    MEDIA COVERAGE OF THE CASE “TELECOM” Assessment of the investigative journalism in some of the media in Macedonia in the period between 29 December 2011 and 10 February 2012 Author: Teofil Blazevski Skopje - February 2012 Transparency International - Macedonia Introduction Subject of this analysis were the texts in some of the media in Macedonia on the “Telecom” case. The case involves a big company in Macedonia with combined foreign-national ownership, whose representatives at a given point of time, according to the facts established by both Macedonia and the United States so far, had undertaken unlawful and illegal actions with elements of corruption thus damaging both the shareholders and the citizens. The case was once again in the centre of attention of the Macedonian media after the documents collected by the US authorities became available at the end of 2011. They clearly pointed out that Magyar Telecom in the period between 2005 and 2006 performed certain unethical financial operations aimed at bribing officials both in Macedonia and Montenegro in order for the owner to gain additional profit. Our analysis concentrates on the story coverage by the Macedonian media in a period of about 40 days. Out of a total of 58 media, if we exclude the ones focused on culture or entertainment, the number of monitored media comes down to 40. Methodologically, the analysis had been performed with the help of statistical indicators that were afterwards interpreted.     Proportional Electoral Systems and Number of Parties in Parliament Evidence from Macedonia ZHIDAS DASKALOVSKI Politics in Central Europe (ISSN: 1801-3422) Vol. 15, No. 3 DOI: 10.2478/pce-2019-0025 Abstract: What is the best electoral system to increase the number of political parties represented in Parliament? This article answers the question using data from all the elections in Macedonia since 2002, and by making simulations of the results according to different electoral systems. In principle, we found that the electoral model that would bring most parties to the Macedonian Parliament is the Droop and Hare used in one electoral district. Moreover, the article answers the question how favourable different electoral systems are to larger/smaller parties. We find that the following is the order of electoral systems from most to least favourable for larger parties: Imperiali high‑ est averages, D’Hondt, Sainte ‑Laguë, Largest remainders – Imperiali, Danish, Largest remainders – Droop, Largest remainders – Hare. Keywords: proportional electoral systems, favourable to large/small parties, Macedonia. Introduction Proportional electoral systems (PR) based on party lists in multimember con‑ stituencies are widespread throughout Europe. This article provides a detailed analysis of the electoral system used in Macedonia focusing on the rationale for the use of the proportional electoral system. As a multiethnic, new democracy the country has employed this electoral model since the 2002 elections. The idea behind using the proportional system is that it will well reflect the interests of different segments of the society. BACKGROUND This Annual Report is prepared in accordance with the Agreement signed in March 2013 between the OSCE Mission in Skopje (OSCE) and the Helsinki Committee for Human Rights of the Republic of Macedonia (MHC) for the implementation of the “Supporting national stakeholders in tackling hate crimes and hate speech” project. 1. Project Summary The Project's overall goal is to increase the understanding and strengthen the capacity of the institutional and civil society stakeholders to effectively deal with hate crime and hate speech in accordance with the domestic legislation, OSCE commitments and the International standards. One of the main aims of the project is to increase the capacity of legal practitioners and civil society to process and report occurrences of hate crimes in the country. The project commenced on February 25 and lasted until December 25, 2013. MHC was tasked with implementing its part of the list of tasks (see Point 2 below) in a time period of 8 months (March 4 – November 4, 2013). However, MHC started working on the project from 28 February 2013 and continued its implementation as an in-kind contribution until 31 December 2013. The report covers the period between February 28 and December, 2013 and is envisaged to serve as an indicator of the scope, nature and frequency of hate crimes perpetrated in Macedonia.

    POLITIČKI PROCESI: KRIZA PARLAMENTARIZMA U MAKEDONIJI Izazovi parlamentarne demokracije u Makedoniji Nenad Marković i Denis Prešova Uvod Politički zrela parlamentarna demokracija podrazumijeva Sukob vlasti i opozicije u procesu stabilne političke institucije i poštovanje postupaka u njima. Istodobno, stabilna demokratska zajednica znači da se poli- donošenja proračuna za 2013. najveći tički sukobi zbivaju u institucijama, a ne izvan njih. Upravo su te dvije dimenzije dovedene u pitanje u aktualnoj političkoj je izazov parlamentarnoj demokraciji u krizi parlamentarizma u Makedoniji. Ona je počela 24. pro- sinca 2012. kada se usvajanje proračuna za 2013. u Sobranju dva desetljeća neovisne makedonske pretvorilo u oštar stranački sukob, koji je ubrzo otvorio i neka konstitucionalna pitanja. Da bi se razumjeli geneza i posljedi- države. Nedostaci proceduralnih normi ce krize, treba dobro poznavati proces donošenja proračuna u Makedoniji. Tek se na toj osnovi može informirano rasprav- i njihovo izravno kršenje doveli su do ljati o biti povrede proceduralnih pravila u tom procesu, kao i o najvećem incidentu u zakonodavnom tijelu koji je uvelike nezapamćena incidenta u kojemu su posljedica kršenja parlamentarne procedure. Važno je ukazati i na nedostatke Poslovnika (Delovnika) Sobranja koji omogućuju opozicijski zastupnici iz makedonskoga da se zakonodavni proces blokira i u tako važnim pitanjima kao što je donošenje proračuna. Upravo su nedostaci Poslovnika i etničkog bloka bili izbačeni iz Sobranja nepoštovanje procedura u Sobranju uzrokovali najveću po- litičku krizu u zemlji od makedonsko-albanskih sukoba 2001. primjenom fi zičke sile Analizom pravnog okvira i stvarnih događaja pokušat ćemo ot- kriti jezgru političke krize, njezine posljedice za politički sustav i stabilnost demokracije te izraziti neke teorijske dvojbe što ih je izazvao cijeli slučaj.

Within the definition of news production, the theoretical framing includes story ideation as the key process in story suggestion. Bantz, McCorkle and Baade (1980) have termed this process of story idea generation as “story ideation.” The second phase is story narration that refers to the process of the development of a story narrative as well as its narrative context. The third phase in the (partly iterative) sequence of news production is story presentation because once a central narrative (the “story”) has been identified the producers of news build their coverage in a way that is consistent with the story line. The theoretical framing also classified the various influences on the news production into two main categories, generic influences on the news and conflict-related influences on the news. Generic influences on the news include social influence, community level influence and individual influences, whereas conflict-related influences include normative, structural and cultural influences on the news production. To enable deeper research on the subject of news production, the Work Package 1 aims to use interviews as primary methodological tool to collect data from journalists in the respective regions of conflict.
