FOUR HUNDRED AND TWENTIETH MEETING OF LLANGUNLL0 COMMUNITY COUNCIL HELD AT LLANGUNLLO COMMUNITY HALL ON THURSDAY 25th FEBRUARY Present : Cllr J Mitchell (Chair), Cllr C Breeze, Cllr A Durrant , C Cllr Hywel Lewis, Cllr V T O Lewis, Cllr C Morgan In attendance : J Williams (Clerk) Apologies for absence : Cllr S Gilbert Welcome: Chair welcomed all to the meeting. Two members of the public were present, representing Treburvaugh Farm, Knighton. 1 Minutes: Chair asked if all agreed to the minutes of the meeting dated 28th Jan 2016. They were approved as read. Chair signed the minutes as a true record of that meeting. 2 Matters arising: 2.1 Clerk’s report – all on agenda –noted 2.2 Speed survey on A488 in Bleddfa. Cllr A Durrant gave a summary of the meeting. Two suggestions were made:- a) to use speed cameras- this would involve volunteers who would report their findings to the police. b) to involve the Severn Trent/ North Midland Construction as they will be working in the area for 2 years. Cllr Durrant was pleased with the police response but pointed out that cost is always an issue. The next step is to put these ideas to the Bleddfa Events Committee meeting, to be held 09.03.16. Cllrs. J. Mitchell and A. Durrant to attend. 3 Correspondence: all noted 3.1 Notice of refuse collection website @powys.gov.uk. Bin collection page C Cllr H Lewis mentioned that plans for a 4 weekly bin collection have been abandoned 3.2 Planning details by email. 3.3 Year book from Clerks and Councils Direct 3.4 Request for a donation towards the Eisteddfod from Urdd.cymru –no donation to be made 3.5 Submission of the Deposit Powys Local Development Plan 2015 Available for public consultation until March 11th. 3.6 OVW email of their response to 3.5 3.7 OVW response to Draft Local Gov. Signatories for National Savings Account ; Cllrs C Morgan, A Durrant and C Breeze signed as signatories witnessed by Cllrs T Lewis, H Lewis and J Mitchell. 4.2 War Memorial Account to be detailed quarterly. 4.3 Membership of SLCC ( Society of Local Council Clerks) £70 Proposed by Cllr Durrant, seconded by C Cllr H Lewis 4.4 Introduction to Local Council Management ILCA course £99 + vat (£149 +vat for non members) deferred to March meeting, clerk to check on any bursary available. 4.5 Membership of OVW £52 agreed. 4.6 Membership of HOWLTA £12 agreed. 5 Planning P/2016/0156 Erection of a pig unit at Treburvaugh Farm , Knighton P/2016/0157 As above P/2016/0155 Erection of manure store at Treburvaugh Farm,Knighton The farm had been visited by Cllrs J Mitchell, C Morgan ,T Lewis and they felt there was no reason to object to the proposals. C Cllr H Lewis had some concerns relating to the proximity of the listed farmhouse to the new units and also to the possibility of air pollution to neighbouring houses. He will raise these issues separately in his capacity as a County Councillor. P/2016/0188 Installation of a single turbine 19.9m to blade tip. At Cefncoch, Cleobury Lane, Heyope. No objection P/2015/0529 Installation of a single turbine at Great Cantel, Llanbister Rd. Although out of the Llangunllo area Cllr C Morgan raised the issue of increased traffic on the B4356, particularly as there is also an application for a chicken unit P/2016/0043, in the same area. This will result in heavy usage of the B road which is already in poor repair. There will also be an increase in heavy traffic through the village of Llangunllo . Clerk to respond to Powys Planning dept. and the Highways dept. 6 Roads 6.1 Dolluggan Lane,Bleddfa. Clerk has reported details to Highways, Powys, as yet there has been no response. C Cllr H Lewis will follow up the matter. 6.2 Notice of closure of B4356 at Llangunllo, from near the public house to Llangunllo bridge, on Sun. 3rd. April ’16 . This is in connection with BT works. Minutes 420 250216 Llangunllo CC.doc Page 2 of 3 7 Whimble Tump Cllr Morgan has ascertained who is responsible for some of the fencing at the field. The style in question (from July ’15 minutes) is in a stretch of fencing which Greenstreet Farm maintains. Cllr Morgan to liase with Greenstreet Farm. 8 Tenders Whimble Tump . Fencing to be checked 28.02.16 by Cllrs. C Morgan and C Breeze. Bleddfa Recreational Field- As far as Cllr Durrant could ascertain the field has been topped and is stockproof for sheep. Notices for tenders for both were given to Cllrs. A Durrant and T Lewis to go on the villages notice boards. 9 Any other business Cllr J Mitchell has had a request from the local WI for a donation towards a village tea party as a celebration of the Queen’s 90th birthday.
