As we take a look at the month of February, we find, to nobody’s surprise, that not much happened in the world of VHF Dxing. E-skip was again noticed a few times on DX Sherlock but, as usual, DXers in the southern states were the ones to take advantage of it. Dxers in the northern half of North America will have to wait for May to arrive. February temperatures in much of eastern North America were above normal on many days with daytime temperatures in the northeast USA topping 50 degrees (F) on some days. Some tropo materialized in the Midwest but nothing at all was noticed in the northeast. This month we’d like to give a WTFDA welcome to new member Mario Filippi (NJ). Welcome, Mario, and we hope you enjoy it here. Renewals for the period of Jan 21st through Feb 14th came in from Melvyn Larson (MN), John Rieger (WI), Steve Wiseblood (TX), Calvin Glover (NC), Jim Pizzi (NY), Kaimbridge (MA), John Zeis (PA), Rick Shaftan (NJ), Craig Healy (MA), Girard Westerberg (KY), Dave Nieman (PA), Paul Hansen (MA), Allan Radella (PA), John Ridge (NY), Dan Dankert (CA), Edward Ritchie (WI), George Rogers (GA), Wolfgang Schneiter (CA) and Jeff Rostron (MA). A great big “thank you” goes out to all of you who decided to stay around through this transition period. George Rogers writes “I have been loyal to you for over 30 years and I will stay that way for years to come.” Of course, George means loyal to the WTFDA, just in case you wondered. We will probably have more info on this as it gets to us, but it looks like we will have another NRC/WTFDA Convention this year and this time it’s in West . WTFDA and NRC member Bill Swiger and his wife Brenda will host it this year. The dates are August 3, 4 and 5. The convention will be held at the Days Inn and Suites in Bridgeport (near Clarksburg). Room rates are around $71.00 a night. There will be a hospitality room with beer, soft drinks and snacks. Dinner will be on Saturday night with a meeting and auction. Speakers and tours are still in the planning stages. Bill has attended at least three WTFDA conventions and he has hosted NRC conventions in 1991 and 1999. This is your chance to drive a truck down there and bring me back two tons of nut coal. If you are interested in attending Convention 2012, drop an email off to Bill. His email address is [email protected]. He needs some idea on how many rooms to reserve and how many people to plan on for dinner. On a side note, I do not think that WTFDA has ever had a convention in , so it should be some experience. On a different subject, following up on the article about new FM antennas being designed by Bill Hein in the February VUD, I saw a picture of one such antenna sitting in their shop in the UK. This particular antenna is shorter than an APS-13 and is built differently from any other FM antenna I’ve ever seen. Can’t wait to hear more about it. That’s it for the Mailbox for this month. NEWS ITEM: Two FMs Must Videotape RFR Workshop for FCC - In a case involving RFR levels at two FM stations in Hawaii, the FCC has decided to use short-term license renewals as an enforcement tool. The Media Bureau has granted limited 12-month license renewals and required that the owner implement a radiofrequency radiation training program — and send a video of the workshop to the FCC. Visionary Related Entertainment owns KNUQ in Paauilo and KAOI in Wailuku. The case resulted from complaints by a local arboretum and one of its employees, who objected to license renewals. (As with many FCC cases, this played out over several years; the objections were filed in January 2006, and the case dates at least back to 2004.) FCC rules set maximum permissible exposure levels of human exposure to RFR, and separate MPE limits for areas of “occupational/controlled” exposure and areas for “general population/uncontrolled” exposure. Stations can demonstrate compliance by restricting public access in areas where RFR exceeds public MPE limits. At both stations, after a lot of back-and-forth involving fencing, signage and antenna height, Visionary eventually asked for permission to move its transmitter sites. It received program test authority to do so; and the FCC now considers both KAOI and KNUQ to be in compliance. However, the problems found earlier caused the FCC staff to decide: “Visionary’s conduct has fallen far short of the standard of compliance with the act and the rules that would warrant routine license renewal.” It said the violations had been “serious” and that they constituted a pattern of abuse over a period of years at each station. “We believe that additional measures are necessary in order to ensure that the stations are operated in compliance with the act and the rules in the future,” so it granted short, 12-month renewal applications, adding that it has used this approach in other cases in the past. “This limited renewal period will afford the commission an opportunity to review the stations’ compliance with the act and the rules and to take whatever corrective actions, if any, that may be warranted at that time.” It also required the company to implement a training program on RFR compliance for employees, agents and contractors. Visionary must videotape its workshop, use it to train staff and send a copy to the FCC. The FCC emphasized in a footnote that “places great emphasis on licensees’ compliance with safety and health regulations.”

NEWS ITEM: from Australia, a Look at What Radio Looks like - Australian radio sounds different, and looks different, too. So says radio observer and “futurist” James Cridland, who was in the country recently driving from Brisbane to Melbourne. He points readers to a slideshow on Flickr showing the visuals. “Listen on DAB+ with a suitable radio and radio becomes a glanceable experience as well as an audio one,” he writes in a blog post. “Crucially: this doesn’t change radio from a ‘secondary medium’ — something you can enjoy while you do something else. This isn’t crap TV. This is radio that you can glance at to discover what’s playing; what’s up next; and other pieces of information from broadcasters.” SLS, he explains, works on DAB or DAB+ by broadcasting the images along with the audio. “More usually this is known as DAB Slideshow, or visual radio.” Cridland thinks the idea is “slowly taking off” in Australia. It’s that time of year again…when all of us northerners wish we could take a week off and head down to the Florida panhandle or the Texas gulf coast and set up a bunch of antennas. The Gulf of Mexico tropo pipeline has fired up and on the evening of February 23rd, the APRS map was indicating several trans-Gulf 144 MHz paths from South Texas to South Florida. Throw in a couple of decent E-skip openings that took place from these same areas into Mexico in the middle of February and you have pretty much a winter DX paradise.

For those of us up north, while the DX conditions haven’t been great, the weather in many locales has been hardly winter-like, with much of the east and midwest continuing to average well-above normal in the temperature department. Long-range forecasts for March indicate more of the same, so it’s not out of the realm of the possibility a few early tropo openings could fire up.

2012 SPRING MIDWEST GTG MAY 4-6 2012 LOCATION ROLLA, MISSOURI The 2012 spring midwest GTG will be held at the Budget Deluxe motel 1908 N. Bishop Ave, Rolla, MO located on the southside of 1-44 EXIT 186 at the junction of Highway 63, about 100 miles SW of St Louis. This is the same location we had our first midwest GTG in 1993.This is a nice motel for the price as far as I know, fridge and microwave in every room. Rolla is a college town of about 20,000 home of KTTR 1490 and 4 FM stations owned by Results Radio. Also 2 FM stations at Univ of Missouri Rolla Campus, plenty of eating places within one half mile of motel. A possible tour of KFLW FM 98.9 in St Roberts MO about 25 miles down I- 44, also visit to stations in Salem MO. We are getting the word out early so many will have a chance to plan for it in advance.
