LESBIAN AND GAY ADVISORY BOARD MAY 13, 2021 UNFINISHED BUSINESS SUBJECT: RAINBOW KEY AND ETHERIDGE AWARDS STATEMENT ON THE SUBJECT The Lesbian and Gay Advisory Board (LGAB) will receive a report and recommendations from its Rainbow Key Awards (RKA) Subcommittee regarding possible dates/times for the Rainbow Key and Etheridge awards. The Board will also receive information on other production elements for this virtual event. RECOMMENDATIONS 1) Receive a report from the Rainbow Key Award Subcommittee with suggestions for date/time of the virtual event and different elements that will be included as part of the production of the event. 2) Provide additional direction to the Subcommittee to continue producing this event. BACKGROUND ANALYSIS Each year the City presents Rainbow Key Awards (RKA) for outstanding service to the gay and lesbian community. On April 8, 2021, the Lesbian and Gay Advisory Board (LGAB) reviewed nominations and recommended that eight nominees be awarded the Rainbow Key Award (RKA). On April 19, 2021, the City Council received LGAB’s recommendations and approved it. Thus, the following individuals will be recognized with a RKA: Nik Kacy, Troy Masters, Dr. Adrian Ravarour, Paulo Murillo, Jeff Consoletti, Dante Alencastre, Grace Baldridge, and Sophie B. Hawkins. The City Council’s April 19 staff report is hereby presented as Attachment A. After the City Council approved the nominations, staff communicated with the nominees and all of them expressed gratitude for the nomination. Etheridge Award The Lesbian and Gay Advisory Board also selects a recipient for the Etheridge Award, which is presented annually to a woman or women’s organization who have made significant impacts within and for the lesbian community. The award has been presented in conjunction with the Dyke March, also in June. As the 2021 Dyke March has been cancelled, the Lesbian and Gay Advisory Board will include the Etheridge Award recognition as part of the 2021 Rainbow Key Awards program. On April 8, 2021, LGAB approved recommending the City Council bestow the award upon Lori Jean, CEO of the Los Angeles Gay & Lesbian Center. On April 19, the City Council also approved this recommendation. The RKA and Etheridge Award have been historically presented at in-person ceremonies during the month of June, which is known around the world as “Pride” month. This year, due to the ongoing COVID-19 pandemic, the City is not conducting or planning in-person meetings or events. NEXT STEPS In order for the awards to be presented, the Board needs to finalize the date and time of the event, and develop a rundown or flow chart with specific information on the components of the event such as whether or not there will there be a single Master of Ceremonies (MC) or Board Members will take terms presenting the awards, other components of the event, who will develop the introduction script, etc. ATTACHMENT(S): Attachment A: April 19, 2021 City Council Agenda Item 2.G. CITY COUNCIL APRIL 19, 2021 CONSENT CALENDAR SUBJECT: RAINBOW KEY AWARDS / ETHERIDGE AWARD INITIATED BY: COMMUNITY & LEGISLATIVE AFFAIRS DIVISION (John Leonard, Manager) (Hernan Molina, Governmental Affairs Liaison) ________________________________________________________________________ STATEMENT ON THE SUBJECT: The City Council will receive recommendations from the Lesbian and Gay Advisory Board for the 2020 and 2021 Rainbow Key Awards, and for the Etheridge Award, which will be presented at a virtual ceremony on a date/time to be announced. RECOMMENDATIONS: 1) Receive nominations and recommendations for the 2020 and 2021 Rainbow Key Awards and Etheridge Award from the Lesbian and Gay Advisory Board (LGAB). 2) Confirm recipients of the 2020 and 2021 Rainbow Key Awards and Etheridge Award. 3) Direct staff to work with LGAB to plan for a virtual ceremony to present the Rainbow Key Awards and Etheridge Award. BACKGROUND / ANALYSIS: The City of West Hollywood’s Rainbow Key Awards, now in their 28th year, began in 1993 with awards to actress Carole Cook and writer-actor Bruce Vilanch. Including them, the City has honored 161 people and groups who have made significant contributions to the lesbian and gay community over the last quarter century. (The list of previous honorees follows as Attachment A.) Under policies adopted by the City Council and the Lesbian and Gay Advisory Board (LGAB) in 2013, the Advisory Board makes recommendations to the City Council for Rainbow Key Awards, after seeking nominations from the community. Nomination forms ask about each nominee’s impact on the West Hollywood gay and lesbian community specifically, as well as, if applicable, the global gay and lesbian community. Nominations are requested for diverse attributes worthy of honor, including community action, arts, literature, humanitarian efforts, sports, medicine, armed services, potential for leadership, outstanding organizations, and other fields, with these examples serving as illustrations rather than limitations. Outreach includes social media and other means of communication. There is a goal of five awards per year, and a recipient need not be present to be honored. ATTACHMENT A AGENDA ITEM 2.Q. Nominations for 2020 and 2021 Rainbow Key Awards For the 2020 awards, a request for nominations was issued by the City, and distributed by press release, Facebook, Twitter, and other modes of City publicity. LGAB members also conducted personal outreach to their own networks and social media contacts. In 2020, the City received nominations for 12 people, businesses, or organizations. One of the nominations was deemed ineligible as the nominee is now a City Commissioner. The 2020 Rainbow Key Awards were cancelled due to the COVID-19 pandemic. 2021 Rainbow Key Awards Nominations: In early 2021, the City issued a call for nominations via a press release and its social media properties. The deadline to submit nominations was February 25, 2021 at 5 PM. The City received a total of 11 nominations. Two of these nominations were received after the deadline and not considered by LGAB. The nominations for each year are hereby presented as Attachment B. Personal information such as mailing addresses, emails and phone numbers have been redacted to protect nominees’ privacy. Combined 2020-2021 Rainbow Key Awards: As the 2020 awardees were not determined, the 2021 award ceremony will include the 2020 awardees. On Thursday, April 8, 2021, during its regularly scheduled meeting, LGAB voted to recommend awards to the following nominees: Nik Kacy; Dr. Adrian Ravarour; Troy Masters; Grace Baldridge; Sophie B. Hawkins; Paulo Murillo; Jeff Consoletti; and Dante Alencastre. Etheridge Award: During the above-mentioned meeting of LGAB, the Etheridge Award Subcommittee, comprised of three LGAB members recommended to LGAB that Lorri L. Jean, Chief Executive Officer of the Los Angeles LGBT Center be recognized with the award for her dedicated service to The Center and the LGBTQIA+ community. Her tireless efforts to empower the community and build advocacy coalitions are second to none. Ms. Jean has committed her adult life to advance the rights of the LGBTQIA+ community. She has been instrumental in the development of The Center, elevating the organization from a community-based agency to a nationally recognized power player. Virtual Award Ceremony: Every year, the Rainbow Key Awards are presented at an “in person” ceremony, usually at the City Council chambers. This year, due to the ongoing pandemic, the Rainbow Key Awards virtual ceremony will held virtually. The ceremony is tentatively planned for the month of June to coincide with Pride Month in Los Angeles. The Etheridge Award has been traditionally presented at the beginning of the Dyke March, during Pride weekend in West Hollywood. This year, the Board recommended that both awards be presented at the same time, during the virtual ceremony. Staff will work with LGAB to identify a date/time for the virtual ceremony to present the Rainbow Key Awards and the Etheridge Award. Staff Recommendation: Approve the nominations as recommended by LGAB. CONFORMANCE WITH VISION 2020 AND THE GOALS OF THE WEST HOLLYWOOD GENERAL PLAN: This item is consistent with the Primary Strategic Goal(s) (PSG) and/or Ongoing Strategic Program(s) (OSP) of: OSP-6: Value and Encourage our Broad Diversity of Cultures. OSP-8: Enhance the Cultural and Creative Life of the Community. In addition, this item is compliant with the following goal(s) of the West Hollywood General Plan: HS-3: Promote a community with strong social networks and cross-cultural interaction. HP-1: Expand the base of information on the City’s history. EVALUATION PROCESSES: N/A ENVIRONMENTAL SUSTAINABILITY AND HEALTH: N/A COMMUNITY ENGAGEMENT: The City encouraged community engagement with Rainbow Key nominations by press release, Facebook, Twitter, discussion at meetings of the Lesbian and Gay Advisory Board, and direct outreach by members of the Advisory Board. OFFICE OF PRIMARY RESPONSIBILITY: CITY MANAGER'S DEPARTMENT / COMMUNITY & LEGISLATIVE AFFAIRS FISCAL IMPACT: All expenses for this event are budgeted in Account 100-3-05-05-533022 (Lesbian/Gay Programs).
