CALL FOR PROPOSALS Enhancing the Role of Arts, Culture, and Sports in Promoting Peace in South-Central Somalia Date of issue: 25 November 2014 Closing date: 8 November 2014 Closing time: 5.00 pm Bidders’ conference: 3 November 2014 Bidders’ conference venue: Xamar Jajab District Community Centre 1. Background Transition Initiatives for Stabilization (TIS) is funded by USAID and implemented by IOM. In partnership with various partners across different levels of government and civil society, TIS implements Arts and culture-based Peacebuilding and Community Outreach Initiative to enhance the role of arts and culture in peacebuilding in Mogadishu. The aim is to revive Somali art, music, and traditional storytelling with focus on revitalizing the Somali arts and music that were destroyed during the war and using it to advocate for peace and reconciliation. TIS-IOM has successfully supported a variety of activities in Mogadishu, including: Revival of Somali music and artists Groups Youth music and art competitions Establishing ad hoc art academies for youth Painting public murals on selected buildings and roads Supporting Somali singing competitions Supporting musical and dance events Following the achievements to date, TIS-IOM will continue to support Somali arts and culture as a means to contributing to the stabilization of Somalia. TIS-IOM is calling for proposals from interested local civil society organizations and government institutions to implement a wide 1 range of innovative Somali arts, culture, and youth activities to promote peace in the Benadir Region (Mogadishu), Lower Shabelle, and Middle Shabelle (Jowhar, Warshiikh and Balad Districts). The activities should revitalize Somali arts and culture and use it as a means for peace messaging and community dialogue and reconciliation. 2. Scope of Work The Scope of work includes: Develop and implement an innovative arts and culture-based Peacebuilding and Community Outreach program focusing specifically on art, music, poetry, drama, and sports as an instrument for peacebuilding, with special focus on at-risk youth. The program must demonstrate the following: o How to increase Somalis’ interest specially the youth in arts and sports as an instrument for Peace building o How to use arts as a communication tool against extremism, which is a major threat to stability in Somalia, especially among youth. o How to enhance the capacity of youth through the building of marketable musical and artistic skills among the at-risk youth (returnees, IDPs, unemployed, etc.) with a view to enabling them to earn livelihoods. o How to empower youth to use art and music as a tool for self-expression and/or medium to address public grievances/issues o How to increase the capacity and skills of Somali artists in peacebuilding and enhancing local security. o Identification of youth sporting activities and utilize these activities ass means of engaging youth in healthy activities Illustrative Activities Mobile theatre (travel to schools, community centers, government offices, etc.) Art exhibitions (in parliament, streets, hotels, etc.) Public art competitions (art, music, poetry, drama, etc.) School competitions & contests (art, music, poetry, drama, etc.) Radio shows (dramas, stories, music, poetry) Dancing & cultural events Murals, billboards, and painting Youth and sports activities 2 3. Expression of interest requirements Local NGOs, CBOs, associations, youth groups, and relevant government institutions with proven experience in working with youth and artists should apply. The applicant must be able to work in Mogadishu, Somalia, (and/or Afgoye, Jowhar, Warshiikh and Balad districts) and demonstrate the ability and capacity to carry out all the above mentioned tasks. All attachments mentioned below are mandatory. Applications without all requirements will not be considered. One-page Expression of Interest, including the following: Copy of certificate of registration of organization or group (if applicable) Brief description of past experience in implementing arts, culture, or youth programming List of key personnel and their CVs 4. Scoring criteria The proposal will be evaluated on the basis of the following criteria 1. Relevance and appropriateness of the proposed arts, culture and sports activities………………………………………………………40% 2. Minimum 3 years’ experience in implementing similar assignments with Somali Government, UN and INGOs in Somalia……………………….15% 4. Cost effectiveness of the proposed budget ……………………… 25% 5. All interested parties who wish to bid must register with IOM procurement by submitting the Expression of Interest described above via email (see email address below). 2. All interested bidders will be invited to attend a pre-proposal bidder’s conference (Arts, Culture, and Youth Fair). The date and the venue of the conference are as indicated above. Call for proposal and proposal template will be issued at the bidders’ conference. 3 3.
