LESBIAN AND ADVISORY BOARD MAY 13, 2021 UNFINISHED BUSINESS

SUBJECT: RAINBOW KEY AND ETHERIDGE AWARDS

STATEMENT ON THE SUBJECT The and Gay Advisory Board (LGAB) will receive a report and recommendations from its Rainbow Key Awards (RKA) Subcommittee regarding possible dates/times for the Rainbow Key and Etheridge awards. The Board will also receive information on other production elements for this virtual event.

RECOMMENDATIONS 1) Receive a report from the Rainbow Key Award Subcommittee with suggestions for date/time of the virtual event and different elements that will be included as part of the production of the event. 2) Provide additional direction to the Subcommittee to continue producing this event.

BACKGROUND ANALYSIS Each year the City presents Rainbow Key Awards (RKA) for outstanding service to the gay and lesbian community. On April 8, 2021, the Lesbian and Gay Advisory Board (LGAB) reviewed nominations and recommended that eight nominees be awarded the Rainbow Key Award (RKA). On April 19, 2021, the City Council received LGAB’s recommendations and approved it. Thus, the following individuals will be recognized with a RKA: Nik Kacy, Troy Masters, Dr. Adrian Ravarour, Paulo Murillo, Jeff Consoletti, Dante Alencastre, Grace Baldridge, and Sophie B. Hawkins. The City Council’s April 19 staff report is hereby presented as Attachment A. After the City Council approved the nominations, staff communicated with the nominees and all of them expressed gratitude for the nomination.

Etheridge Award The Lesbian and Gay Advisory Board also selects a recipient for the Etheridge Award, which is presented annually to a woman or women’s organization who have made significant impacts within and for the lesbian community. The award has been presented in conjunction with the Dyke March, also in June. As the 2021 Dyke March has been cancelled, the Lesbian and Gay Advisory Board will include the Etheridge Award recognition as part of the 2021 Rainbow Key Awards program. On April 8, 2021, LGAB approved recommending the City Council bestow the award upon Lori Jean, CEO of the Gay & Lesbian Center. On April 19, the City Council also approved this recommendation.

The RKA and Etheridge Award have been historically presented at in-person ceremonies during the month of June, which is known around the world as “Pride” month. This year, due to the ongoing COVID-19 pandemic, the City is not conducting or planning in-person meetings or events.

NEXT STEPS In order for the awards to be presented, the Board needs to finalize the date and time of the event, and develop a rundown or flow chart with specific information on the components of the event such as whether or not there will there be a single Master of Ceremonies (MC) or Board Members will take terms presenting the awards, other components of the event, who will develop the introduction script, etc.

RECOMMENDATIONS: 1) Receive nominations and recommendations for the 2020 and 2021 Rainbow Key Awards and Etheridge Award from the Lesbian and Gay Advisory Board (LGAB). 2) Confirm recipients of the 2020 and 2021 Rainbow Key Awards and Etheridge Award. 3) Direct staff to work with LGAB to plan for a virtual ceremony to present the Rainbow Key Awards and Etheridge Award.

BACKGROUND / ANALYSIS: The City of West Hollywood’s Rainbow Key Awards, now in their 28th year, began in 1993 with awards to actress Carole Cook and writer-actor Bruce Vilanch. Including them, the City has honored 161 people and groups who have made significant contributions to the lesbian and gay community over the last quarter century. (The list of previous honorees follows as Attachment A.) Under policies adopted by the City Council and the Lesbian and Gay Advisory Board (LGAB) in 2013, the Advisory Board makes recommendations to the City Council for Rainbow Key Awards, after seeking nominations from the community. Nomination forms ask about each nominee’s impact on the West Hollywood gay and lesbian community specifically, as well as, if applicable, the global gay and lesbian community.

Nominations are requested for diverse attributes worthy of honor, including community action, arts, literature, humanitarian efforts, sports, medicine, armed services, potential for leadership, outstanding organizations, and other fields, with these examples serving as illustrations rather than limitations. Outreach includes social media and other means of communication. There is a goal of five awards per year, and a recipient need not be present to be honored. ATTACHMENT A AGENDA ITEM 2.Q. Nominations for 2020 and 2021 Rainbow Key Awards For the 2020 awards, a request for nominations was issued by the City, and distributed by press release, Facebook, Twitter, and other modes of City publicity. LGAB members also conducted personal outreach to their own networks and social media contacts. In 2020, the City received nominations for 12 people, businesses, or organizations. One of the nominations was deemed ineligible as the nominee is now a City Commissioner. The 2020 Rainbow Key Awards were cancelled due to the COVID-19 pandemic. 2021 Rainbow Key Awards Nominations: In early 2021, the City issued a call for nominations via a press release and its social media properties. The deadline to submit nominations was February 25, 2021 at 5 PM. The City received a total of 11 nominations. Two of these nominations were received after the deadline and not considered by LGAB. The nominations for each year are hereby presented as Attachment B. Personal information such as mailing addresses, emails and phone numbers have been redacted to protect nominees’ privacy. Combined 2020-2021 Rainbow Key Awards: As the 2020 awardees were not determined, the 2021 award ceremony will include the 2020 awardees. On Thursday, April 8, 2021, during its regularly scheduled meeting, LGAB voted to recommend awards to the following nominees: Nik Kacy; Dr. Adrian Ravarour; Troy Masters; Grace Baldridge; Sophie B. Hawkins; Paulo Murillo; Jeff Consoletti; and Dante Alencastre. Etheridge Award: During the above-mentioned meeting of LGAB, the Etheridge Award Subcommittee, comprised of three LGAB members recommended to LGAB that Lorri L. Jean, Chief Executive Officer of the Los Angeles LGBT Center be recognized with the award for her dedicated service to The Center and the LGBTQIA+ community. Her tireless efforts to empower the community and build advocacy coalitions are second to none. Ms. Jean has committed her adult life to advance the rights of the LGBTQIA+ community. She has been instrumental in the development of The Center, elevating the organization from a community-based agency to a nationally recognized power player. Virtual Award Ceremony: Every year, the Rainbow Key Awards are presented at an “in person” ceremony, usually at the City Council chambers. This year, due to the ongoing pandemic, the Rainbow Key Awards virtual ceremony will held virtually. The ceremony is tentatively planned for the month of June to coincide with Pride Month in Los Angeles. The Etheridge Award has been traditionally presented at the beginning of the Dyke March, during Pride weekend in West Hollywood. This year, the Board recommended that both awards be presented at the same time, during the virtual ceremony. Staff will work with LGAB to identify a date/time for the virtual ceremony to present the Rainbow Key Awards and the Etheridge Award. Staff Recommendation: Approve the nominations as recommended by LGAB. How Has This Nominee These two people open their homes and lives to everyone. No matter the time of day or night Contributed to the Gay & Lesbian constantly being of service to anyone who needs anything. The only thing they ask is to not steal. Community in West Hollywood? Time to ask is now, call up and see for yourself. Ask anything...just out of the blue ask to come over say you need a safe place to stayfor the night, need something to eat, car parts,tools you name it he's got it. These two people Dean Romero and Andrew Ramlow And Jude Zazada can't forget Steve Weiss either all four people absolutely incredible.. each has their own tolerance levels which make it fun enteraning, scary annoying as all hell,ebarrassing, proud and I think these four need a vacation in a good way. Somewhere away from all the deciet and treachoury that they are constantly bombarded with. They deserve some away time for theirselves surrounded with the exact opposite of what they are used too. They should be waited on in luxury because what they give up saves so much. They open their hearts and minds and give people time to work on themselves or a problem they are facing. Sort things out the right way instead of acting.

How Has This Nominee David's outstanding leadership began over 25years ago. He has served "The Lesbian and Gay Contributed to the Gay & Lesbian Lawyers Association," as Co-President and Board Member, He has led our West Hollywood Community in West Hollywood? Chamber of Commerce, as Chair of it's Board of Directors and a Member of its Board of Governors, He has served as Chair of West Hollywood's Transportation Commission, and is a Volunteer extraordinaire.

Please Describe the Impact and David's interest in volunteering became obvious when he heard about a group of Alumni from Scope of This Nominee's his alma mater, Dartmouth forming the "Dartmouth Gay and Lesbian Alumni Association, Contributions. DGALA." The group presented many opportunities to connect, motivate, support and improve the lives of LGBT Students. Within this David held several leadership positions for DGALA, including being President for Six years. The list is almost to extensive to mention but in the past 25 plus years, my nominee, David Mason Eichman has made numerous outstanding contributions to our LGBT Community. How Has This Nominee Adrian Ravarour is a co-founder of Vanguard, one of the first LGBT organizations in the United Contributed to the Gay & Lesbian States, founded in in 1965. Vanguard organized the “Street Sweep” Community in West Hollywood? demonstration where its members cleaned up trash in the dirty streets and was a catalyst for the Compton Cafeteria Riots and the Doggie Diner Sit-In. All three of these events happened three years before Stonewall. The Vanguard Tenderloin Youth Organization went on to form The Hospitality House that exists today as Vanguard's progeny and heir.

As a noted videographer and director of the Dance Video Center in Los Angeles throughout 90s he recorded performances of many noted gay dance artists and oral histories both locally and in .

In Los Angeles he was a priest and rector of Beloved Disciple parish, and continues as Associate Bishop in the America Catholic Church under Archbishop Robert M. Clement. since 2015, helping to preserve and perpetuate the oldest gay catholic church in the . Ravarour has been a member of the Los Angeles Queer Interfaith Clergy Council (formerly LALGBTICA) since 2005.

As a seminal and prolific artist, currently focused on photography, he contributes a unique artistic vision, including many gay themed/focused works. In 2003, he and his creative partner Chris A. Flores premiered their multimedia work “The Transfigured Body: A Requiem in Celebration of Gwen Araujo” at Founders Metropolitan Community Church in West Hollywood which was co-sponsored by the City of West Hollywood Lesbian and Gay Advisory Board.

Please Describe the Impact and Adrian's leadership and activism in the 1960s and early 70s for LGBT rights has an enduring Scope of This Nominee's legacy that lives on today, supporting and inspiring LGBT people who cross the threshold of Contributions. institutions that were birthed from and inspired by Vanguard. As a local spiritual leader, Adrian is dedicated to helping others. As an artist, Adrian's work spans decades and contributes to the tapestry of the LGBT voice.

He is a writer, a poet, Information You Feel is Important photographer, videographer and former classical dancer. A published author, poetry, photography and meditation, Adrian is currently working on a book about the history of Vanguard. How Has This Nominee In 1992, in , her first major mainstream media interview, Sophie B. Hawkins Contributed to the Gay & Lesbian came out as omnisexual (what might be described as pansexual in today's terms). With the Community in West Hollywood? culture being what it was at the time in the United States, Ms. Hawkins could have very easily ended her career before it began.

As a rising rock star with multiple chart singles, Ms. Hawkins refused to allow her record company to put her forward in the press with a "beard" - instead, she was accompanied by whoever she was dating at the time, including her partner of 17 years who just happened to be a woman.

Ms. Hawkins is also credited as the first mainstream major label music artist to use a same sex pronoun in a romantic context in the Top 10 song, "Damn, I Wish I was Your Lover." She fought the record label (and won) to keep the lyric in the radio release of the song.

Ms. Hawkins has also lent her voice and sent fundraising appeals on behalf of multiple LGBTQ causes, including in support of GLAAD and the Trevor Project. How Has This Nominee Contributed to the Adrian Ravarour, Ph.D., is a priest, spiritual artist, and social activist who started Vanguard in Gay & Lesbian Community in West San Francisco with Joel Williams and Billy Garrison in the fall of 1965. Ravarour was the adult Hollywood? founder of Vanguard and civil rights teacher to the Vanguard members who were mainly Gay young male adults, teenage runaways and Tenderloin street youth. Vanguard was a gay rights youth organization active from 1965 to 1967 and a for runnier to the first gay and lesbian center. Ravarour and other Vanguard leaders were participants in a protests at Compton’s Cafeteria after being refused service that later became known as the Compton’s Cafeteria riots. The majority of his Adrian’s life’s work is in the spiritual arts. His early ministries were with Bishop Mikhail Itkin and the Rev. Ray Broshears in San Francisco. In Los Angeles he was a priest and rector of Beloved Disciple parish, and continues as Associate Bishop in the America Catholic Church under Archbishop Robert M. Clement. In 2015, he brought the Old Catholic Thomasine Order under jurisdiction of the American Catholic Church. Ravarour teaches meditation and Deep Prayer. Adrian is also a prolific artist, writer and former dancer and choreographer. His work currently centers around photography and his photography books are in numerous collections. As a liturgist, he was written operas and other musical works. Including a Requim to Gwen Arajo that was sponsored by the LGAB and performed in West Hollywood at MCC. How Has This Nominee Contributed to the Dante Alencastre is a local documentary filmmaker and LGBT community activist, based in Gay & Lesbian Community in West West Hollywood. His work combines and blurs the boundaries between filmmaking, activism Hollywood? and community participation by documenting and amplifying the under-told, but extraordinary stories of local LGBTQ activist heroes, told with depth, respect and sensitivity and then shared with national and world-wide target audiences. Please Describe the Impact and Scope of This 2 parts 1 - Dante’s contributions as an activist filmmaker Dante found his personal calling Nominee's Contributions. documenting the lives of LGBT individuals and communities during a trip back to his native Peru in 2006. HIs heart-to-heart connection with individuals from the ostracized, powerless and nearly invisible Transgender community in Lima inspired him to see if he could help them by sharing their untold stories to the world. Though his years of work after Columbia University in theater and local Cable Television production in Amsterdam had given him foundational experience, this project promised to combine his passion for both filmmaking and social justice. This experience resulted in the award-winning film "En El Fuego ( In the Fire )" (2007) (LA Outfest Audience Award). HIs continuing bonds and commitment with those whose stories he told resulted in the film "El Fuego Dentro ( The Fire Inside ) (2012), updating the activist successes of this group of trans activists 5 years later. Both films have widely screened to audiences world-wide, creating visibilty and understanding where none existed. [ Link: En El Fuego (2007) ] Dante's next film project, "Transvisible: Bamby Salcedo's Story” (2013) ( LA Outfest 2013) documented the life and backstory of local Los Angeles Transgender Activist hero Bamby Salcedo and helped thousands locally and nationally to intimately see, know, understand and empathize with her extraordinary and inspiring life, and importantly serving to help widen the circle of support for her currently expanding work and success. Dante's sensitively crafted film, based on his crucial earned trust with Ms Salcedo, was unusual and timely, purposely focusing on the full personal and professional life of a transgender person, activist and leader. His film respectfully and intimately reflected her life as a unique, integral and fully dimensional human being, including the issue of gender transitioning only in the context of a life with a variety of her other particular issues, concerns and accomplishments. [ Link: transvisible | ] His documentary film, "Raising Zoey” (2016) ( LA Outfest 2016) documents a particularly eventful year in the life of a local Los Angeles transgender teenager, 14-year-old Zoey Luna and her Latina, working-class, and highly supportive single mother, Ofelia. The film illuminates their early struggles and triumphs from changing the local school district policies, to her growing visibility and voice ( Including her selection as LA Pride Grand Marshall in 2015 with Rev. Troy Perry) and demonstrates the role of local trans and LGBT community-member-mentors, also importantly contributing to the raising of Zoey. The film has had a lengthy film festival and community screening life worldwide. Dante’s targeted curation of the screenings includes a tour of under-served Latino and queer communities of Central California, sponsored by a grant from the California Endowment as well as under-served, non- urban areas of Peru to great success. Connie Norman’s important contribution is remembered through contemporary interviews and discovered, neglected ( and now preserved ) video footage. Please Describe the Impact and In 2019, Grace partnered with Refinery29 to create a docuseries called State of Grace, where as Scope of This Nominee's the host, Grace traveled around the United States, using her personal experience as the Contributions. daughter of an Episcopal priest to explore the intersection of faith and queer identity. Her first episode delved into the dangers of conversion therapy-- an episode that was later nominated for the 2020 GLAAD Media Awards. The rest of the series goes into a multitude of topics, Grace using each one as an opportunity to have open conversations that address real issues facing the LGBTQ community, and in every episode, Grace manages to come across as empathetic, curious, and eager to learn more.

Outside of the series, Grace is a musician, and under the name Semler, has written and released songs about being a queer person of faith. Grace has rallied social media to find other gay musicians to collaborate with, and in doing so, has provided encouragement, confidence, and catharsis for others in the queer community. How Has This Nominee Jace has assisted in transitional and public housing to abandon youth in West Hollywood area. He Contributed to the Gay & Lesbian doesn't speak on this matter but I've witnessed along with my friends his selflessness, he has Community in West Hollywood? driven young LGBTQ persons to job interviews assisted them with enrolling in schools and provided meals for them out of his own pocket. Not once has he ever asked for gas money or reimbursement of food, those who are interested in spirituality he invited them to his church and he created a safe space where they can speak freely for or against religious matters while opening up about traumas in their life. when I saw this I wanted to nominate him He was the first person that came to mind, he's one of the most selfless persons I've seen He doesn't just talk about what he does He just does it. He doesn't boast about it nor posted on his social media platforms I think that's just incredible. I always wanted to do something to show my appreciation and then I came across this, this is one way of showing my appreciation for what he has done for so many young people kicked out of their homes for who they love or how they identify, for not judging those but providing support by reaching out to his own resources. There was one individual who was on drugs and eventually became homeless. That stayed with me I volunteered with him a couple of times as he has impact the lives of so many young people.I know that he worked with the wall Los memorias project, The minority AIDS project and healing with hope organizations they probably can attest more of his impact.

How Has This Nominee Contributed to the My name is Dan Mryglot. I first moved to West Hollywood in 1992 and have moved around in Gay & Lesbian Community in West or close to the city since then. I've been at my current WeHo address since 2015. I would like Hollywood? to nominate my friend Paulo Murillo for a Rainbow Key Award. Paulo is currently the editor and publisher of WEHO TIMES. He is a Mexican immigrant who has been writing about the West Hollywood gay experience for over 20 years now. He began his writing career with a column called Love You Mean it for a gay newspaper called Fab! in the late 90s and early 2000s. He wrote about his WeHo gay life experiences. He often courted controversy that would never qualify him for this type award, but luckily Paulo got it together and he's now a gay man who managed to get sober back in 2007. I mostly believe he deserves to be recognized for his work and contributions to the recovering gay sober community for the past 15 years through his writing and photos.

Please Describe the Impact and Scope of This Since he got sober, Paulo has been an advocate for the LGBT recovering community not just Nominee's Contributions. by living his life openly as a gay sober man, but for writing numerous personal assays and articles about life in sobriety for Frontiers Magazine, IN Los Angeles, LA Health News and The Fight Magazine. He started being vocal about recovery during a time when most people chose to stick to the traditions of anonymity. I believe Paulo Murillo should be recognize for his work in the sober column he writes called THE SHARE in THE FIGHT magazine, a local queer magazine that focuses on the fight for equality and social justice. When the editor first approached Paulo about THE SHARE, it was supposed to be about topics personal to him in sobriety, but instead Paulo chose to use his platform to highlight the voices of other gay people in sobriety. THE SHARE by Paulo Murillo has been featuring the voices of people in the gay sober community for over 10 years now. The Share is a person on the street column where he asks a question about various topics affecting sober LGBT individuals, such as living in gratitude, overcoming triggers, sex in sobriety, kink and sober and other sober topics that may inspire gay people to get sober or to stay sober. Paulo was also a spokes person for The Tweaker's Project which was sponsored by the city of West Hollywood where he used his name and image on city literature to distribute resources on recovery. I believe this was in 2010. He along with other sober gay men tried to highlight the positives of being gay and sober. Lastly, Paulo has spoken at many panels about recovery and the dangers of drugs like GHB and chem sex. As many of you reading this know, Paulo now runs WEHO TIMES an online news website that covers LGBT news in the City of West Hollywood. Despite being the editor and publisher of WEHO TIMES, he continues to write The Share for another publication to continue highlighting voices in recovery for a print publication. I believe Paulo Murillo has had a huge impact on the gay sober community and the gay community as a whole with his story about change and reinvention. He started out as the West Hollywood queen of mean and is now the opposite of that. He is generous with his time and is an upstanding member of the West Hollywood community in my opinion. Aside from his work as a writer, he also documents our gay history through his lens as a photo journalist. His coverage of issues like the Black Lives Matter movement can be found in his WEHO TIMES website. He is a living example that gay men can change, we can grow up and we can thrive in our gay society if we choose to do so to make our lives better. I think giving him a Rainbow Key Award would highlight and inspire gay men in the sober community as well as the alcoholic / addict who still suffers in and out of the rooms of sobriety. Please Include Any Other Information You Hi, I previously nominated my friend, Tonya Kong, when the nominations opened. For Feel is Important efficiency, I won't repeat my submission, but did want to call your attention to her new achievements that have occurred in the last month since my initial submission. Tonya is a TV Writer, Producer and Attorney. Since I last wrote, TWO television series that she was a TV Writer and Producer on were nominated by GLAAD for "Outstanding Drama Series." The two series are Amazon's "The Wilds" and FOX's "9-1-1: Lone Star." It would be an incredible achievement to be on the writing staff of one GLAAD-nominated drama series in a full career, let alone just last year. What's more incredible is that Tonya is the only writer/producer that was an integral part of two nominated series in one year. She also just wrote the mid-season finale of 9-1-1: Lone Star that will air on March 8, 2021. This episode features a storyline involving series' gay male police officer character, Carlos, and his complicated relationship with his father, a story/dynamic I know Tonya pulled from her personal life.
