Country representative of UNHCR Philippines visited the IDPs in Talitay. @ UNHCR/ Tanghal DISPLACEMENT OVERVIEW DISPLACEMENT IN JULY In July 2019, a total number of 4,348 families (21,740 individuals) were displaced in Mindanao due to natural disaster (1,340 individuals) armed conflict (19,840 individuals), and clan feuds (560 individuals). Out of 21,740 individuals 4,348 displaced throughout the month, 16% (3,410 individuals) have returned to their Families homes by the end of July, leaving 84% (18,330 individuals) still displaced by the end of the reporting period. As of the 31st of July, a total number of 34,011 families (169,017 individuals) are 21,740 currently displaced in Mindanao. Those displaced can be classified into three Individuals main groups, depending on the length of displacement: Group A: 3,666 families (18,330 individuals) remain displaced out of 4,597 CIVILIAN CASUALTIES families displaced within the month; From January to July 2019 Group B: 1,415 families (6,697 individuals) remain displaced, and have been protractedly displaced for more than 30 days but less than 180 days; and 24 Persons dead Group C: 28,930 families (143,990 individuals) remain displaced and have been protractedly displaced for more than 180 days. Those classified under Group C are concentrated in five main areas: 31 Persons injured Zamboanga City: 653 families (3,544 individuals) still displaced due to Zamboanga siege in September 2013. DSWD DROMIC Report #1 on the Armed Conflict in Lanao del Sur as of 22 June 2018, 1AM SUMMARY On 16 June 2018, at around 10:00PM, Armed conflict incident transpired in Tubaran, Lanao del Sur B between the Armed Forces of the Philippines (AFP) and alleged “ISIS group. This resulted in the massive evacuation of affected families. 1. Status of Affected Families/ Persons 3,121 families or 14,873 persons were affected by the armed conflict (see Table 1). Table 1. Displaced families receiving core relief items including plastics tarps, blankets and kitchen sets. @ UNHCR/ Kulat DISPLACEMENT OVERVIEW DISPLACEMENT IN APRIL In April 2019, a total number of 1,080 families (4,619 individuals) were displaced in Mindanao due to armed conflict (1,969 individuals), clan feuds (712 individuals), and crimes and violence (1,938 individuals). Out of 4,619 1,080 individuals displaced throughout the month, 96% have returned to their Families homes at the end of April, leaving 4% (200 individuals) still displaced at the end of the reporting period. As of the 30th of April, a total number of 27,143 families (132,586 4,619 individuals) are currently displaced in Mindanao. Those displaced can be Individuals classified into three main groups, depending on the length of displacement: CIVILIAN CASUALTIES Since January to April 2019 Group A: 60 families (200 individuals) remain displaced out of 1,080 families in the course of April; 9 Persons dead Group B: 11,040 families (53,836 individuals) remain protractedly displaced for more than 30 but less than 180 days; and Group C: 16,043 families (78,550 individuals) remain protractedly 13 displaced for more than 180 days. Those classified under Group C are Persons injured concentrated in four main areas: LOCATIONS Lanao Del Sur & Lanao Del Nortre: 14,012 families (68,378 individuals) Breakdown of displaced individuals by region still displaced due to Marwari siege in May 2017. The Price of Lasting Peace: A Two-Pronged Analysis of the Development Causes of Political Violence in the Bangsamoro Conflict A thesis submitted to the Auckland University of Technology in fulfilment of the requirements for the degree of Master of Arts in Social Sciences authored by Segfrey Dayao Gonzales under the supervision of Dr Kate Nicholls and Dr Erik Landhuis School of Social Sciences and Public Policy Auckland University of Technology May 2017 Abstract Like other developing nations, the Philippines has a long history of internal strife, especially in Mindanao where the Bangsamoro (Moro Nation) separatist struggle has extracted immense human and economic costs over the past five decades. Social science can offer a rich empirical understanding of the causes of these continued outbreaks of political violence in order to better inform policy responses and preventive measures. This thesis examines the Bangsamoro conflict in terms of its relationship with economic development. Drawing on the grievance perspective derived from the cross-country civil war literature, it posits that political violence occurs disproportionately in areas with low levels of economic development. This overarching hypothesis is then tested using multidimensional indicators of development to include measures of social and material well-being and effective governance and service delivery. It then conducts a two-pronged analysis of the causes of conflict. Factors associated with the incidence of political violence, operationally defined as armed clashes between government troops and rebel groups, are first examined using statistical analysis. Specifically, it applies regression analysis to the 2011-2015 Bangsamoro Conflict Monitoring System (BCMS) dataset to identify correlates of the incidence of political violence in municipalities of the Autonomous Region in Muslim Mindanao (ARMM), the epicentre of the Moro insurgency. -

Existing Conditions of Flood and Disaster Management in Bangsamoro CHAPTER 5 EXISTING CONDITIONS OF FLOOD AND DISASTER MANAGEMENT IN BANGSAMORO 5.1 Floods and Other Disasters in Bangsamoro 5.1.1 Floods (1) Disaster reports of OCD-ARMM The Office of Civil Defense (OCD)-ARMM prepares disaster reports for every disaster event, and submits them to the OCD Central Office. However, historic statistic data have not been compiled yet as only in 2013 the report template was drafted by the OCD Central Office. OCD-ARMM started to prepare disaster reports of the main land provinces in 2014, following the draft template. Its satellite office in Zamboanga prepares disaster reports of the island provinces and submits them directly to the Central Office. Table 5.1 is a summary of the disaster reports for three flood events in 2014. Unfortunately, there is no disaster event record of the island provinces in the reports for the reason mentioned above. According to staff of OCD-ARMM, main disasters in the Region are flood and landslide, and the two mainland provinces, Maguindanao and Lanao Del Sur are more susceptible to disasters than the three island provinces, Sulu, Balisan and Tawi-Tawi. The first four assessments focused on different aspects of democracy at the national level utilizing components of the State of Democracy (SoD) framework that the International Institute for Democracy and Electoral Assistance (IDEA) sponsors. -

• The NDCC has been prioritizing the delivery of food and NFIs for the IDPs; improving WATSAN in evacuation centers; fastracking the repair/reconstruction of damaged schools and implementing systems for the resumption of classes and/or continue holding classes in evacuation centers; provision of psychosocial intervention; and ensuring disease surveillance is in place • Food, Emergency Shelter, Protection and Livelihood clusters meeting started September 15, 2008 at Sardonyx Plaza, Cotabato City by MTB-MERN. The meeting aims to discuss the humanitarian interventions and the cluster action plan. • The UN assessment team reported that the humanitarian response being conducted by the government is handled very well. However, there are some target areas that need to be further strengthened. These are the water sanitation and hygiene in some evacuation centers, provision of psychosocial interventions and some health issues. Furthermore, the report underscore the need to coordinate with appropriate authorities to ensure delivery of life-saving services to the IDPs • For the safe access and delivery of much needed humanitarian aid to the IDPs, the NDCC advised that appropriate coordination with OCD Regional Offices X, XII and ARMM should be made. Further, NDCC partners are enjoined to optimize the coordination and reporting mechanisms with the DCCs and Government Cluster Leads through OCD Offices in Regions X, XII and ARMM which will serve as the principal coordinators for the delivery of humanitarian assistance with the AFP at the conflict- -

Email: [email protected] Abstract The Pat a Pangampong sa Ranao or Lanao Sultanate in the Philippines was founded in the early 17th century after its leaders seceded from the Magindanao Sultanate. The Lanao Sultanate had the traditional laws i.e. the taritib and igma or the Adat Laws, and Shari’ah (Islamic laws). The political structure of Lanao Sultanate consists of council of elders, house of board of advisers, house of bais (ladies), imāms (prayer leaders), kalis (judges), gurus (teachers), askars (army), pananalsilas (genealogy experts), defence units headed by a radia-laut (naval and war commander), and the forty-three sultans who ruled the pagawidan (supported) states and pagawid (supporting) states. The supported states had fifteen sultans who were the executive bodies of the fifteen royal houses of the Lanao Sultanate. The pagawid (supporting) states had twenty-eight governors called m’babaya ko taritib who were also the legislative bodies of the four states of Lanao: Bayabao, Masiu, Unayan, and Baloi. The Islamicity of the Lanao Sultanate in the 17th century as an Islamic state is not represented in literature. This explains why there is a huge research gap on this study. This paper will explore in-depth the Islamicity of Lanao Sultanate in the 17th century using the functions and the characteristics of an Islamic state as parameters according to contemporary Muslim scholars.
