On Thursday 24 February 2011 5 Village Close, Crossgates, Llandrindod Wells, Powys, LD1 6TB THREE HUNDRED AND EIGHTY FOURTH MEETING OF LLANGYNLLO COMMUNITY COUNCIL HELD AT BLEDDFA OLD HALL ON THURSDAY 27 SEPTEMBER 2012 PRESENT: Cllr S Gilbert (Chair), Cllr V T O Lewis, Cllr J Mitchell, Cllr H Lewis, Cllr A Durrant, Cllr S Williams & Cllr C Alderson APOLOGIES: All present IN ATTENDANCE: Y Charker (Clerk) (part) WELCOME: Prior to the commencement of the meeting Chair welcomed members of the public to the meeting and explained to them that due to the lack of specific information relating to the Dollassey wind turbine application it would not be discussed at this meeting. Chair asked if any member of the public wished to speak or give any further information to the meeting in addition to what had already been received. No further evidence was submitted. Chair apologised to those in attendance for not being able to debate this matter but until the more detailed information requested by Powys County Council from the agent and then forwarded to this Council the matter had to be deferred. DECLARATIONS – none this meeting 1. MINUTES – The Minutes of the Meeting held on 23 August 2012, copies of which had been previously circulated to Members, were confirmed as a true record and signed by the Chairman 2. MATTERS ARISING: - just agenda items 3. CORRESPONDENCE: 3.1 Email acknowledgement from Independent Remuneration Panel for Wales (re draft annual report) – noted, no further action necessary 3.2 Email from Debra Jarvis re wind turbines in Powys explaining Planning Services will be consulting with adjoining boundary Town & Community Councils - noted, no further action necessary 3.3 Letter from Susie Abson giving contact name of Henk Jan Kuipers for Affordable Homes whilst on maternity leave - noted, no further action necessary 3.4 European Union – events to be held on 9 & 10 October to support & encourage business development - noted, no further action necessary 3.5 Boboth – request for financial assistance – the Community Council did not wish to consider a donation at this time 3.6 Email acknowledgement to HOWL Local Management Consultation questionnaire - noted, no further action necessary 3.7 Dyfed Powys Police – informing of consultation meetings at Brecon on 8th October & another at Welshpool on 22nd October. Councillors did not wish to attend the meetings but Cllr Mitchell took the questionnaire to complete and return 4. FINANCIAL: 4.1 The balances per bank @ 30.08.12 as detailed on the agenda were duly noted as C/a = £751.27 Bleddfa (Aug. int .12p = £787.32; Whimble (Aug. int.20p) = £1374.36 4.2 Motion carried to write out cheque for £323.19 in payment of Clerk’s wages being £302.90 & expenses to end Sept 2012 of £20.29, also a further cheque to HMRC in the sum of £9.60 4.3 Motion carried to write our cheque to Welsh Water for Wimble Tump Field £17.80 as per invoice 384 Llangunllo Sep _2012.docx 5 Village Close, Crossgates, Llandrindod Wells, Powys, LD1 6TB THREE HUNDRED AND EIGHTY FOURTH MEETING OF LLANGYNLLO COMMUNITY COUNCIL HELD AT BLEDDFA OLD HALL 5. PLANNING: P2012 /0857 Full: Erection of 6 wind turbines (24.8m to blade tip) and associated works - Dollasey Bleddfa, Knighton, LD7 1PA. Due to the lack of information regarding this application Council agreed it could not be discussed in detail so have deferred until a later date. Clerk was asked to write to Powys County Council Planning Dept explaining this Council needed the additional paperwork before debating any further. Both of the following applications were briefly discussed during the meeting but those of Llangunllo Councillors wished to visit the sites before confirming the Council would raise ‘no objection’. Once this had been done then a representative Councillor would contact both Clerk and County Councillor H Lewis to confirm ‘no objection’ in order Clerk could respond accordingly. P2012/ 1017 Full: Erection of a covered muck store at Upper Treburvaugh P2012 /0930 Full: Demolition of existing timber additions to original dwelling & replacement with a 2 storey extension at Little Hen Cefn, Llangunllo 6. It replaces the report for the previous base date of 2015. 1.2 The JHLAS has been prepared in accordance with the requirements of Planning Policy Wales (PPW) and Technical Advice Note 1 (TAN 1).     FINAL PROPOSALS Community No. R17 - LLANGUNLLO Introduction 1. The community of Llangunllo in north-eastern Radnorshire comprises two deep valleys in a plateau landscape that otherwise rises to over 1,300 feet. The north of the community comprises almost the whole of the upper drainage basin of the river Lugg, and several tributary valleys converge on the small village of Llangunllo, which is the main settlement in this area. The small village of Bleddfa lies in the Cwm y Gerwyn valley, another tributary of the river Lugg, in the south of the community. The community enjoys good communication links, with the A488 and the B4356 crossing the community, and at Llangunllo Halt this community also has a railway station on the Heart of Wales line. The Powys Unitary Development Plan designates both settlements as small villages with a number of community services: at Bleddfa there is a post office, public house, Trust Gallery and Arts centre, while at Llangunllo there is the community hall and public house incorporating a post office/shop. In the west of this community, three rural settlements straddle its boundaries with the communities of Llanfihangel Rhydithon and Llanbister at Gravel, Llanbister Road and Cwm y Geist. 2. The community has a population of 377, an electorate of 313 (2005) and a council of 9 members. The community is warded: Bleddfa with 100 electors and three councillors; Llangunllo with 213 and six. The precept required for 2005 is £1,600.00 representing a Council Tax Band D equivalent of £8.90. 3. In the 1982 Review, there were various proposals to amalgamate the smaller communities of Radnorshire, and the arrangements that were adopted at that time best reflected community loyalties and social connections in the area.

    FOUR HUNDRED AND TWENTIETH MEETING OF LLANGUNLL0 COMMUNITY COUNCIL HELD AT LLANGUNLLO COMMUNITY HALL ON THURSDAY 25th FEBRUARY Present : Cllr J Mitchell (Chair), Cllr C Breeze, Cllr A Durrant , C Cllr Hywel Lewis, Cllr V T O Lewis, Cllr C Morgan In attendance : J Williams (Clerk) Apologies for absence : Cllr S Gilbert Welcome: Chair welcomed all to the meeting. Two members of the public were present, representing Treburvaugh Farm, Knighton. 1 Minutes: Chair asked if all agreed to the minutes of the meeting dated 28th Jan 2016. They were approved as read. Chair signed the minutes as a true record of that meeting. 2 Matters arising: 2.1 Clerk’s report – all on agenda –noted 2.2 Speed survey on A488 in Bleddfa. Cllr A Durrant gave a summary of the meeting. Two suggestions were made:- a) to use speed cameras- this would involve volunteers who would report their findings to the police. b) to involve the Severn Trent/ North Midland Construction as they will be working in the area for 2 years. Cllr Durrant was pleased with the police response but pointed out that cost is always an issue. The next step is to put these ideas to the Bleddfa Events Committee meeting, to be held 09.03.16. Cllrs. J. Mitchell and A. Durrant to attend. 3 Correspondence: all noted 3.1 Notice of refuse collection website @powys.gov.uk. Bin collection page C Cllr H Lewis mentioned that plans for a 4 weekly bin collection have been abandoned 3.2 Planning details by email. 3.3 Year book from Clerks and Councils Direct 3.4 Request for a donation towards the Eisteddfod from Urdd.cymru –no donation to be made 3.5 Submission of the Deposit Powys Local Development Plan 2015 Available for public consultation until March 11th.
