New Qualifying Standards for Environment-Friendly Commercial Vehicles Effective from 1 April 2021 to 31 March 2022 New Qualifying Standards for Environment-friendly Commercial Vehicles effective from 1 April 2021 to 31 March 2022 The new qualifying standards for environment-friendly commercial vehicles which will be effective for the period from 1 April 2021 to 31 March 2022 are tabulated below: Vehicle Categories Engines* Qualifying Standards (i) Heavy Duty Commercial Vehicles (Design Compression Ignition (Diesel) weight of more than 3.5 tonnes) (including goods vehicles, buses and Special Purpose Vehicles but Positive Ignition (Petrol) 1. Euro VI OBD Phase C; and not the vehicle categories in item (ii) below) 2. Emit at least 30% less Nitrogen Oxides (NOx) than Euro (ii) Buses (Design weight of not more than 9 tonnes); Compression Ignition (Diesel) VI emission limit and Light buses (Design weight of more than 3.5 Positive Ignition (Petrol or tonnes) Liquefied Petroleum Gas (LPG)) (iii) Light Duty Commercial Vehicles (Design Compression Ignition (Diesel) weight of not more than 3.5 tonnes) (including 1. Euro 6c OBD Euro 6-2; and goods vehicles, light buses and Special Purpose 2. Emit at least 30% less NOx than Euro 6 emission limit Positive Ignition (Petrol or LPG) Vehicles but not taxis) Positive Ignition (Petrol and/or 1. Euro 6c OBD Euro 6-2; and (iv) Taxis LPG) 2. Emit at least 80% less NOx than Euro 6 emission limit” * Only taxis and light buses can be operated on LPG Purchasers who intend to buy environment-friendly commercial vehicles which will be first registered on or after 1 April 2021, should pay attention to the above mentioned new qualifying standards. Only environment-friendly commercial vehicle models meeting the new qualifying standards can enjoy the First Registration Tax concession on or after 1 April 2021. Please refer to the following list (see next page) of environment-friendly commercial vehicle models, which have been type approved by the Environmental Protection Department, meeting the new qualifying standards effective from 1 April 2021 to 31 March 2022. Since 2000, however, with the emergence of independent automobile manufacturers, the number of vehicles exported has increased rapidly, and the makeup of exports has shifted gradually from a focus on commercial vehicles to a focus on passenger vehicles. With regard to overseas expansion, manufacturers’ market access strategy has led to the rapid transition from parts trade to local knock-down manufacturing. However, despite the rapid progress of foreign expansion, problems have arisen due to insufficient risk management know-how with regard to foreign expansion on the part of independent Chinese manufacturers, and the fact that their experience acquired from domestic markets is not applicable to overseas markets.     Global EV Outlook 2019 Scaling-up the transition to electric mobility May 2019 Global EV Outlook 2019 Abstract Abstract The Global EV Outlook is an annual publication that identifies and discusses recent developments in electric mobility across the globe. It is developed with the support of the members of the Electric Vehicles Initiative (EVI). Combining historical analysis with projections to 2030, the report examines key areas of interest such as electric vehicle and charging infrastructure deployment, ownership cost, energy use, carbon dioxide emissions and battery material demand. The report includes policy recommendations that incorporate learning from frontrunner markets to inform policy makers and stakeholders that consider policy frameworks and market systems for electric vehicle adoption. This edition features a specific analysis of the performance of electric cars and competing powertrain options in terms of greenhouse gas emissions over their life cycle. As well, it discusses key challenges in the transition to electric mobility and solutions that are well suited to address them.
