ISIS BS-2020/21-i8.2 Emergency activation quick reference The Emergency Action Plan (EAP) for Isis Balancing Storage covers five dam hazards evaluated within Sunwater’s Dam Safety Management Program. Use the following table to select the relevant section of the EAP that deals with the dam hazard. The Incident Coordinator (IC) is responsible for the decision to activate the EAP. Should the IC be unavailable, the Local Event Coordinator (LEC) or Dam Duty Officer (DDO) is responsible for the decision. Table 1: Emergency activation quick reference Activation Levels Dam Hazards and Alert Lean Forward Stand Up Stand Down section numbers • Locally managed (DDO) • Locally managed (DDO and IC) • Locally managed (DDO and IC) with advice from • Locally managed (DDO and IC) with advice Owner’s Rep/DSTDM from Owner’s Rep/DSTDM Activation triggers for dam hazards Flood operations • EL 64.10m and rising • Storage above EL 64.30m • Storage above EL 64.40m • Storage level EL 64.30m and falling See section 5 Chemical spill/toxic • Reports of contamination or potential • Not applicable • Confirmation of or highly likely probability of a large • Risk assessment that risk has reduced conditions contamination in the catchment area of the amount of chemical spill/toxic conditions found in the • Confirmation that significant contamination See section 6 storage (excludes normal operating and storage/catchment has not occurred monitoring of BGA) • All clear WQ test result • Escalated BGA or toxic condition from the Sunwater Environmental group Piping: embankment, • Increasing leakage through an embankment, • Increasing leakage through an embankment, • Piping condition has been established • Risk assessment has determined that failure foundation, or the foundations, or abutments the foundations, or abutments with cloudy risk has reduced abutments water See section 7 Earthquake • Earthquake reported or felt in the area, AND • Earthquake reported or felt in the area, AND • Earthquake reported or felt in the area, AND • Risk assessment has determined that failure See section 8 • Intensity less than 5 Modified Mercalli (MM) • Intensity greater than or equal to 5MM, OR • A possible failure path has been identified risk has reduced • Intensity less than 5MM and change detected during surveillance inspection Terrorist threat/ activity • Not applicable • Not applicable • Possible terrorist activity noticed at dam or threat • Risk assessment has determined that failure or high energy impact received risk has reduced See section 9 • Large explosion heard/observed at dam (e.g., bomb explosion, aircraft hit) • Failure in progress or likely due to impact or explosion • Sufficient water in storage to create a dam hazard CONTINUED NEXT PAGE: EMERGENCY ACTIVATION QUICK REFERENCE ALL ACTION MUST BE TAKEN WHEN IT IS SAFE TO DO SO 13 15 89 Sunwater Customer e.g., taking photographs/video, dam inspections, instrument readings !
