We believe the Plan to be an appropriate one for the future of the Borough, however only time will fully reveal that. We are certain that the decision of the Borough Council to formulate a comprehensive devel- opment plan for the municipality was a wise one. Ii The Planning Commission having arrived at a Statement of Objectives, developed those objectives into a comprehensive plan which we believe will be of immeasurable benefit to the Borough in terms of controlled growth and guided decision-making. It is our intent to follow this experience of planning with an on- going planning program as the Borough develops and grows. WHEREAS, the Milesburg Borough Council has recognixed thc problems related to the future development of the Borough, and WHEREAS, the Milesburg Borough Council believes it is necessary to have a comprehensive plan that will meet the requirements of the Pennsylvania Municipalities Planning Code (Act 247 of 1968), as amended; NOW THEREFORE BE IT RESOLVED, by the Borough Council of Milesburg Borough, Centre County, Pennsylvania that: The Borough of Milesburg does hereby adopt the “Milesburg Borough Comprehensive Development Plan; dated January 3, 1977 including all maps, charts, and text bound therein, as the official comprehensive plan for Milesburg Borough to be considered in relation to any proposed actions on public roads, public facilities, or Local regulations govt?rning the use, subdivision or development of land. The Borough Planning Commission was asked to begin the task of collecting and analyzing locai data for inclusion in the Plan. At this time, Local Govern- ment Research Corporation of State College, Pennsylvania was contracted to assist the Planning Commission in preparing the Plan. PURPOSE, GOALS AND OBJECTIVES A. PURPOSE The purpo'se of the Milesburg Planning Program is to provide, through a comprehensive planning process, a general plan to illustrate the most desirable and practical patterns of land use, and of services and facilities. The Planning Program thus deals with the evaluation, initiation, and coordination of various types of projects involving the total environment of the present and future residents of the area. The following goals and objectives for Milesburg Borough are also intended to reflect the general goals and objectives of Centre County. B. GOALS 1. Housing To provide for adequate housing for those families and individuals who cannot otherwise, through their own resources, provide safe, healthful and blight-free living quarters. Within Milesburg Borough there should be developed a choice of housing types for citizens of all income levels. These homes should be located in areas that are con- convenient to goods, services and places of employment. 2. Natural Resources and Environmental Qualities To provide for the protection and enhancement of our natural resources and environmental qualities. Since Milesburg Borough is dependent upon limited surface water resources, it is of prime importance at this time to develop cooperative programs and organizational structures to assure, for present and future generations, an adequate quantity and a reliable quality of water for domestic, industrial and recreational use. 1 LOCAL GOVERNMENT RESEARCH CORPORATION 3. Community Services To provide for various community services to meet the basic needs of the citizens of the Borough. Within Milesburg Borough there is a growing need to provide for new and increased community services such as health and medical care, fire and police protection, and park and recreational facilities and services. Continued efforts must be made toward developing an awareness of the above services, among not only private and semi-public organizations, but also elected officials repre- senting public agencies. 4. Transportation To provide a variety of modes of travel, to meet the different needs of different people's activities, in conjunction with land development. 5. Em plo ym e n t To provide adequate employment for people with a variety of skills and training. 6. Comme r cia1 To provide an adequate supply of goods and services to the region. C. OBJECTIVES 1. Housing (a) Through the comprehensive planning process and the adoption and promotion of reasonable land use controls, the Borough must strive to protect the existing and promote the desirable future urban and non-urban development patterns to provide a variety of housing units for all ages and income levels. (b) Special emphasis shall be placed in securing housing for the elderly, the handicapped, and those of minimal or limited income. 2 LOCAL GOVERNMENT RESEARCH CORPORATION (c) Although coordination should be provided on an area- wide basis, the project emphasis will be locally oriented, and include a broad range of techniques such as conservation and rehabilitation of existing structures, the removal of unsafe units, and the construction of both rental and owner occupied dwelling units. 2. Natural Resources and Environmental Qualities (a) To promote, on an areawide basis, the necessary admin- istrative organizations and community utility projects to provide for the improvement and expansion of water service, as well as for the disposal of sewage and solid waste materials. (b) The procedures and recommendations to be followed, concerning the above, are those that are contained in the recently com- pleted "Centre County Comprehensive Water and Sewer Plan" and t,he completed county-wide study of solid waste dispogal. 3. Community Services (a) To work with and cooperate with appropriately recognized human service agencies toward the establishment of increased and expanded health and medical care facilities. (b) To work with and assist the Borough and other nearby local communities and their elected officials toward the establishment of increased and expanded fire and police services. (c) To assist and encourage the development and improve- ment of expanded park and recreation sites, facilities and services. These facilities and services will be proposed to meet a variety of recreational needs for people of different ages, income levels, and interests. 4. Transportation (a) To provide an adequate means of access to all local properties through local stre'ets.
