Organization and Leadership: KANZA is a public broadcasting radio station offering cultural and educational program services to western Kansas and the Oklahoma and Texas Panhandle. KANZA offers alternative programming combining excellence and diversity. It provides listeners access to music, ideas, and events of the world and of the High Plains. There are approximately 1,700 members/contributors. High Plains Public Radio (HPPR) has been providing public-radio service for nearly 40 years, starting in 1980 with the launch of its first station in southwest Kansas. Over the years, HPPR has grown to provide service to nearly 300 communities in 59 counties across the High Plains region through an interconnected network of 12 FM stations and six FM translators. In 1998, through the support of leaders in the Amarillo community, HPPR extended its service to Texas and now has transmitters located in Amarillo (KJJP FM 105.7), Bushland (KTXP FM 91.5), Spearman- Perryton (KTOT FM 89.5), and Dalhart (KTDH FM 89.3), as well as a translator in Amarillo (FM 94.9). HPPR currently provides service to the 20 northernmost counties in the Texas Panhandle with four of these 12 transmitters and one of the six translators (see map below).

    High Plains Public Radio Update October 2012 Deb Oyler, Executive Director In assessing the fiscal year that just ended on September 30th there are really two stories to tell for HPPR. One looks back over the past year to just sustaining HPPR. The other looks forward to greatly improving its service to you and the region. Between these two stories I really do see HPPR as turning a corner and being positioned to move forward in furthering its mission as a cultural, educational and civic resource for the region. Surviving and sustaining In 2010 we faced a major challenge -- the proposed total elimination of State of Kansas operating support and the actual sharp reduction of such funding. In response, HPPR developed a “sustainability strategy” to ensure the continuation of public radio on the High Plains. FY 2012 was our first full year of operation under the plan and we made considerable progress against its near- term objectives. 1. Cutting expenses, increasing private support and avoiding a financial crisis. In FY 2012 HPPR’s annual budget was reduced by $222,000 (18%), including the elimination of three of 11 full-time staff positions. Work was reprioritized, redesigned and spread among remaining staff and volunteers. Annual membership support has increased by about 10% since FY 2010 and is now by far the largest source of income for HPPR. Business underwriting income is up about 30% from last year and vehicle donations are up over 500% (to about $10,000). A serious financial crisis was avoided in FY 2011, though we did incur an operating deficit of 1.6% ($19,300) on a budget of about $1.2 million.

The position is also responsible for providing clear strategic direction, creating a stimulating and challenging environment for staff and volunteers, and ensuring compliance with all FCC, CPB, IRS, HPPR and other applicable policies and regulations. The Executive Director further provides vision and leadership to develop HPPR’s organizational resources and capabilities, including people, money, content, skills, operating processes, physical plant and technology in order to sustain and advance the station’s mission and goals. The position reports directly to the Board of Directors of the Kanza Society, Inc., the nonprofit corporation that owns and operates HPPR.
