Although most of these families set off pursuing very specific material objectives through transnational migration, the difficulties generated by return migration forced them to devise new and creative arguments to justify their continued stay away from home. This ethnography traces the migratory trajectories of Catholic families from the area of Negombo and suggests that – due to particular religious, historic and geographic circumstances– the community was able to develop a cosmopolitan attitude towards the foreign that allowed many of its members to imagine themselves as ―better fit‖ for migration than other Sri Lankans. But this cosmopolitanism was not boundless, it was circumscribed by specific ethical values that were constitutive of the identity of this community. For all the cosmopolitan curiosity that inspired people to leave, there was a clear limit to what values and practices could be negotiated without incurring serious moral transgressions. My dissertation traces the way in which these iii transnational families took decisions, constantly navigating between the extremes of a flexible, rootless cosmopolitanism and a rigid definition of identity demarcated by local attachments. Through fieldwork conducted between January and December of 2010 in the predominantly Catholic region of Negombo, I examine the work that transnational migrants did to become moral beings in a time of globalization, individualism and intense consumerism. -

Box 1346 Ann Arbor, Ml 48106- 1346 ABSTRACT The two important temples at Munnesvaram, on the west coast of Sri Lanka, are Hindu and are run by Tamil priests. Their patronage is largely Sinhalese Buddhist. They are the context for an examination of the relations between Hinduism and Buddhism in modern Sri Lanka in a period of violent ethnic tension between Tamils and Sinhalese. The thesis falls in two parts. The first deals with the history of the temples in the colonial and post-colonial eras, the history of religious difference, and with a social analysis of the two groups of priests and of the worshippers. This establishes grounds for a consideration of current anthropological debates on hierarchy and on historicity. -

Introduction 2009 marked the end of the 26-year Sinhalese-Tamil conflict in Sri Lanka. This protracted insurgency has long served as the testing ground for arguments, which either explains protracted insurgencies from the perspective of rebel groups or from the perspective of the state engaging in counter-insurgent activities. Existing approaches have focused on the rebel side have stressed the tactical advantages of suicide terrorism,1 the effectiveness of suicide terrorism when the target state is a democracy and the goal is secession and independence,2 its efficiency as a signaling device in increasingly intractable conflicts,3 the cultural reification of heroic sacrifice within Tamil culture,4 and, most recently, intra-group, elite-level bidding wars for the hearts and minds of the rebellious ethnic group, as sources of Tamil unwillingness to negotiate a peaceful end to the protracted conflict.5 Approaches that have focused on the responses of the Sri Lankan have sought to account for the duration of the conflict by causally stressing how the Sinhalese majority remained committed to the institutional marginalization of the Tamil minority.6 In this paper, by focusing on the dynamics of intra- and inter-ethnic interactions in Sri Lanka, I show that the protracted nature of this conflict occurs only when the majority 1 Scholars have stressed its efficiency and cost-effectiveness as a coercive tool as well. -

Such efforts however would be impeded by military rebellions (ie. mutinies and desertions) by native military personnel in Portuguese service, where a rebellion that occurred in 1630 severely weakened the Estado's position in the island from which it could not recover. The specific event, the death of a Portuguese general at the hands of his own Christianized native troop, left a deep imprint on Portuguese memory. Decades later, the chronicler Fernão de Queiroz claimed the event, which paved the way for the European's eventual removal from the island by 1658, bore testament to the unbridgeable cultural and religious schism between the Portuguese and the native Sinhala people, an established viewpoint in current historiography. This study focuses attention on the documentation in Portuguese, English, Spanish, and ii Sinhalese written during the more active moments of the conquest period (1580-1640) in order to test such well-established views. -

Providing better access to basic services, social protection and support to livelihoods matters for the human welfare of people affected by conflict, the achievement of development targets such as the Millennium Development Goals (MDGs) and international efforts at peace- and state- building. At the centre of SLRC’s research are three core themes, developed over the course of an intensive one- year inception phase: ▪ State legitimacy: experiences, perceptions and expectations of the state and local governance in conflict-affected situations ▪ State capacity: building effective states that deliver services and social protection in conflict- affected situations ▪ Livelihood trajectories and economic activity under conflict The Overseas Development Institute (ODI) is the lead organisation. Sivapragasam Paramsothy Thanges Working Paper Series Indian Institute of Dalit Studies New Delhi Foreword Indian Institute of Dalit Studies (IIDS) has been amongst the first research organisations in India to focus exclusively on development concerns of the marginalised groups and socially excluded communities. Over the last six years, IIDS has carried-out several studies on different aspects of social exclusion and discrimination of the historically marginalised social groups, such as the Scheduled Caste, Scheduled Tribes and Religious Minorities in India and other parts of the sub- continent. The Working Paper Series disseminates empirical findings of the ongoing research and conceptual development on issues pertaining to the forms and nature of social exclusion and discrimination. Some of our papers also critically examine inclusive policies for the marginalised social groups. This Working Paper “Caste Discrimination and Social Justice in Sri Lank: An Overview” has been taken out from our report on Caste Based Discrimination (CBD) in South Asia. Drawn form the country report on Sri Lanka, the paper brings out the historical silence on caste discrimination and its local/regional specificities. It examines the patterns of CBD in Sri Lanka in a range of domains that include basic services, education, employment, land, markets, and political participation. The paper also reveals the complex relationship of caste and ethnicity, identifying the interlocking character of discrimination. It concludes that Sri Lankan society by no means is casteless as it is commonly assumed and the caste-blind policies of the state and non- state actors do not adequately deal with the continuing and emerging forms of CBD in various spheres of the society. -

Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 3 4 ABSTRACT This thesis is an investigation of the relationship between the village, caste, and Catholicism in northern Sri Lanka. Drawing on almost two years of ethnographic fieldwork in Mannar District, as well as subsequent archival research, it provides a detailed analysis not only of the postwar context but also of prewar history, with a particular focus on the nineteenth century. In this thesis, I analyse three overlapping topics. First, I problematise ‘village’ through an examination of ‘cultural’ and ‘state’ village concepts, before arguing that within the complex social diversity of the village of Marudankandal there is a numerically dominant Tamil caste group, the Kadaiyars, whose prominence is reflected both rhetorically and through the control of institutions such as the Catholic village church. From this, I turn to two central dimensions of local caste praxis. First, I offer a historical explanation for the regional prevalence of village churches controlled by single castes, which remains a key characteristic of local Catholicism today. Second, I argue that despite the lessening of certain kinds of hierarchical caste relationships in recent decades, caste identities continue to be mobilised and expressed through regional communities, some of which maintain caste associations. -

Preface and Acknowledgements Indian Institute of Dalit Studies (IIDS) has been among the first research organizations to undertake studies on the development concerns of the marginalized groups and socially excluded communities. Over the last five years IIDS has carried out a large number of studies on different aspects of social exclusion and discrimination of the historically marginalized social groups, such as the Scheduled Castes, Scheduled Tribes and Religious minorities in India and other parts of South Asia. This report is part of a regional research project on caste-based discrimination and constitutes an important landmark for us. For the first time researchers from five countries of South Asia have worked together to understand the nature and forms of caste-based discrimination in different political settings of Bangladesh, Nepal, Pakistan, and Sri Lanka. This comparative study brings out new information on the extent and nature of caste based discrimination and we hope it will open up new spaces for state policy and civil society interventions for making South Asia a more just and democratic region. This report has been made possible by efforts of various individuals and institutions. First of all we would like to acknowledge the financial and intellectual support we received from the Danish Ministry of Foreign Affairs and International Dalit Solidarity Network (IDSN).
