ORDER:

Hon’ble Chief Minister made the following Announcement on the floor of Legislative Assembly on 14.05.2013 under Rule 110 of the Tamil Nadu Legislative Assembly.

“Establishment of 100 ‘Mathi’ mobile shops and sales outlets at a cost of Rs.5 crores”.

The Managing Director, Tamil Nadu Corporation for Development of Women Limited in the reference second read above has stated that they have been promoting and nurturing women Self Help Groups for their economic development by building their capacity and by providing backward and forward linkages. Many Self Help Groups have taken up income generation activities and producing various products which can be broadly categorized into Handlooms and textiles, Handicrafts, Food items, Herbal products and Home utilities. These products are being sold by the Self Help Groups in the local as well as nearby urban markets. The State Government supports the Self Help Groups in marketing their products by organizing State, Regional and District level exhibitions. The Self Help Groups products are also promoted at the National level through facilitating participation in International Trade Fair (IITF) and SARAS exhibitions organized by Government of India. In addition to these the Government have taken various initiatives to promote market for Self Help Group products through standardization, value addition, packaging, labeling etc. It also introduced a common logo and the common brand ‘Mathi’ for Self Help Group products.

3. She has further stated that Self Help Groups have a great potential to produce many products in large volumes, but the limited avenues for marketing has been a major stumbling block. Currently they are provided space in the District Market Complexes established under Swarnajayanthi Gram Swarozgar Yojana scheme and in Village Haats to sell their products. Many of the products produced by the Self Help Groups like toys, organic foods, herbal products, handicrafts, stylish jute products etc have better market in urban areas. Lack of sufficient market avenues is one of the major constraints in promotion of more Self Help Groups to take up production activities. To address this critical gap between production of handmade and organic products by rural Self Help Groups and great market potential in distant urban markets, marketing of products through exclusive sales outlets is now proposed.

She has also stated that the ‘Mathi’ Mobile Sales Outlets will be established in urban areas, tourist places, trade centres and in places where people gather in large numbers such as airports, railway stations, bus stands, temples, Government offices, institutions etc. These outlets will give an opportunity to the Self Help Group members to sell their products to the urban customers as well as to the people on travel which will boost not only their sales but also their confidence to increase the volume of their production activity. These outlets will have facilities for products display, sales counters, stock, price list of products displayed, cash chest, Card swiping facility etc. These outlets will be managed by District Supply and Marketing Society (DSMS) of the concerned districts by engaging Panchayat Level Federation / Self Help Group members. In Chennai Corporation area, these outlets will be managed by the State Supply and Marketing Society (SSMS) through Self Help Groups. The District Supply and Marketing Society and the State Supply and Marketing Society will procure the products from the producer Self Help Group directly and maintain sufficient stock all the time. All purchase decisions and the rates will be decided by the executive committee of the District Supply and Marketing Society and the State Supply and Marketing Society as the case may be. The executive committee of the District Supply and Marketing Society and the State Supply and Marketing Society will also decide the products to be kept in these outlets for sales. The District Supply and Marketing Society and the SSMS may add a maximum of 5% over and above the purchase rate as their service charge and fix the MRP. The cost for establishing an outlet will be Rs.5.00 lakhs which includes Rs.1.00 lakh working capital. The total cost for establishing 100 Mathi Mobile Sales Outlet will be Rs.5.00 crores. The expenditure will be met from Tamil Nadu Sate Rural Livelihoods Mission funds.

The Managing Director, Tamil Nadu Corporation for Development of Women Limited has stated that in the Annual Action Plan for 2013-14 approved by the Government, provision has been given for sanction of Rs.25.00 lakhs to the State Supply and Marketing Society and Rs.5.00 lakhs for each District Supply and Marketing Society and an amount of Rs.5 crores has been sanctioned in the Annual Action Plan for establishment of 100 Kiosks at the rate of Rs.5.00 lakhs per shop and as sufficient funds are available under Tamil Nadu Sate Rural Livelihoods Mission for establishment of these Kiosks, she has requested the Government to issue necessary orders for establishment of 100 ‘Mathi’ Mobile Shops and Sales Outlets at Rs.5.00 lakhs each at an estimate of Rs.5.00 crores by utilizing the funds from Tamil Nadu State Rural Livelihoods Mission. . . .3. . . 3 . .

The Government after careful examination of the proposal of the Managing Director, Tamil Nadu Corporation for Development of Women Limited above, accept it and permit the Managing Director, Tamil Nadu Corporation for Development of Women Limited to establish 100 ‘Mathi’ Mobile shops and sales outlets at Rs.5.00 lakhs each at an estimate of Rs.5.00 crores by utilizing the funds from Tamil Nadu State Rural Livelihoods Mission, and the expenditure should be within Budget Estimate 2013-14 provision. The tentative list of location for the fixed and mobile shops are in the Annexure to this order. The Managing Director, Tamil Nadu Corporation for Development of Women Limited is permitted to modify the locations in cases where such change is necessary.

7. This order issues with the concurrence of Finance Department vide its U.O.No.203/JS(AR)/2013, dated 22.08.2013.
