There are seven members on the Board of Education. Board members determine District policy and make decisions on how the District operates. Each elected Board member serves a four year term and represents a specific geographic area of the District. Each Board member represents the specific direc- tor district in which they reside but they are voted on by the entire electorate of the District. The Office of the Superintendent is responsible for overseeing the global perspective of the District. With a priority focus on student learning, well-being, and building partnerships, the office super- vises all of the schools and programs, all SVVSD departments, and over three thousand employees. The Department of Learning Services (DLS) provides support in a variety of areas to students, staff, parents and the community. DLS areas of facilitation focus on all programs and initiatives supporting student learning and achievement.

Office of Professional Development

The mission of the Office of Professional Development is to maximize achievement for all students by ensur- ing dynamic and comprehensive professional learning opportunities for every staff member . The department also provides ongoing support and learning opportunities for licensed, administrative, and classified personnel.

Goals of the Induction Program—Office of Professional Development

Induction programs for educators, classified staff and administrators in the St. Vrain Valley School Dis- trict are designed to: • Accelerate the professional growth and job performance of all District employees; • Promote increased job satisfaction resulting from increased knowledge and skill; • Support and retain new employees in the District; and • Ensure achievement of the District vision of an exemplary school district which inspires and promotes: • High standards of learning and student achievement; • Organizational, employee, and student well-being; • Partnerships with parents, guardians and the community.

District Technology Services

District Technology Services provides instructional technology and library/media support to schools and de- partments within the District. These responsibilities include:

Instructional Technology • Providing all teachers with support in order to seamlessly and transparently imbed technology into instruction as it supports the District’s mission of student achievement. • Providing “just-in-time” training and support of 21st Century skills including: creativity and inno- vation; communication and collaboration; research and information fluency; critical thinking, prob- lem solving, and decision-making; digital citizenship, and technology operations and concepts. • Collaborating and communicating with other District departments to provide integrated support of student and teacher needs in the areas of educational technology, information literacy and 21st Century skills.

Human Resources

The Department of Human Resources is dedicated to the recruitment and retention of a quality work- force in support of student success. The District employs over 3,400 people, including teachers, sup- port staff, administrators, and other school resource personnel, who provide services to over 26,000 students.

As we work to hire and retain a qualified staff, the goal of the Department of Human Resources is to provide excellent customer service and to build a team of professionals who are passionate about the success of all students, and who are willing to dedicate the necessary time and resources to meet the needs of a large, diverse, community-based school district.

Students in St. Vrain Valley schools are fortunate to live in a community that supports and values their overall success which begins with employing the finest staff of administrators, teachers, support staff, and other school resource personnel.

To do this we: • Develop and recommend the systems, processes, policies, and procedures concerning personnel management and conditions of employment including the functions of recruitment, selection, orientation, and employee benefits. • Direct all personnel services for all employees and temporary workers. • Provide leadership to administrative staff, department supervisors and school administrators in assessing and recognizing personnel performance. • Direct the development of job descriptions and salary schedules for all employees and recom- mend new and/or adjusted job descriptions and salary schedules. • Maintain all personnel records, staff lists, and confidential District information.

Operations and Maintenance Department

The maintenance and upkeep of the District building facilities, grounds, and sports fields is managed by the Operations and Maintenance Department. Additionally, the department maintains property files and record archives. The Operations and Maintenance Department also manages the District’s Capital Reserve program and Building Program.

Description of Functional Areas:

The primary function of the department is to provide and protect the District’s physical plant assets— 3,724,419 square feet of buildings and 745 acres of property— and to provide safe, well-maintained build- ings and grounds which in turn provide an effective and efficient environment for teaching and learning. Construction

The St. Vrain Valley School District's facilities profoundly affect the instruction of students. Facility design must facilitate instruction. Buildings should not only be a place for instruction but also objects of instruction; the buildings should be tools to educate students, staff and the community about stimulating, practical design.

Designs for all facilities, new buildings or additions and remodels, must complement and enhance the surrounding community and/or existing facility.

Environmental Services

The Environmental Compliance Coordinator is dedicated to assuring the educational facilities are managed to eliminate potential environmental hazards. The Environmental Compliance Co- ordinator also provides support to staff members who have concerns regarding environmental issues.

The main goal of the Environmental Compliance Coordinator is to provide excellent customer service, build a great working relationship with all departments that comprise the District, and assure the community that they have a valuable resource to address their concerns

We provide services that:

• Develop and recommend systems, processes, policies and procedures concerning envi- ronmental hazard management (asbestos, fungal contamination, and hazardous chemi- cals). • Development and oversight of environmental remedial services. • Develop and manage an Indoor Air Quality Program. • Develop and manage a Stormwater Program. • Work with District Incident Response Team to develop policies and procedures for man- aging potential major incidences in facilities.

Facility Use

School district property in Colorado is state property held in trust for the state by local boards of edu- cation. The local school board may permit use of District facilities for other than District purposes ac- cording to established policies.

The St. Vrain Valley School District is an integral part of each community it serves. District facilities are centrally located in most neighborhoods and are a logical focal point for community activities. The school district supports community activities and encourages use of its facilities as community centers.

This policy is intended to encourage facility use, reflect the District’s priority for quality education and recognize the community as a partner. The separate fee structure for user groups shall ensure that the District will spend its money directly on the education of youth while promoting community use of District facilities and community involvement in the schools.

Custodial Services

Custodial services’ mission is to provide a clean and safe environment that supports quality learning in the school environment in the most efficient manner possible. Custodial staff open and close facili- ties on a daily basis, clean and disinfect District facilities, inspect playgrounds, remove snow, make minor repairs to the facilities, and police grounds on a daily basis.

Custodians cover 52 building sites and approximately 4,849,202 square feet of floor space.

Nutrition Services

The St. Vrain Valley School District’s Department of Nutrition Services provides quality, nutritious and well-balanced meals to the District’s students. The Department strives to provide meals at a rea- sonable price and to make sure that all meals meet the National School Breakfast and Lunch nutritional guidelines providing 1\4 of the RDA’s (recommended dietary guidelines) at breakfast and 1/3 of the RDA’s at lunch for students.

Nutrition Services employees work in school kitchens, the nutrition service warehouse, and the nutri- tion service office. School kitchen staff serve approximately 16,000 meals per day, offer a la carte se- lections at most schools, and serve breakfast at 14 schools. In addition, this program provides an after- school snack program, summer feeding program and catering for District functions.

Weekly lunch menus are posted at each school, featured on the website, published in local newspapers, and posted on Comcast Cable Education Bulletin channels. Free and reduced price meals are available to students whose families qualify. Applications are available in school offices and may be submitted anytime throughout the year.

• Elementary students are allowed to charge two lunches only

• Secondary students grades 6-12 are not allowed to charge any meals. • Students exceeding the allowable charge will not receive a full meal. The student will receive white milk, fruit and vegetables only. This will be a limited service to help the child until another arrangement can be made with the parent to pay for meals. • Parents who can’t pay the charges must send a lunch from home.

• Once the charge has been paid the student may resume buying breakfast and lunch.

Transportation Services

The St. Vrain Valley Transportation Department provides transportation services to the schools and various departments of the District using District owned vehicles. The Transportation Department’s primary focus is to provide District students and staff with turnkey transportation services to and from school and between schools and various co/extracurricular activities, using 130+ well-maintained buses, multi-purpose activity buses and suburbans. The Department’s secondary focus is maintaining 100+ support vehicles used in the daily operations and maintenance of the District’s buildings and grounds.

In addition to student transportation and auxiliary vehicle support, the Transportation Department also repairs and maintains all grounds and custodial equipment including snowplows, tractors, fork lifts, mules, mowers, trailers, snow blowers, carpet scrubbers, vacuum cleaners, etc.

Planning Department

The Planning Department responsibility covers a wide range of activities related to the facility plan- ning function of the District including but not limited to development and benchmark review, enroll- ment projections, demographic analysis, boundary planning, building capacity analysis, land acquisi- tion, Geographic Information Systems implementation, intergovernmental agreement (IGA) imple- mentation, comprehensive facility planning, open enrollment coordination and liaison to the Long Range Facility Planning Committee.

Most of these work areas are centered on the task of providing capacity, balanced enrollment and ulti- mately the optimal learning environment for the 25,000 plus students in the St. Vrain Valley School District. The Planning Department also looks at future student growth and works to plan for future sites and schools to meet the needs of the District as it grows.

Risk Management Services

Risk Management Services supports a safe working and learning environment for staff and students and, as a result, minimizes the financial impact of losses.

Risk control (risk analysis, loss prevention, safety, security, emergency planning, loss control, and claims management) and risk financing (risk retention, insurance, and contractual risk transfer) are the services provided by the Risk Management Services Department. Members of the general public may contact this department to report a safety concern (such as a hazardous condition on school property or suspicious person or activity), to discuss an accident resulting in bodily injury or property damage, or to find out how to file a claim.

KEY AREAS: Insurance and Budget Risk Management is responsible for purchasing vehicle, crime, liability, property and workers’ compensation insurance coverage. Arranges for student accident insurance. Prepares and monitors the budgets for the Risk Management Fund. Claims Risk Management assists injured employees throughout the process of their Workers’ Compen- sation claims. Other claims processed in this office include accidents involving a district vehi- cle, liability claims filed by students or visitors, and property loss claims (theft, vandalism, damages caused by external forces). Safety Risk Management works to prevent losses by reviewing injury reports, investigating accidents, providing safety training, developing and implementing policies and procedures, and inspecting school and work sites. Emergency Management Risk Management plays a key role in developing emergency mitigation, preparedness, re- sponse, and recovery plans. Security Risk Management provides services to reduce the frequency and severity of vandalism and other crimes, including security assessments, security contracts, and funding for security equip- ment.

Student Records

The Records Department specializes in archiving and managing student records. We also store records from various departments at their request. It is our goal to coordinate efforts among schools and other departments in order to report accurate data and maintain records according to a district wide retention schedule.
