1) Executive Summary (max. 1000 characters):

As it was our main motivation to increase and empower the trans movement two years ago, today we can proudly say that we fulfilled this goal. We filled a parliamentary room with self-determined trans and people. We had our first trans bloc in the Lisbon LGBT March. While creating our own media, visibility and also supporting the first to run to parliament, when just a few months earlier we made the government respond to our accusation on violations of human rights of trans people on health care. Ação Pela Identidade - API is the first legally recognized NGO in Portugal working with and for trans and intersex people. The struggle to find our place in political and public society made us stronger as an organisation and as a movement. As we are based in Lisbon, our capital, we strongly believe that is the perfect place to host, as its fame is being stated all over the world of one the most beautiful, affordable and prominent artistic cities.

3) Community / Volunteers

How is your organisation rooted and connected with the local trans community, incl. how many volunteers will likely support the event (max. 1000 characters)?

API is the leading organization in the Portuguese trans movement, being the only one registered trans- and intersex-led organization in the country. Right now, we have more than 20 registered members (as the minimum required to register our organization to apply to some local small grants), but we have more people wanting to get involved in our work.

API also have good relations with the informal trans-led organizations, and with some larger feminist and LGBT organizations in Portugal, whose we believe will be very happy to get involved in the organization of the 7th European Transgender Council.

Transgender Europe – TGEU. www.tgeu.org 4) Relation with State Officials

Please describe your connection with officials relevant to a smooth running of the event (max. 1000 characters):

Action for Identity is a member of the Council of Equality, that is a direct branch from the Social Rights department of the Lisbon Municipality. On a national level, we have opportunity to directly meet with the different government representatives. Being more specific, we are invited to speak in panels organized by the Commission of Gender Equality and Citizenship - CIG from the Presidency of the Ministers Council, which is a government body. We also have a good line of communication with the parliamentary representatives , as we organized a parliamentary hearing in 2015 with Left Bloc, also with Communist Party that asked directly the Government about API’s exposition on violations of the human rights of trans people in health care, specifically in surgeries. On top of that, our public and political lobbying lead us to advise Left Bloc in their electoral program and, as a result, those advises where after the last election included in the Government Program.

5) Experience in Event Organisation

Please explain bigger events your organisation and the people forming the core team successfully organised, including securing funding, in the past (max. 1000 characters):

Our team have organized parties, trans blocs, a TEDx event, along side other social events from nightlife to international 20 days training. API has been doing supporting events like the TGEU training in Lisbon last November, where we took care of the social part of the meeting. We also organize events outside Lisbon, like this last February when we planned an open forum with political, parliamentary and media representatives and another art installation, as all the annual talks. Beside that, API also worked with others, organizing the Trans Youth National Meeting, where young trans people went for a weekend to the north of Portugal. All those events comprise experience and professional background, from catering to logistics and capacity building into social and political events, conferences and also by receiving international attendees. Regarding funding, at least four of our team members are used to work with external funding while running non-profit events.

Transgender Europe – TGEU. www.tgeu.org 6) Motivation to Apply

Please state your motivation to host the 7th European Transgender Council and ideas you may already have, e.g. on the venue or on social events (max. 1000 characters):

In the past we didn’t had the experience as an NGO to host such an important event. In two years from now, our reach will be even bigger than now, as we are reaching our strategic plan and it’s our internal wish to host the Council. The Iberic Peninsula is a field that needs some type of support and visibility and we aim as a NGO to expand the work from our region. Our Portuguese social environment lacks emancipation, not only on trans and intersex but in other spheres too.

Therefore, it’s Action For Identity goal to show our country how diverse and empowered it can be by contributing for a global cause alongside TGEU. It would be a pleasure to innovate and expand our intersectional and media strategies into action and shift the Council model from the past years, making it a huge headline in the Portuguese newspapers as the first one on this side of Europe. We want to network and work from the ground up in our European trans community as a whole - north, south, east and west - in justice.
