Public Works, General Manager Infrastructure & Environment Committee Date: February 27, 2004 Prepared by: George Brovac Extension 4577 SUBJECT: Around The Bay Road Race - (PW04031) - (Wards 1, 2, 3 and 4) RECOMMENDATION: (a) That the application by the Around the Bay Road Race organizers to temporarily close the following streets on the following times be approved: (i) That Main Street West between Bay Street South and MacNab Street South be closed from 7:00 a.m. until 10:00 a.m. on Sunday March 28, 2004; and, (ii) That Main Street (Eastbound only) between Bay Street South and Parkdale Avenue South be closed from 9:30 a.m. until 10:30 a.m. on Sunday March 28, 2004; and, (iii) That Valley Inn Road between York Boulevard and the City of Hamilton limit be closed from 10:30 a.m. until 3:30 p.m. on Sunday March 28, 2004; and, (iv) That York Boulevard (Eastbound only) between Queen Street North and Bay Street North be closed from 6:00 a.m. until 4:00 p.m. on Sunday March 28, 2004. (b) That approval of these closures be subject to the following conditions: (i) That the prior approval of the Chief of Police or his designate be received, and that such permits or authorizations as may be required by the Chief of Police or his designate be obtained; (ii) That the applicant provide proof of $2,000,000 public liability insurance naming the City of Hamilton as an added insured party with a provision for cross liability, and holding the City of Hamilton harmless from all actions, causes of action, interests, claims, demands, costs, damages, expenses and loss; Subject: Around the Bay Road Race (PW04031) - (Wards 1, 2, 3 and 4) - Page 2 of 4 (iii) That all barricading, detour signing and traffic control be subject to the direction and satisfaction of the General Manager of Public Works, or his designate; and, (iv) That all barricading be supplied by and at the expense of the applicant; and, (v) That “Temporary Road Closure” signs be installed in advance by the Public Works Department, on the affected roadways, if deemed necessary by the General Manager of Public Works; and, (vi) That the applicant ensure that clean up operations be carried out immediately before the re-opening of the roads, to the satisfaction of the General Manager of Public Works at the expense of the event organizer. (vii) That no property owner or resident within the barricaded area be denied access to their property upon request; and (viii) That all property owners and tenants along the closed portion of the route be notified of the event by the applicant prior to the event in a form acceptable to the General Manager of Public Works. _________________________ Peter M. Crockett, P.Eng. General Manager Public Works EXECUTIVE SUMMARY: The City of Hamilton will be hosting the Around the Bay Road Race on Sunday March 28, 2004. In order to accommodate the event, a number of road closures will be necessary. Consequently the Around the Bay Road Race organizers are requesting the temporary closure of the following: • Main Street West between Bay Street South and MacNab Street South from 7:00 a.m. until 10:00 a.m.; and, • Main Street (Eastbound only) between Bay Street South and Parkdale Avenue South from 9:30 a.m. until 10:30 a.m.; and, • That Valley Inn Road between York Boulevard and the City of Hamilton limit from 10:30 a.m. until 3:30 p.m.; and, • York Boulevard (Eastbound only) between Queen Street North and Bay Street North from 6:00 a.m. until 4:00 p.m. This is an annual event in Hamilton that in the past years attracted approximately 3,000 participants. This year, the organizers are anticipating 6,000 participants competing in three categories. Area businesses and residents will be notified in advance of the event date via an article in the Hamilton Spectator. The Public Works Department will install advance warning signs for motorists. Hamilton Police Service will be providing control within the closure area at a number of intersections. Hamilton Street Railway staff is aware of the traffic implications and will re-route their operation accordingly. BACKGROUND: The information/recommendations contained within this report primarily affect Wards 1, 2, 3 and 4 with City wide implications. The Around the Bay Road Race organizers are requesting the temporary closure of the Main Street West between Bay Street South and MacNab Street South from 7:00 a.m. until 10:00 a.m., Main Street (Eastbound only) between Bay Street South and Parkdale Avenue South from 9:30 a.m. until 10:30 a.m., Valley Inn Road between York Boulevard and the City of Hamilton limit from 10:30 a.m. until 3:30 p.m. and York Boulevard (Eastbound only) between Queen Street North and Bay Street North from 6:00 a.m. until 4:00 p.m. This is an annual event in Hamilton that in the past years attracted approximately 3,000 participants. This year, the organizers are anticipating 6,000 participants competing in three categories. The three categories include a 30 km run, a 5km run and a 30 km walk. In order to meet this demand, Traffic Planning staff met with the organizers, Hamilton Police and Hamilton Street Railway staff to discuss the City implications of the event. The outcome was a traffic plan that, at the cost of the applicant will attempt to accommodate the event without ignoring the residents of Hamilton. Public Works Department will install advance warning signs. The HSR will temporarily detour their routes along Main Street and York Boulevard. Hamilton Police Service staff will provide traffic control at a number of intersection and road sections throughout the race course. As we have not received any objections from the area businesses or residents regarding previous occurrences of this event, and as Hamilton Police Service will provide appropriate traffic control, this Department can support this event. ANALYSIS OF ALTERNATIVES: N/A FINANCIAL/STAFFING/LEGAL IMPLICATIONS: The applicant has paid the appropriate $450 road closure fee. Additionally, the applicant intends on recovering all costs associated to the transportation plan (barricades, cones, Police and traffic signing) through the City of Hamilton’s Community Partnership Program. An application has been submitted by the organizers of the Around the Bay Road Race and is under review by the Special Event Application Team. POLICIES AFFECTING PROPOSAL: The City has a policy for delegated authority for short term road closures. The policy states that delegated authority is given for events from previous years as long as: the event takes place in the same location as the previous year, and during the same time Subject: Around the Bay Road Race (PW04031) - (Wards 1, 2, 3 and 4) - Page 4 of 4 of day/day of week and does not include the serving of alcohol. This event does not conform to the policy, as the growth of the event has warranted the implementation of a traffic plan and extended road closures on Main Street and York Boulevard. CONSULTATION WITH RELEVANT DEPARTMENTS/AGENCIES: The Around the Bay Road Race organizers, Hamilton Police, Hamilton Street Railway, Special Event Application Team CITY STRATEGIC COMMITMENT: Special events help citizens celebrate and preserve the diversity of the City of Hamilton as well as promoting Hamilton as a desirable place to live and work. .
