MINUTES of a Chalford Parish Council Meeting held on Thursday, 1 June 2017 at the Parish Centre, Gerald’s Way, Chalford at 7.00 p.m. in accordance with notice given In the Chair: Councillor Lilly Present: Councillors Beacham, Entwistle, Lee, Oakley, Peters (Parish/District), Preece, Ramsey, L Taylor, Winstanley In Attendance: The Clerk, County Cllr Rachel Smith, Mr Peter Tiley – Neighbourhood Warden, Mr Ed Lewis – Edgemore Developments, Mrs A Malin - Parishioner. Apologies: Cllrs Beioley, Ellis, D Taylor, Wood, District Cllrs Fellows, Young The Chairman advised the meeting that 2nd Lieutenant D N Leicester, 12th Battalion Gloucestershire Regiment had fallen during the First World War on 8 May 1917. The Chairman welcomed Cllr Lee to the Parish Council. The Chairman asked the meeting to agree to a 10 minute extension of Public Participation. This was agreed. 1.06.17 PUBLIC PARTICIPATION - Peter Tiley introduced himself as Chalford’s Neighbourhood Warden. Peter is also responsible for Minchinhampton, Bisley with Lypiatt and Brimscombe and Thrupp. Frith Youth Centre Telecommunications mast – Mrs Malin attended to advise the Council that she was against the installation of a mast at the Youth Centre. The Chairman suggested that a separate meeting is arranged to listen to her concerns and those of other parishioners. A date of Tuesday, 6 June at 11.30 a.m. was agreed. The Chairman invited Councillors/FYC Trustees and Management Committee Chair to attend. Mr Ed Lewis, Edgemore Developments attended the meeting to advise the Council of his prospective plans regarding affordable/market housing development on land on Middle Hill. Mr Lewis referred to the Parish Housing Needs Survey where a need for affordable housing had been identified by 61 parishioners. Mr Lewis expressed a wish to engage with the community regarding the use of this land. Mr Lewis agreed to keep us informed as to his progress. 2.06.17 DECLARATIONS OF INTEREST – None 3.06.17 MINUTES OF PREVIOUS MEETING Cllr Oakley proposed, “acceptance of the minutes of 2 May 2017”. This was seconded by Cllr Preece and agreed. There were four abstentions 4.06.17 COUNTY COUNCLLOR REPORT The Chairman congratulated County Cllr Rachel Smith on her election to the role and welcomed her to the meeting. Cllr Smith advised that she had met with Andrew Middlecote, Highways Area Manager and that Stan Waddington had passed on ongoing matters. Cllr Smith referred to the lengthsman scheme and enquired about our list. This matter will be referred to Works to agree an up to-date list. Cllr Smith has a Highways budget of £30k to be split between three parishes; Chalford, Minchinhampton and Brimscombe and Thrupp. Cllr Smith will be a member of the County Council’s Health and Care Overview and Scrutiny Committee and Overview and Scrutiny Management Committee. ACTION: Works - 2 - 5.06.17 DISTRICT COUNCILLOR REPORTS District Cllr Peters advised that Cllr Gary Powell was voted in as Chair of Stroud District Council at the Council’s AGM in May. Cllr Peters reported that Kingswood Neighbourhood Development Plan was adopted in May. 6.06.17 CLERK’S REPORT – attached. Meeting with Andrew Middlecote, Highways Area Manager – Mr Middlecote met with Mr Coe and Cllrs Lilly and Winstanley regarding parking/speeding issues. Cllr Lilly made the meeting aware that a Traffic Regulation Order costs £15,000 but that one TRO can cover a group of items in a Parish e.g. width restrictions on Old Neighbourhood, High Street 20 mph speed limit, pedestrian crossing on Tanglewood Way. Match funding would be necessary so the Parish would need to contribute £7,500. Cllr Lilly invited councillors to advise the Clerk of suitable projects to enable us to establish a group need. ACTION: All Court View Garages – The garages are to be put up for sale on the open market. The Clerk will obtain the price. ACTION: Clerk 7.06.17 2016/17 ACCOUNTS a. Internal Auditor’s report – Councillors had considered the report. There were no questions. b. Acceptance of 2016/17 Accounts – Councillors considered the accounts. Cllr Lilly proposed, “acceptance of the 2016/17 accounts”. This was seconded by Cllr Oakley and unanimously agreed. The Chairman and RFO signed the Balance Sheet and Income and Expenditure accounts. c. Approval of Annual Governance Statement – Section 1 Annual Return – the Chairman read out the statements in this section. Cllr Lilly proposed, “we agree to state ‘yes’ to all 9 statements in Section 1 of the Annual Return”. This was seconded by Cllr Winstanley and unanimously agreed. d. Approval of Accounting Statements – Section 2 Annual Return. The Councillors considered the figures to be stated. Cllr Oakley proposed, “we agree the Accounting statements for 2016/17 as stated in Section 2 of the Annual Return”. This was seconded by Cllr Oakley and unanimously agreed. e. Exercise of Public Rights – Cllr Lilly proposed, “we display the Notice of Commencement of Period for the Exercise of Public Rights – Accounts for the year ended 31 March 2017, the inspection period to commence on 12 June 2017”. This was seconded by Cllr Winstanley and unanimously agreed. Cllr Lilly proposed, “we forward the completed annual return and documents to Grant Thornton, External Auditors”. This was seconded by Cllr Oakley and unanimously agreed. ACTION: Clerk 8.06.17 EDGEMORE DEVELOPMENTS Councillors considered the presentation by Mr Ed Lewis. At this stage, it was unanimously agreed that we need to retain the green belt area between Chalford Hill and Bussage. 9.06.17 F&M’S RECOMMENDATION FOR DESIGN STATEMENT FINALISATION Cllr Lilly proposed, “we agree F&M’s recommendation that Cllr Oakley carries out final editing of the document and Cllr Beioley checks to ensure the photographs agree with the text”. This was seconded by Cllr Preece and unanimously agreed. ACTION: Cllrs Beioley/Oakley - 3 - 10.06.17 REFERRALS – none 11.06.17 COMMITTEE/EXTERNAL MEETING REPORTS Works – Cllr Oakley provided the meeting with a short report. Cllr Oakley referred specifically to stones on verges which makes grass cutting difficult. PAC – nothing to report. Footpath Working Group – as stated in the Works minutes, to differentiate between the strategic group and working group, the names of both groups have been changed to show this, i.e. the Footpath Group and the Footpath Practical Group. Cllr Oakley advised that members of the Group had attended a Public Rights of Way training session for volunteers. Cllr Oakley reported that Jacob’s Ladder had been cleared and the group were clearing an area on Marle Hill, below Wembley Villa. In addition, two new kissing gates have been installed in Old Bussage. Cluster Group Meeting – Cllr Lilly attended this meeting on 31 May 2017 at Ebley Mill. He reported an increase in violent crime in the Stroud area but that there had been overall a decrease in crime. There is an increase in theft from motor vehicles. Cllr Oakley asked for more details on the increase. The Clerk will find out. ACTION: Clerk Cllr L Taylor referred to the Teenage shelter that was currently at the rear of Queenscourt, asking for authorization to use the Land Rover to transport parts to Bussage Pleasure Ground. This was agreed. Cllr L Taylor asked for assistance in dismantling/removing it. Cllr Lee offered his assistance. 12.06.17 SIGNING OF CHEQUES Cllr Oakley proposed, “acceptance of the expenses”. This was seconded by Cllr Preece and unanimously agreed. The Chairman signed the summary. 13.06.17 CORRESPONDENCE A parishioner has written regarding Law’s Field in Brownshill. The parishioner is asking the council to write to Brownshill residents advising them of the planning policy in respect of new development in Brownshill and how this relates to any change of use required for Law’s Field. The parishioner refers to unreasonable behaviour by a Brownshill resident. The parishioner asks that we write to Sister Lennon, asking for clarification as to the Law’s Field access agreement that the Diocese has with a bordering householder. Councillors considered all three issues and agreed we cannot get involved in this matter. The Clerk will advise the parishioner that we are unable to write to either residents or Sister Lennon. With regard to the unreasonable behavior, the parishioner will be advised to contact the Neighbourhood Warden. ACTION: Clerk The householder at Highfields, Middle Hill has written to us asking us to agree to the names for two new properties that are being built at the top of Middle Hill. Stroud District Council advised the householder to contact us. This Council does not feel it has the jurisdiction to provide this agreement. The Assistant Clerk is communicating with SDC to try and find out the correct procedure. 14.06.17 ANY OTHER MATTER – none There being no further business, the Chairman closed the meeting at 8.42 p.m. .
