Jakob-Moritz Eberl, Eva Zeglovits and Hubert Sickinger provide a comprehensive preview of the vote, writing that although polling is consistent with the idea the ÖVP and Kurz are the probable election winners, a noteworthy number of voters are still undecided. Kurz becoming the next chancellor is thus not as set in stone as Angela Merkel’s win in Germany was. Credit: Michael Tholen (CC BY-NC-ND 2.0) Austria’s last parliamentary election in September 2013 resulted in two new parties gaining parliamentary representation, the populist Team Stronach (founded by billionaire Frank Stronach) and the liberal NEOS, while the BZÖ, Jörg Haider’s party which was in government between 2002 and 2006, failed to pass the threshold for parliamentary representation. The governing parties, the Social Democrats (SPÖ) and the People’s Party (ÖVP), recorded all-time lows in support, but still formed a coalition after the election. Team Stronach, however, deteriorated into insignificance very soon afterwards. Since then, however, Austrian voters have become increasingly dissatisfied with the performance of the SPÖ- ÖVP government. Eventually, the so-called refugee crisis in 2015 led to the right-wing populist FPÖ surging into first place in the polls. Soon after, in 2016, both government parties suffered a heavy defeat in the presidential elections, when their candidates gained only around 10% of the vote each, and failed to participate in the second, decisive round of the contest.

    GENERAL ELECTIONS IN AUSTRIA 29th September 2013 European Elections monitor General Elections in Austria: another grand coalition? 6.5 million Austrians will be renewing the 183 members of the National Council (Nationalrat), the Corinne Deloy lower chamber of Parliament on 29th September next. Translated by Helen Levy Will Chancellor Werner Faymann’s Social Democratic Party (SPÖ) and the People’s Party (ÖVP) led by Vice-Chancellor Michael Spindelegger who have governed the country since 2006 continue with the grand coalition? This is the focus of this election. If they do not win an absolute majority the next government may comprise three political parties. A coalition would however be difficult to Analysis form, since the SPÖ is against any cooperation with the Freedom Party (FPÖ) on the far right led by Heinz-Christian Strache – with the same applying to the Team Stronach for Austria formed by Aus- tro-Canadian businessman Frank Stronach. The Greens, led by Eva Glawischnig Piesczek, refuse to govern with the ÖVP. Michael Spindelegger qualified the formation of a three party government coalition as “dangerous”. The arrival of the Team Stronach in the political arena adds additional uncertainty to the elections. This party is attracting discontented voters but for the time being it is refusing any alliance with the government parties. Just one month before the election the continua- tion of the SPÖ-ÖVP coalition does seem to be the most likely configuration however. In a survey by Spectra two-thirds of the Austrians (67%) said they preferred to be governed by a two party coalition. The continuation of the coalition won 34% approval; 18% of those interviewed supported a coalition including the SPÖ and the Greens and 11% preferred the ÖVP and the Greens.

Sylvia Kritzinger and Eva Zeglovits assess the election results, which saw the country’s two major parties, the SPÖ and ÖVP, maintain a narrow majority. They write that while the results mean the incumbent grand coalition will likely continue, the real story is the growing vote share for smaller parties which may lead to a ‘political earthquake’ in future elections. The general election in Austria can probably be described best by the two normally mutually exclusive words: stability and change. Stability, in the sense that again the two established parties, SPÖ and ÖVP, became the two strongest parties in Austria and will most likely continue to work together in the so-called grand coalition. Change, in the sense that the electoral results of the single political parties suggest major upheavals amongst Austrian voters without changing the government status-quo. Turning first to the electoral turnout, Austria experienced an all-time low in electoral participation. While in 2008 78.8 per cent of Austrians turned out to vote, in this election turnout declined to 74.9 per cent. Although in comparison to many other Western European democracies turnout is still comparatively high, it nevertheless indicates a change in the voting behaviour and voting duty of Austrian voters.
