Annual Report 2017/18 Member’s Annual Report 2017/18 This is the report by the Councillor below regarding his key activities over the year ending 31 March 2018. It is provided for the information of all constituents and for no other purpose. The views expressed in this report are those of the Councillor and they do not necessarily reflect the views of the Isle of Anglesey County Council. The statistics do not include attendance at other meetings related to the work of the Council. Attendance may also be dependent on the availability of a Member who is in employment. Attendance levels may vary due to the nature of work and responsibilities of members - as portfolio holder, committee chair or representing the Council on outside bodies, for example. I am a member of the Isle of Anglesey Charitable Trust and attended 5 of the 6 meetings arranged. I am also a member of the Regeneration Committee and attended the 2 meetings arranged. I represent the Council on the following outside bodies: Governor – Bodorgan Primary School Governor – Ysgol Gyfun Llangefni 2 - Constituency Activity 1) Attended 9 meetings of Bro Aberffraw Community Council 2) Attended 9 meetings of Bodorgan Community Council 3) Attended 9 meetings of Rhosyr Community Council 1 4) Held 2 meetings in Newborough with highways to try and resolve the traffic problems in Newborough. Also met with Officer in Dwyran re the speed limit restrictions 5) Attended 10 meetings of Malltraeth Ymlaen Community Group 6) Attended 6 meetings of Canolfan Ebeneser Community Centre 3 - Initiatives and Special Activities Chaired Appeals Panel for Llangefni County Secondary School Was President (Honorary) of Aberffraw Flower Show 2017 4 - Learning and Development I have attended the following learning and development initiatives during the past year (information supplied by the Isle of Anglesey County Council): Introduction to the Authority’s Services 11/05/2017 Briefing session – Corporate Plan and Code 18/05/2017 IPad training 31/05/2017 Basic Safeguarding 01/06/2017 Gifts, Hospitality and Declaration of Interests 02/06/2017 The Constitution 05/06/2017 Housing Act 06/07/2017 Member Briefing Sessions ( 6 out of 12) May 2017 – March 2018 Attendance levels may vary due to the nature of work and responsibilities of members - as portfolio holder, committee chair or representing the Council on outside bodies, for example. 5 - Other Activities and Issues I have met with constituents who were suffering from the recent flooding on several occasions.     Advisory Visit Bodorgan Estate, Anglesey April 2012 1.0 Introduction This report is the output of a site visit undertaken by Tim Jacklin of the Wild Trout Trust to the Bodorgan Estate, Anglesey on, 12th April, 2012. Comments in this report are based on observations on the day of the site visit and discussions with Tim Bowie (General Manager of the Estate), Holly Parry (local graduate of Bangor University), Billy Tweddle (Gamekeeper) and Ian Ferrier (experienced local angler). Normal convention is applied throughout the report with respect to bank identification, i.e. the banks are designated left hand bank (LHB) or right hand bank (RHB) whilst looking downstream. 2.0 Catchment and Fishery Overview Bodorgan Estate is on the south-west of the Isle of Anglesey, North Wales, and covers an area of approximately 15,000 acres. Within the Estate is Llyn Coron, a lake of approximately 90 acres (cover picture), which is within the catchment of the Afon Ffraw. The lake contains wild brown trout and sea trout which run the Ffraw. The lake is fished by a small syndicate (and day ticket anglers) and is occasionally stocked with farmed brown trout. The main focus of this advisory visit was the Afon Fraw, Llyn Coron and their tributaries. Also on the Estate is the Afon Caradog, a tributary of the Afon Crigyll which joins the sea at Rhosneigr. Sections of the Caradog were also inspected during this visit at Y Werthyr (SH373783) and Bryn Glas (SH372781). Information from the River Basin Management Plan (Water Framework Directive) published by Environment Agency Wales (EAW) is shown in the table below for the Crigyll catchment (including Afon Caradog) and for the Ffraw.

    ISLE OF ANGLESEY COUNTY COUNCIL REPORT TO : Corporate Scrutiny Committee DATE: 17 September 2015 SUBJECT : Modernising Schools on Anglesey – Formal Consultation in the Bro Rhosyr and Bro Aberffraw areas PORTFOLIO HOLDER(S): Councillor Kenneth Hughes REPORT AUTHOR: Emrys Bebb Tel: E-mail: 1.0 RECOMMENDATIONS At its meeting on September 8, 2014, the Isle of Anglesey County Council Executive Committee resolved: To authorise the Officers from the Lifelong Learning Department to enable them to conduct an informal or non-statutory consultation process on the primary education provision in South Western Anglesey. To subsequently prepare several possible options on the way forward by early 2015. The Council have consulted with parents, governors and staff at the six schools in the area and also with the local communities, local councillors and with the Welsh Government and other stakeholders. The consultation period ran from November 17th 2014 until December 21st 2014. The non-statutory or informal consultation meetings were arranged with the staff, governors and parents of the 6 schools involved over this period. Consultation meetings were also held with community councils in the Bro Rhosyr and Bro Aberffraw areas. Several possible options on the way forward for the primary education provision in the Bro Rhosyr and Bro Aberffraw areas were considered in the non-statutory or informal consultation process. Two possibilities arose from the detailed analysis conducted:- Option A This would be based on Option 2, namely a new school for Bodorgan, Brynsiencyn, Newborough, Dwyran and one new school for Llangaffo and Parc Y Bont. In this context, locating one of the new schools in the Newborough area would mean that about a third of the children are able to walk to school.

INTRODUCTION AND BACKGROUND A report was discussed under item 12 on the Standards Committee Agenda on 14 September 2016 which included information about the requirements under the code of conduct for town and community councillors. 2. BRIEFING NOTE A Briefing Note, as in Appendix 1, was sent to Town and Community Council Clerks on 14 December 2016. Clerks were asked to bring the briefing note to their members’ attention and to contact the Solicitor – Corporate Governance before 20 February 2017 to provide a copy of the minutes of the relevant meeting to confirm (a) that the Community Council had discussed the matter, and (b) that members of the Community Council had received a copy of the briefing note. Appendix 2 provides a summary of responses received. 3. FURTHER INFORMATION On the same day that the Briefing Note was sent to Town and Community Council Clerks an e-mail was also sent to the Elected Members of the Isle of Anglesey County Council. The purpose of this e-mail was to advise them to be careful. There was concern that Members, in their role on town and community councils, would become aware of the briefing note and would be uncertain regarding their duties.
