(Marown, Santon, Malew, Arbory, Rushen, Patrick and Peel) Order 2011 Statutory Document No. 4 61 / 1 1 HIGHWAYS ACT 1986 PARISH WALK (MAROWN, SANTON, MALEW, ARBORY, RUSHEN, PATRICK AND PEEL) ORDER 2011 Coming into Operation: 25 June 2011 The Department of Infrastructure makes this Order under Section 38 of the Highways Act 19861. 1 Title This Order is the Parish Walk (Marown, Santon, Malew, Arbory, Rushen, Patrick and Peel) Order 2011. 2 Commencement This Order comes into operation on the 25 June 2011. 3 Interpretation In this Order — "closure period" means any period during which an authorisation under article 2 is in force in relation to the Parish Walk or any part of the Parish Walk; "Parish Walk day" means Saturday 25 June 2011 and Sunday 26 June 2011; "Parish Walk period" means the hours roads are closed to vehicular traffic or subject to one way restrictions as detailed in columns 4 and 5 of schedules 1 and 2 or until the roads are officially notified as opened in accordance with article 9; "Parish Walk route" means the lengths of roads specified in schedules 1 and 2; "one way period" means the hours vehicles are required to travel in the direction specified in schedule 2 or until the roads are officially notified as opened in accordance with article 9; "promoter" means the Manx Harriers Athletic Club; 11986 c.17 2512002/3113 Price: 85p Price Code A "senior police officer" means a member of the Isle of Man Constabulary of the rank of sergeant or above who is authorised by the Chief Constable to act as senior police officer under this Order. 4 Authorisation of use of roads for the Parish Walk (1) The promoter is authorised to use the roads specified in schedules 1 and 2 for the Parish Walk on the day and times specified in columns 4 and 5. (2) The promoter may for any reason cancel the Parish Walk, or any section of the Parish Walk. (3) Where the promoter cancels the Parish Walk or any section of the Parish Walk under paragraph (2) and notifies the senior police officer of such cancellation the relevant authorisation under paragraph (1) of this article shall cease to have effect so far as it relates to the Parish Walk or section of the Parish Walk. 5 Suspension of right of way etc. Subject to article 6, during the closure period in relation to the part of the Parish Walk route specified in schedule 1 no traffic may pass over it. 6 Exemptions from article 5 Article 5 does not apply to the following vehicles — (a) vehicles approved by the promoters or the senior police officer for the conveyance of persons; (i) appointed by the promoter as officials for the purpose of the Parish Walk; (ii) constables; (iii) persons lawfully taking part in the Parish Walk and their attendants; (iv) emergency service vehicles; (v) persons requiring access to properties situated thereon; and (vi) stage service vehicles. 7 Imposition of One Way Traffic Subject to article 6, during the one way period in relation to the part of the Parish Walk specified in schedule 2 traffic must travel only in the direction specified in column 6 of the schedule. 8 Publicity for cancellation etc. Where the senior police officer is notified of the cancellation of the Parish Walk or a section of the Parish Walk under article 4(3), he or she must take such measures as he or she considers appropriate to inform the public of the effect of it. 2 9 Notification of end of closure or one-way provision (1) At the end of each section of the Parish Walk period specified in schedule and schedule 2. (a) the promoters, or (b) the senior police officer after consulting the promoters, (i) must remove all signage and open the roads to normal traffic; (ii) must make such provisions as seem expedient for giving official notification to the public of the conclusion of the Parish Walk and the opening of that section of the Parish Walk route to traffic. 10 Erection of barriers and signs (1) The promoter must ensure that barriers, diversion signs and closure signs are erected and maintained on all roads leading on to the roads specified in schedule 1 and schedule 2 immediately before, or as soon as possible after, the beginning of every closure period. (2) The barriers referred to in paragraph (1) must consist of structures to which signs approved by the Department have been attached, or high visibility traffic tape, or if the Department so directs for any particular location, a banner stating "Road Closed" in red letters on a white background, and suspended from a rope, tubular steel, plastic or other structure. (3) The closure signs referred to in paragraph (1) shall be of the size, colour and type shown in diagram 7010.1 (warning, informatory and regulatory) in schedule 12 of the Traffic Signs Regulations and General Directions 20022. (4) The promoter must ensure that all signage is removed at the end of every closure period for which an authorisation under article 4 is in force. 11 Insurance The promoter must secure insurances and indemnities against death, injury or damage to persons or damage to property arising out of the conduct of the races or arrangements incidental to them of at least two million pounds (£2,000,000). In November 2007 Tynwald resolved that the Council of Ministers consider the establishment of a suitable body for the preservation of War Memorials in the Isle of Man. Subsequently in October 2008, following a report by a Working Group established by Council of Ministers to consider the matter, Tynwald gave approval to the formation of the Isle of Man Government Preservation of War Memorials Committee.     Access Guide to Cronk Keeill Abban (Old Tynwald Site) Manx National Heritage has the guardianship of many ancient monuments in the landscape. A number of these sites are publicly accessible. Please note in most circumstances the land is not in the ownership of Manx National Heritage and visits are made at your own risk. We recognise that visiting the Island’s ancient monuments in the countryside can present difficulties for people with disabilities. We have prepared an access guide for visiting Cronk Keeill Abban (Old Tynwald Site) to help you plan your visit. This access guide does not contain personal opinions as to suitability for those with access needs, but aims to accurately describe the environment at the site. Introduction Cronk Keeill Abban in Braddan is the site of an Early Christian Keeill and was a former Viking assembly site. It is one of four historically recorded assembly sites in the Isle of Man – the others being Tynwald Hill, Castle Rushen and another in Kirk Michael. The earliest written reference to this being a Tynwald site dates from 1429. At this Tynwald sitting the record states that ‘trial by combat’ was abolished. The word Tynwald comes from the Norse thingvollr, meaning place of the parliament or assembly field. The annual meeting held at Tynwald Hill in St John’s would have been the “all-Island” meeting – smaller local groups would have met elsewhere throughout the year. The exact location of the assembly site is not clear, and the present circular dry stone enclosure was constructed in 1929 to commemorate its existence.

    Election for Marown Parish Commissioners Barrantee Skeerey Marooney 24 April 2008 – Marown Methodist Church Hall, Crosby Dear fellow Marown resident My name is PAUL CRAINE. I have been privileged to represent you on Marown Commissioners for the past year. I was “elected unopposed” in March 2007. It didn’t feel at all like democracy in action so I am pleased that the people of Marown will have a chance to vote on 24th April and I invite you to vote for me. I am 52 years old and was born and grew up in the Isle of Man. I first lived in Marown when my parents moved here in the 1970s. I am married to Ann, we have two daughters and we have lived in Ballagarey for almost 8 years. I work in the Department of Education as the education adviser to the Island’s five secondary schools, a post I took up in 1999 after a successful 20-year career in teaching. In addition to being one of your Commissioners I have, until recently been Chairman of the Island Games Association of Mann. I am currently Secretary of the Island’s Christian Aid Committee as well as a member of the Methodist Synod. What have I done in 12 months as a Marown Commissioner? I have attended every monthly meeting of the Commissioners. I have also represented Marown Commissioners on the Western District Housing Committee and on the Municipal Association. In turn I have represented the Municipal Association on the Richmond Hill Consultative Committee which monitors the work of the Energy from Waste Plant.
