CHAIRMAN’S REPORT

To say I am very disappointed in writing the content of this year’s annual report would be a gross understatement. We finished 07/08 in reasonable shape and looked forward to delivering the expanded Flippa Ball programme. However, for a number of reasons we are reporting a very poor financial performance and a substantial shortfall in investment returns.

As a board we have trawled through the reasons, what could we have done differently and what have we learned? Up to and including October 08, we operated a very trusting and empowering structure with the board relying heavily on the information provided verbally and in writing by the CEO. Unfortunately as the economic climate deteriorated, so too did the information flow between the board and the Chief Executive. While working through the process of natural justice with the CEO, the board approached board member Keith Brodie, to review the operations and structure of the sport. His review concluded very quickly, that we could not continue to sustain the negative revenue cash flows and drastic action was called for. Thank you Keith, for the voluntary hours you have put in and your advice. We learnt that our reserves had been spent and we had only marginal growth to report for our efforts. We are disappointed at this very negative outcome for the sport.

As a result of this financial outcome, new policies have been introduced which means all spending which exceeds a specified limit must be approved before being committed. This is now the responsibility of the commercial committee of the board. Unapproved financial commitments can now no longer be made.

Many promises were made to individuals, both within our volunteer force and outside the sport. Often these were not followed through. I offer my apologies to these people on behalf of the board. The current structure will be temporary, while we regroup and refocus our efforts. We will eventually reappoint a Chief Executive to take the sport forward again.

It is easy to point the finger and blame, but your board has responded quickly and appropriately to the situation they faced. I thank them for their commitment, input and the way in which decisions were made.

Doug Campbell has decided not to stand for reappointment to the board and so Louise Egerton who has been a seconded member thus far, has been approved by the appointments committee to become a full board member. To Doug, thank you for your input to the board and our sport over the last few years. Your knowledge and wide ranging relationships have been very valuable. To the rest of the board, I'd have to say this last 6 months have been the most difficult I have ever had to deal with, both in my voluntary capacity and professionally. I apologise to you on behalf of NZ Water Polo Inc. This is not what any of you signed up for. I know we have all learned some very valuable lessons which should benefit the governance of the sport in the coming years.

Moving forward and looking to the future, let’s review what we did achieve in the 2008/09 year.

HIGH PERFORMANCE: Our high performance programmes will change from this financial year.

It has long been recognised that the burden on our National Representative players has become unsustainable.

We have as a sport, left elite players to plan their own development at their own cost.

Through the establishment of the NZ Water Polo Foundation, we intend to support the educational aspirations as well as the playing potential of our best players. We hope to engage with overseas clubs and educational institutions to facilitate player development. The quantum amount of money available through the charitable trust will not be much in the short term but over time should grow substantially. Long term (4-6) year programmes will be developed with clear aspirations and commitments for all to buy into.

Details of the Foundation will be released at the AGM

It is our intention to create an overall vision and career path for our Elite athletes.

OPERATIONS REPORT

Officials Development

During the reporting year NZWP has started to focus more, and included specific resources for, table duty and goal judging officials. As a result of this we now refer to 'Officials Development' instead of the old 'Referee Development'.

Official’s development is essential to support our goals for increased participation and achievement in the high performance end of our sport. Officials are a key ingredient to any sport and the level of quality adds immensely to the success of it. This is why NZWP has introduced a 'Introduction Course' for interested and beginner referees. At this moment the course is delivered nationwide by the office, however as for the coaching courses, the goal is to establish a regional delivery model with the same outcomes as for the planned coaching structure.

A completely separate 'Table Duty and Goal Judging Course' has been developed and already partly implemented as well as a new (draft) of the referee development pathway. Both initiatives will be finalised later this year and will have a great impact on the quality of our officials.

With the support of the Pelorus Trust, NZWP was able to produce a set of red and yellow cards for all active referees as well as a pocket sized FINA rule book. Both cards and books have been distributed to the clubs for distribution amongst their referees.

From May 26-28 NZWP hosted a FINA School for Water Polo Referees in Auckland, preceding the 2009 FINA Water Polo World League. Three days of intensive education and discussion with international colleagues and lecturers (Mr. Lonzi from Italy, the FINA Technical Committee Chairman and Mr. Firoiu, FINA Committee member and Delegate). We had 22 New Zealand referees attending, all of who have B-grade or higher and all who referee at National Championships and National League. This FINA School is an invaluable tool for the development of our referees and thus of our sport. NZWP aims to host a FINA School for Water Polo Referees every second year. The FINA School is also a prerequisite to be considered by FINA on their list of international qualified referees.

Competitions

Through our domestic competitions (national championships and other, international, events), NZWP promotes our sport in general and more specific participation.

NZWP has the deliberate strategy to generate a modest surplus from its competitions, as an important funding source for the association and its administration and also for other areas of spending such as high performance.

A full cycle of national championships was completed during this reporting period, as well as the 2008 Pan Pacific Youth Water Polo Festival and were a terrific success. Placings and individual player awards of all these competitions can be found further on in this annual report.

The competitions we host are made possible through the support of our sponsors, volunteers and officials, their contributions are invaluable and is much appreciated. All these people and of course the club volunteers, such as coaches and other team staff, are an integral part of the Water Polo community and a key ingredient for the success of our sport.

Coach Development

The main focus for the reporting year has been to implement the coach development structure which was aligned with SPARC's Coach Development Framework by Paul Monney in the 2007/08 year.

Steve Knights was appointed to this role early 2009 due to Paul’s departure. Sarah Jenner, the Sport BOP Coach Force Officer for Water Polo, has continued to provide coaching support for the BOP area and also implemented the new education modules, with a focus on the 'Get Started' level.

The issue of both sufficient and appropriately accredited coaches is still a critical impediment to the development of our sport in general and of our players in specific. The growth our sport experiences has created a greater demand for coaches. NZWP works hard to establish an efficient delivery model to provide the need for education. At this stage delivery is done nationwide by the head office, with exception of the BOP area where our Coach Force Officer is responsible for this.

NZWP is aiming for a regional delivery model, which will not only be more (cost) effective, it will also create opportunities for mentoring and appraisals in practice.

After the alignment of our formal development programme with SPARC's framework, reflecting the philosophy and principals of their NZ Coaching Strategy, NZWP is now working on the more Water Polo specific content of the courses and resources. This next step will create an even clearer pathway for both coaches and players.

Following the development and implementation of the 'Get Started' and 'Level 1' courses, the 'Level 2' course has been finalised mid 2009 and is now ready for implementation. Changes and improvements will be done in the next 6-9 months to make all courses more Water Polo specific and thus adding extensive value.

FLIPPA BALL REPORT

Overview

• Securing Ribena as major sponsor with associated rebranding, increased profile in market, strong presence at poolside, resource material and starter packs. • Restructure of Flippa Ball team to streamline operations; Flippa Ball National Manager with 3 Development staff, 1 national Coordinator. • Discussions commenced with CLM Group, Wellington City Council with view to expand existing competitions under national guidelines. • New competitions established -Wanganui, Palmerston North, Napier, New Plymouth. • Established leagues are growing; Epsom reached 49 teams and Millennium at 46 teams. • 12,621 participants nationally 08 - 09.

Moving Forward

• Implementing the delivery of holiday programmes and academies at a national level, this in turn will strengthen the pathway from Flippa Ball to Water Polo. • Working closely with Clubs and Coordinators to help grow and deliver Flippa Ball in their respective regions. • NZWP to assist with new region development eg Canterbury, South Auckland. • Ensure the future sustainability and growth of existing competitions. • Further develop website content and interactivity.

NOTES TO THE FINANCIAL STATEMENTS FOR THE PERIOD ENDED 30 TH JUNE 2009

1) STATEMENT OF ACCOUNTING POLICIES These financial statements are prepared in accordance with the reporting requirements of the Institute of Chartered Accountants of New Zealand Financial Reporting Standards and the Statements of Standard Accounting Practice.

A) REPORTING ENTITY The New Zealand Water Polo Association Incorporated is an incorporated society registered under the Incorporated Societies Act 1908.

B) MEASUREMENT BASE The accounting principles recognised as appropriate for the measurement and reporting earnings and financial position on a historical cost basis are followed by the Association.

C) DIFFERENTIAL REPORTING The Association qualifies to take advantage of differential reporting exemptions under the following criteria as defined in the Institute of Chartered Accountants of New Zealand Framework for Differential Reporting:

It is not publicly accountable. It does not qualify as large.

The Association has taken full advantage of all differential-reporting exemptions.

D) SPECIFIC ACCOUNTING POLICIES The following specific accounting policies, which materially affect the measurement of financial results and financial position, have been adopted in the preparation of the financial statements. Accounts Receivable / Sundry Receivable Debtors are stated at estimated realisable value after providing against debts where collection is doubtful. Valuation of Inventories Inventories are stated at the lower of cost and net realisable value after making due allowance for damaged and obsolete stock.

Goods & Services Tax These financial statements have been prepared on a GST exclusive basis where all items in the Revenue Accounts have been recorded exclusive of GST as have Stock on Hand and Fixed Assets (used principally for business purposes) in the Statement of Financial Position inclusive of GST.

Fixed Assets Non-current assets are included at cost less Accumulated Depreciation. Depreciation is calculated using the following rates:

E) CHANGES IN ACCOUNTING POLICIES There have been no changes in Accounting Policies. All policies have been applied on bases consistent with those used in previous years.

2) TAXATION The Association is not required to pay tax pursuant to section CB 4 (1) (h) of the Income Tax Act 1994.

11) CAPITAL COMMITMENTS There was no Capital Expenditure contracted as at 30 June 2009.

14) GOING CONCERN These financial statements have been prepared on a going concern basis. However the liabilities exceed the assets as at 30 June 2009, by $300,777. This is the result of a deficit of $462,249 reported by the Association for the year ended 30 June 2009.

The situation has arisen due to the Association incurring un-monitored and unfunded expenditure in the year ended to 30 June 2009 without securing sufficient additional funding for that purpose.

Cash flow forecasts indicate that if sufficient funding is not secured by the Association within five months then the association will be unable to meet its financial obligations as and when they fall due.

The Board still considers the association a going concern and has taken several steps in an attempt to remedy the situation. These actions include the following: • Restructuring of the organisation, via redundancies and renegotiation of contracts which will result in cost savings of approximately $440K over a year. • Securing additional funding of $105,000 subsequent to year end.

However, even with these cost savings and the funding already secured, if additional funding is not secured in the short term, the Association’s ability to continue operations will be compromised.

The Board will apply for further funding and if not successful further staff reductions will be made. The Board will thereby ensure it continues to meet its financial obligations.

OBITUARIES

Brian Crowder 1941 - 2009. Aged 68

The tributes have been flowing in the last few days following the death of Brian Crowder. Brian was an outstanding swimmer in the pool, sea and surf in the 1960s. He was a national swimming and surf champion, captain of the NZ Surf Lifesaving Team (and a member in 1972) and winner of numerous sea swims.

Brian was a stalwart of Wellington water polo featuring in many of the tough battles between the Wellington, Maranui, University and Hutt clubs. He used his speed well and had an excellent quick shot off the water.

He played for Wellington (provincial team) for many years and was a senior player in the successful 1966 NZ Universities team which toured Australia (As well as being the swimming captain in that team).

Brian was also selected in The Rest team which was customarily picked at the conclusion of each National Championship to play the NZ team.

In 1971 Brian joined Hutt and played a major part in their supremacy in the Ryan Cup, when it was a knock-out contest – including wins against Maranui (3-2), Waitemata and, in the final in Dunedin, Beckenham-Sockburn (7-4). This was Hutt’s first NZ Championship win since 1959.

Brian had a great memory for people and events. He always told a good story. Many of these were based on his fun times with various water polo teams and trips, including playing in Sydney with the University club and in Auckland with the Newmarket and Waitemata clubs. And he took great pride in the achievements of his sons, Robbie and Peter. Robbie was in the NZ water polo team which competed in the World Championships in Rome in 1994.

Brian was a personality. Whether his place was secured through such competitive battles as in the surf with Reg Harker (also a NZ water polo representative), as in the water polo pool with Maranui’s Ken Mark or through being chained naked to the Taj Mahal in Courtenay Place on his stag night (dare it be said – by water polo mates) it might be hard to determine. Whatever it is, he will be sadly missed.

Bill Dyson MBE - 1920 – 2009. Aged 89 - Life Member

Bill Dyson was a talented all- round sportsman and a magnificent coach and administrator. At Christian Brothers High School in Dunedin, he played cricket and rugby to a high level. After leaving school, he established himself as a champion swimmer, surf lifesaver, Water Polo player and basketballer, gaining representative honours for Otago, Canterbury and Wellington in each sport. Dyson won the national 100 yards breaststroke in 1940 and continued to pick up provincial swimming titles over a period of 25 years. He had the distinction of introducing to New Zealand the butterfly stroke which he learned in Japan.

Tall and athletic, Dyson represented Dunedin’s St Clair club, and later Maranui of Wellington, in surf life saving, winning several national team national titles and the 1948 open belt race. But Water Polo became his first sporting love. He was a key member of champion club provincial teams (winning 13 national titles) and captained, and later coached the NZ Water Polo team. He was named to lead the NZ team to the 1956 Melbourne Olympics, but the Olympic selectors elected not to enter a Water Polo team.

When his Water Polo playing days were over – and they lasted until he was 54 – he became just as noted as a coach and administrator. It would be impossible to quantify the number of people he introduced to the sport. In 1969 he and his wife, Vera set up the Wellington schools Water Polo competitions, which thrive today. Even into his 80’s he could still be seen at poolside scoring, umpiring and offering tips to a new generation.

While living in the Manawatu, Dyson took up squash with such success that he represented Central Districts from 1965 – 67. From 1980 – 90, he was the Wellington Squash Association’s Executive Officer.

Besides his love of sport, the other defining areas of Dyson’s life were his family – Vera, to whom he was married for 59 years, and his children, Elizabeth, Ruth, Paul and John – and his service in the army.

He joined the territorial forces in 1939, served in the Pacific, Europe and later Japan. Then he joined the New Zealand Regular Force, where he remained until 1968, rising to the rank of Major.

To later generations, he was always Major W H Dyson, a highly organised, determined, kindly man, ever willing to offering a helping hand. He remained exceptionally fit, surprising some of his swimming and Water Polo protégés by returning to competitive swimming and winning a provincial breaststroke title at the age of 42.

In 1968, he was employed by Rothmans to help run its sports foundation. Working with Burt Sutcliffe and Don Clarke, he visited schools and gave coaching seminars for the next decade. Dyson was awarded an MBE (Military Division) in 1965 and in 1990 was awarded a Commemoration Medal for services to the community. His elder son, Paul, captained the NZ Water Polo team 12 years and his daughter, Ruth, was a Cabinet minister and is the Labour MP for Port Hills.
