Organisation of WVER implicates participation of many actors … but smaller ones (the non members) do have little influence Stakeholder-groups are involved in a good manner … but no initiatives for involving civil society Wide spectrum of strategies und instruments (also thanks to WFD/FD from EU), … but missing aspects e.g. water-demand-management Unclear responsibilities especially for adaptation to climate change: free-will principle on federal state level and consequently resources 47 47 Dezernat IV UB Gewässer Results - Coherence All-in-all “supportive” due to WVERs structure: WVER is responsible for all water management issues the members pay for EU – politics seem to have an important role in getting a holistic and synergetic view on water management There is trust und interdependence between the actors, with a positive trend on a time scale …but: system seems to have a standstill when it comes to controversial themes. The principle on free-will and cooperation is ‘carried to end’. What about end of
