. The New South Wales Government has announced that entry to most routes will continue to be restricted, but that an additional operator will be permitted on some major routes. Licence conditions will continue to specify the standard of service on some regulated routes. In Tasmania, intrastate aviation continues to be subject to extensive regulation: scheduled intrastate airline services are currently provided by a licensed monopolist - Airlines of Tasmania. Licences are also required for all other commercial intrastate aviation activity, such as agricultural spraying, charter work and freight services. The underlying rationale for the economic regulation of intrastate aviation has not always been clearly enunciated. Over the years, it has been perceived as serving a range of objectives, including: maintaining ‘essential’ services to rural communities; improving the quality of services; providing services at ‘affordable’ prices; and increasing the stability of regional air services. This is hardly surprising when you consider that our population is spread over such a vast land mass. 1.2 Aviation is a dynamic industry that has faced many challenges over the past decades since the introduction of the QSA in 1992. In Australia the market is highly competitive and presently capacity is saturated which has resulted in lower yields and affected the profitability of our carriers. 1.3 From a passenger’s perspective, the competitive tension between Qantas and Virgin Australia has resulted in a high quality product being delivered at a lower price with increased destinations and often with more convenient schedules. 1.4 Both Virgin Australia and Qantas are clearly excellent Australian airlines which contribute significantly to the economy, regional communities and tourism and have both shown a willingness to assist Australians in times of crisis. 1.5 Airlines also operate in an environment of increasing higher fuel costs, a relatively high Australian dollar compared to previous decades and significant capital expenditure requirements in an effort to operate the most modern and fuel efficient aircraft fleets. 1.6 Additionally, the carbon tax has added significantly to the costs of operating Australian domestic airlines. In the 2013-14 financial year the carbon tax drove up operating expenses at Qantas by $106 million and $48 million at Virgin Australia. It also cost Regional Express (Rex) $2.4 million. 1.7 The cumulative effect of all of these factors has led to an environment where both Australia’s major domestic carriers have announced first half losses; Qantas of $252 million and Virgin Australia of $84 million.

Thesis Advisor: Terry Kennedy, Ph.D. ABSTRACT In the past eight years, the airline market in the United States has gone through a string of bankruptcies, some brought on by the severe economic recession in 2008 and 2009. These financial difficulties provided the impetus for four giant airline mergers, causing concern that market concentration had exceeded a healthy limit. This paper examines the competitive landscape of domestic air travel through an analysis of the relationship between airline fares and different levels of competition in the domestic airline market. Taking US Department of Transportation data from 2008 and 2016, I use an ordinary least squares (OLS) regression model to determine the relationship between average market fares and the type/number of competing airlines in each airport-pair market. The results for each year represent the strength of competitive forces, which I then compare to determine the manner in which competition has changed over the eight-year period.

    General Information on Airline Service Development at the Idaho Falls Regional Airport (IDA) IDA currently has 3 scheduled airlines (United, Delta and Allegiant) with Direct flights to Salt Lake City, Utah; Denver, Colorado; Las Vegas, Nevada; Phoenix/Mesa Arizona and seasonal summer service to Minneapolis-St. Paul, Oakland and Los Angeles California. In addition, Air Charter companies on the field offer direct flights to Boise and other destinations on demand. The airport is a landlord for the airlines and has very little say in where airlines fly, the ticket prices they charge or the level of customer service they may or may not provide. We do stay in close contact with all the airlines, attend their conferences and meet with their headquarter offices to offer suggestions and insight into our market and to market our airport and community in effort to attract new routes. We also partner with a very competent and successful air service development consultant to assist us in this effort. However, in the end Airlines make their decisions based on profitability and they are ultimately in control. Air service is directly tied to the economy and how many people are flying. Air service is also driven by the amount of utilization of existing flights and individual airline business models. All these factors combine to reflect a continuous volatile airline industry. After safety and security, Air Service Development is a high priority for the Airport. We strive to be responsive to the community travel needs in both business and leisure routes. Our mission is to first maintain our existing airlines and routes (in the recent economy, many regional airports have lost air service).

    CHAPTER 5 AIRLINE AND AIRCRAFT MOVEMENT GROWTH “AIRPORTS...ARE A VITAL PART OF ENSURING THAT OUR NATION IS ABLE TO BE CONNECTED TO THE REST OF THE WORLD...” THE HON WARREN TRUSS, DEPUTY PRIME MINISTER 5 Airline and aircraft movement growth The volume of passenger and aircraft movements at Canberra Airport has declined since 2009/2010. In 2013/2014 Canberra Airport will handle approximately 2.833 million passengers across approximately 60,000 aircraft movements, its lowest recorded passenger volume since 2007/2008. The prospects for a future return to growth however are strong. Canberra Airport expects a restoration of volume growth in 2015/2016 and retains confidence in the future of the aviation market in Canberra, across Australia, and particularly the Asia Pacific region. Over the next 20 years passenger numbers at Canberra Airport are projected to reach 9 million passengers per annum with some 153,000 aircraft movements in 2033/2034. Canberra Airport, with its extensive infrastructure upgrades in recent years, is well positioned to meet forecast demand with only minor additional infrastructure and capitalise on growth opportunities in the regional, domestic and international aviation markets. 5.1 OVERVIEW Globally, the aviation industry has experienced enormous change over the past 15 years including deregulation of the airline sector, operational and structural changes in the post-September 11 2001 environment, oil price shocks, the collapse of airlines as a result of the global financial crisis (GFC), and the rise of new global players in the Middle East at the expense of international carriers from traditional markets. Likewise, Australia has seen enormous change in its aviation sector – the demise of Ansett, the emergence of Virgin Australia, Jetstar, and Tiger Airways, the subsequent repositioning of two out of three of these new entrant airlines and, particularly in the Canberra context, the collapse of regional airlines.

Li The University of Sydney, Australia Abstract Australia is vitally dependent on aviation services for delivering passenger accessibility to many rural and remote locations. The majority of airports in Australia are regional airports. There are real opportunities for a number of regional airports to improve their services for the region through the introduction of low-cost carriers (LCCs). The aim of this paper is to investigate this potential, through a formal model system of the entire aviation network in Australia, focusing on identifying influences on passenger demand and flights offered, and the role of air fares and number of competitors on each route. In 2005–06, over 40.93 billion passenger kilometres or 11.47% of the total domestic passenger transport task (including metropolitan travel) was serviced by aviation [1]. Conservatively this represents over 46% of all intra- and inter-state aircraft movements and 13% of revenue passenger activity. As the Australian population progressively, albeit slowly, migrates away from the capital cities along the coast and inland, a number of towns that were once small centres servicing a hinterland have grown to become sizeable hubs for substantial regional activity. The role of aviation has grown in response to the need for improved accessibility to these regional hubs.
