MINCHINHAMPTON PARISH COUNCIL Minutes of the annual meeting held on Monday, May 16th, 2016, at 7pm at the The Trap House.

Before the start of the meeting councillors present submitted their declarations of office which were countersigned by the assistant clerk. This followed elections on May 5th 2016.

99/16: To receive apologies for absence: Cllr Beard (unwell), District Cllr P. McAsey. 100/16: To receive public questions/participation: A member of the public asked when the pathway to the Brimscombe Hill bus shelter was going to be finished; Cllr Hurst responded saying it would be completed this week, with the path being extended to the top. A member of the public asked about the pot holes on Windmill Road; Cllr Hurst responded that there was no plan to resurface but the holes have been marked up for repair.

102/16: To approve the minutes of the council meeting held April 25th 2016: Cllr Williams proposed and Cllr Ford seconded that the minutes be approved; this was carried unanimously.

PLANNING CORRESPONDENCE/NOTIFICATIONS INCLUDING APPEALS, AND DECISIONS AT VARIANCE WITH COUNCIL’S VIEW:

a) SDC consultation on Community Infrastructure Levy (CIL) Draft Charging Schedule and consultation on Draft Planning Obligations Supplementary Planning Document (SPD) (previously circulated). Following a lengthy discussion, it was agreed that Cllr Hurst write to SDC to say that the level of consultation has not been thought through; there is more to this change than is immediately obvious. Cllr Hurst will write a summary of the changes and circulate it to councillors.

b) SDC Strategic Assessment of Land Availability (SALA) – Call for Site Consultation (previously circulated). c) Request from CALA homes to discuss with council/NDP Group a 24 homes development at The Knapp. Council agreed to decline this.

104/16: Neighbourhood Development Plan update: The report below was accepted.

A meeting was held on 5.5.16 to form the steering committee. It was agreed that there would be 1 councillor from each ward, together with those present and those who had given their apologies for this meeting. It was agreed that the quorum at any meeting would be 8 members, of which at least 2 should be councillors. Officers were appointed as follows: Chair: P Raby-Smith, Vice-Chair: N Stapleton, Finance officer: N Hurst. It was decided to have a display board, canvassing opinions again, at the Parish Assembly on May 9th. There has been an offer from the University of Gloucestershire to assist with surveys / gathering of opinions; however, it was noted that, with exam time approaching, students won’t be in a position to do much until October. The next meeting will be held at The Trap House on Monday May 23rd at 7pm. Items for the agenda: Info from Ricardo; a draft budget; Elin’s presentation from last June; information regarding other areas’ NDPs; stakeholder list.

105/16: County and district councillors’ reports: Gloucestershire County Cllr Waddington reported a forthcoming meeting with the Highways manager about highway repairs under the Lengthman scheme including smartening up cattle grids, sign clearance, clearing vegetation, repairing potholes on local highways including on Windmill Road, Box Lane and Scar Hill. Cllr Schwartz raised the matter of the delayed installation of the flap-down cow warning signs. Cllr Morriss asked Cllr Waddington to look at the drains on Brimscombe Hill and an overhanging hedge at the Roundabouts. Stroud District Cllr Hurst reported that the district council AGM is on May 19th.

106/16: Traffic speed presentation: Cllr Williams gave a powerpoint presentation on a police survey that had been carried out on Brimscombe Hill. This showed that a large number of vehicles were travelling on the hill in excess of 30mph including some travelling at 60mph and 70mph during the survey period. Due to the lateness of the hour, it was agreed that this would be considered again at the next meeting as this valuable information needed following up and actions taken. Cllr Schwartz raised the issue of the council obtaining its own vehicle automatic number plate recognition camera to help combat speeding and this was referred to the finance committee.

107/16: Reports on a) Allotments - Cllr Morriss said that the majority of allotments are in good or very good condition. Correspondence was ongoing to encourage holders to bring their allotments up to acceptable standards. The centre path was now in need of its first cut and council authorised the work to be carried out with further cuts as necessary until the end of September. Further repairs were required to the allotment walls, and a tree stump needed removing; b) New council website: Cllr Hemmings and his committee had seen 4 presentations of potential sites of which one was outstanding. A recommendation was due to be presented to the June meeting. Cllr Hurst said there is the possibility of a grant from the SDC; c) Neighbourhood Warden: a report from Warden D. Everiss had been previously circulated.

108/16: To receive updates on a) Box Woods – Cllr Hemmings said that the purchase of Box Woods was now imminent and council agreed that the Chairman should sign the official form to allocate Section 106 funds from the Barcelona Farm development to the Woods appeal; b) Lovell’s development – Cllr Nicholas was dissatisfied that an invitation to Stroud District Council chief executive David Hagg to personally attend a site meeting about boundaries at Old Common had been passed to his officers to deal with. Cllr Nicholas had now been pressing for SDC to get its contractors to remove wood fences and reinstate stone walls for a year. Cllr Hurst believed a list of outstanding works had now been produced and would again attempt to secure progress on the issue;

At this point, the Council voted to continue beyond the standing order time of 9.30pm c) The Park car park proposal - A site meeting had been held with graziers, the council and National Trust staff and committee members present. The lengthening of the car park alongside the Churchyard wall had been agreed. Submission of a planning application by the council was the next stage; d) Vosper Field doctors’ surgery proposal - There had as yet been no further communication from the surgery following the doctors’ request to base their bid for NHS funding for a new surgery on use of the field. The council’s tenants had written requesting a five year extension of their lease. It was agreed to acknowledge their letter and further discuss the matter at the June meeting.

109/16: Traffic matters: Notification was received of the emergency closure on May 12th 2016 of Bear Hill to Lower Littleworth, Amberley. This was to replace a rotten electricity pole. Hyde Hill would be closed on July 20th-22nd 2016 for BT Openreach works. A Hyde Hill resident had written about safety concerns outside her property. It was agreed to pass her concerns passed to Cllr Williams’ Road Safety Group. Former Cllr Linda Nicholls had requested double yellow lines on the corner opposite Cecily Court. Gloucestershire County Cllr Waddimgton suggested zig-zags similar to those outside the school might be a more appropriate way of stopping parking at the spot where visibility was compromised by a new garden fence. The chairman had drawn attention to the fact that the footpath from Spinney Court to The Roundabouts in Burleigh had never fully been adopted. Cllr Morriss would investigate. A letter was received from Bowbridge Vets about the proposed new single carriageway canal bridge outside their business. This was in Rodborough Parish.

110/16: Clerk’s report: Members had been informed of the resignation of Cllr Sally Morgan. Cllr Anthony Cipriani was welcomed to represent the Brimscombe ward. Council now had three vacancies, one each in Amberley, North and South. It was hoped to move towards co-option at the June or July meetings. Nick Atkins had replied re the Terry Thomas painting that he was happy to give it on permanent loan and that its original cost was £1000 for insurance purposes. He had, however, provided a disclaimer that, should the worst happen, it would be his responsibility. The council agreed in principle to accept the painting. SDC had replied re MUGA netting, that the old netting was still available – council had now gone full circle! Cllr Ford said that he thought SDC should pay for new netting.

Correspondence A thank you letter from Minchinhampton Youth Club for the grant. A thank you from the Queen’s birthday party group for their grant. Notification from the Environment Agency of flood risk surveys in the Longfords Mill area. A letter from Mrs Mandy Curtis requesting a memorial seat for her father outside the Minchinhampton Cotswold Club; Cllr Hurst said he would negotiate with the Cotswold Club. A request from the daughter of Amberley resident, the late Bill Reid, to place a seat on the common; Council agreed to pass this letter to the National Trust who own the land.

It was clarified that Yateman’s will not be paid until all of the work is completed.
