Unsuccessful wars, and, in a still greater degree, misgovernment and internal commotions were the causes of its decline.’ - Richard Alfred Davenport,’ The Life of Ali Pasha Tepelena, Vizier of Epirus’i. On the wall in front of us is a map of north-west Greece that was made by a French military geographer, Lapie, and published in Paris in 1821, although it was probably in use in the French navy for some years before that. Lapie was at the forefront of technical innovation in cartography in his time, and had studied in Switzerland, the most advanced country for cartographic science in the late eighteenth century. It is likely that it was made for military use in the Napoleonic period wars against the British. Its very existence is a product of British- French national rivalry in the Adriatic in that period. Modern cartography had many of its roots in the Napoleonic Wars period and immediately before in the Eastern Mediterranean, when intense naval competition between the British and French for control of these waters led to major scientific advances. In turn, in the eighteenth century, similar progress had been made in both countries as a result of earlier wars in the Atlantic. This map is titled ‘Chameria/Thesprotia’, and so at that time it is clear that the two traditional names for the region, Albanian and Greek, were both in common use then, not only locally but by the often classically-educated officers of a European Great Power.

The history of Albanians Chams in Greece has two important events. The first event had been related to the Treaty of Lausanne of 1923’s that had been related with the exchange of Albanian Chams in Greece with Greeks that lived in Turkey. The second event had been related with the Albanians Chams genocide during 1944’s, where thousands of Albanian Cham residents of the province of Chameria forcibly moved to Albania and some other countries. The Treaty of Lausanne’s first step that had clearly defined intention against Albanian Chams from the Greek government. Greece based on this treatв’s rights and obligations arising launched its project for evacuation and expulsion of Cham Albanians. By using political clauses in articles 1/45 of the treaty for the exchange of Greeks which were living in Turkey with Turks lived in Greek. Greece presented the Albanian Chams as Turkish population due to be based on their religion. So Greek government exploited Albanian Chams in Turkey and brought back in Greeks those who lived in Turkey.

Within this study firstly it is presented the history and principles of both classical and critical Geopolitics, including a detailed explanation of the geopolitical position of Balkans and the Chameria Region. Additionally, the whole historical prospectus of the Balkans in general and Chameria Question, in particular, has been explained according to classical geopolitical strategies. It is the first time that the Chameria Question is seen under the geopolitical perspective. The main query reveals the importance of this small land for both countries Albania and Greece as well as the direct interests that different actors such as Great Britain, the United States of America and Russia have for the region. To achieve this, sources from different languages such as Albanian, French, English, Turkish, Italian, Spanish and Portuguese have been used. In sequence, based on the hypothesis of this study, it is observed that these geopolitical strategies are present and continue to lie underneath an elusive peace even in this century.
