Introduction Brij V. Lal Soldiers rioting on the steps of parliament house in Papua New Guinea; tumultuous politics besetting the presidency in Vanuatu; political assassi nations in New Caledonia; confrontation between soldiers and civilians on the troubled island of Bougainville. In other, calmer times, such inci dents of terror and violence would have stunned observers of Pacific Island affairs. But in the aftermath of the dramatic events in Fiji, news of upheaval in the islands is increasingly being greeted with a weary sense of deja vu. Such has been their impact that the Fiji coups and the forces they have unleashed are already being seen as marking, for better or worse, a turning point not only in the history ofthat troubled island nation but also in the contemporary politics ofthe Pacific Islands region. The issues and emotions that the Fiji coups have engendered touch on some of the most fundamental issues of our time: the tension between the rights ofindigenous peoples ofthe Pacific Islands and the rights ofthose of more recent immigrant or mixed origins; the role and place of traditional customs and institutions in the fiercely competitive modern political arena; the structure and function of Western-style democratic political processes in ethnically divided or nonegalitarian societies; the use of mili tary force to overthrow ideologically unacceptable but constitutionally elected governments. These and similar issues, rekindled by the events in Fiji, will be with us for a long time to come. Unlike any other event in recent Pacific Islands history, the Fiji crisis has generated an unprecedented outpouring of popular and scholarly litera ture, as our Book Review and Resources sections amply demonstrate. -

DIVERSITY, IDENTITY AND THE MEDIA 5. Fragments from a Fiji coup diary ABSTRACT Fiji has endured four coups in the past 22 years. On 10 April 2009, President Ratu Josefa Iloilo suspended the Constitution, sacked the judi- ciary, postponed any general election until 2014 and appointed himself as head of state. He reinstated 2006 coup leader Commodore Voreqe Bainimarama as interim Prime Minister, who in turn reappointed his cabi- net in defiance of international condemnation. A censorship crackdown on the media and civil society followed. The author is a media educator and journalist who worked for a total of 11 years at the University of the South Pacific, including experiencing both the 2000 and the 2006 coups. He later returned to Fiji as social media educator for the National Council for Building a Better Fiji (NCBBF). The Council was critical of the media during the period it developed a draft of the People’s Charter. It recom- mended changes to the law to establish a Media Tribunal, which was also planned to encourage qualified local personnel for editorial, subeditorial and publisher positions; provide a wide diversity of local programmes for television media and develop community radio and community television through a media tax. While the People’s Charter was seen as a neces- sary and constructive contribution to the future of Fiji, the leadership of Bainimarama was questioned after the repeal of the constitution. This arti- cle, opening with the author’s open letter to Bainimarama after the Easter putsch, offers reflections from a coup diary. FIJI 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Following eight years of military rule, Fiji held general elections in September 2014. In a contest deemed credible and “broadly reflecting the will of the Fijian people” by the Australian-led Multinational Observer Group, citizens elected 50 new parliamentarians. Josaia Voreqe (Frank) Bainimarama’s Fiji First party won 32 of the seats, and he was sworn in as prime minister. Civilian authorities regained effective control over the security forces after the general elections. The leading human rights problems included police and military abuse of persons in custody; restrictions on freedoms of speech, assembly, and movement; and restrictions on trade union and collective bargaining rights as well as strict limitations on the ability of workers in certain sectors to strike. Other human rights problems included prison conditions, government corruption, violence and discrimination against women, sexual exploitation of children, and deep ethnic divisions. The government failed to prosecute or punish some security forces officials who committed abuses, but it prosecuted or punished most officials who committed abuses elsewhere in the government. Impunity was a problem. Section 1. Respect for the Integrity of the Person, Including Freedom from: a. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed arbitrary or unlawful killings. Police reportedly killed one person in custody in 2014. Police officers detained robbery suspect Vilikesa Soko on August 17, 2014, and he died in the hospital on August 19 as the result of an alleged assault while in custody. The media reported the autopsy showed evidence of multiple organ failure, rectal and penile injuries, blood clots in the lung, extensive internal injuries, and bacterial blood infection. -

Chiefs and Indians: Elections and Politics in Contemporary Fiji Brij V. Lal 1he Republic of Fiji went to the polls in May 1992, its first election since the military coups of 1987 and the sixth since 1970, when the islands became independent from Great Britain. For many people in Fiji and out side, the elections were welcome, marking as they did the republic's first tentative steps toward restoring parliamentary democracy and interna tional respectability, and replacing rule by decree with rule by constitu tionallaw. The elections were a significant event. Yet, hope mingles eerily with apprehension; the journey back to genuine representative democracy is fraught with difficulties that everyone acknowledges but few know how to resolve. The elections were held under a constitution rejected by half of the pop ulation and severely criticized by the international community for its racially discriminatory, antidemocratic provisions. Indigenous Fijian po litical solidarity, assiduously promoted since the coups, disintegrated in the face of the election-related tensions within Fijian society. A chief-spon sored political party won 30 of the 37 seats in the 7o-seat House of Repre sentatives, and was able to form a government only in coalition with other parties. Sitiveni Rabuka, the reluctant politician, became prime minister after gaining the support of the Fiji Labour Party, which he had over thrown in 1987, and despite the opposition of his predecessor and para mount chief of Lau, Ratu Sir Kamisese Mara. In a further irony, a consti tutional system designed to entrench the interests of Fijian chiefs placed a commoner at the national helm. -

The Center contributes to a peaceful, prosperous, and just Asia Pacific community by serving as a vigorous hub for cooperative research, education, and dialogue on critical issues of common concern to the Asia Pacific region and the United States. Funding for the Center comes from the U.S. government, with additional support provided by private agencies, individuals, foundations, corporations, and the governments of the region. THE PACIFIC ISLANDS DEVELOPMENT PROGRAM (PIDP) was established in 1980 as the research and training arm for the Pacific Islands Conference of Leaders—a forum through which heads of government discuss critical policy issues with a wide range of interested countries, donors, nongovernmental organizations, and private sector representatives. PIDP activities are designed to assist Pacific Island leaders in advancing their collective efforts to achieve and sustain equitable social and economic development. As a regional organization working across the Pacific, the PIDP supports five major activity areas: (1) Secretariat of the Pacific Islands Conference of Leaders, (2) Policy Research, (3) Education and Training, (4) Secretariat of the United States/Pacific Island Nations Joint Commercial Commis- sion, and (5) Pacific Islands Report (pireport.org). Scores of civilians, police and army officers were injured; some were killed. Thousands of Fijians of Indian ethnic origin were forced to leave their homes as a result of racist or opportunistic attacks and fear of violence. Decrees issued under martial law allowed for racial discrimination but preserved other basic human rights. These rights were, however, frequently violated during operations against suspected rebels. As many as six suspected rebels were reportedly beaten to death by soldiers following an attempted mutiny in November. Investigations into alleged human rights violations were hampered by fears of retaliation; no findings were made public. Political instability On 19 May an indigenous Fijian nationalist movement led anti-government demonstrations in the capital. During the demonstrations, members of the military's elite Counter Revolutionary Warfare Unit (CRWU) led by George Speight, a civilian, stormed parliament, and took Prime Minister Mahendra Chaudhry, his son and most government members of parliament hostage; the hostages were held for up to 56 days. The rebels declared the 1997 Constitution abrogated and ''appointed'' a president and government that ensured indigenous supremacy. The 1997 Constitution had removed previous guarantees, imposed after two military coups in 1987, of political dominance by indigenous Fijians. -

Pacific Dynamics: Volume 1 Number 1 July 2017 Journal of Interdisciplinary Research http://pacificdynamics.nz Indo-Fijian Counter Hegemony in Fiji: Creative Commons Attribution 4.0 A historical structural approach ISSN: 2463-641X Sanjay Ramesh University of Sydney Abstract Indo-Fijians make up about 37 per cent of Fiji’s current population and have a unique language and culture, which evolved since Indians fist arrived into Fiji as indentured labourers on board the ship Leonidas in 1879. Since their arrival in the British colony as sugar plantation labourers, Indo-Fijian activists led counter hegemonic movements against the colonial government during and after indenture in 1920-21, 1943 and 1960. Indo-Fijian activists demanded political equality with Europeans and constantly agitated for better wages and living conditions through disruptive strikes and boycotts. After independence, the focus of Indo-Fijians shifted to political equality with indigenous Fijians and access to land leases from indigenous landowners on reasonable terms; and these were ongoing themes in the 1972, 1977 and 1982 elections. However, Indo-Fijian counter hegemony took a new form in 1987 with the formation of the multiracial Fiji Labour Party and National Federation Party coalition government but indigenous Fijian nationalists and the military deposed the government and established discriminatory policies against Indo-Fijians which were dismantled by the Fiji Labour Party-led coalition government in 1999. However, indigenous nationalists regrouped and deposed the government in 2000, prompting another round of protests and resistance from Indo-Fijians. Using Gramscian conceptualisation of counter hegemony as disruptive protest, resistance and dissent, I argue that political mobilisation of indentured labourers and their descendants was aimed at restoring political rights, honour, self-respect and dignity lost during colonial and post-colonial periods in Fiji. -

FIJI'S ROLE IN THE SOUTH PACIFIC FORUM, 1971-198*1. SANDRA TARTE A thesis submitted in partial fulfilment of the requirements for the degree of Bachelor of Arts (Honours), in the Department of Political Science University of Melbourne, October 1985. INTRODUCTION This thesis aims to examine Fiji's role (that is, policies and actions) in the South Pacific Forum in the period 1971 - 1984. It is a subject of intrinsic interest and importance. At the same time, however, it provides a case study of how a ; small, new state has sought to play a role in regional and international affairs . There are two broad reasons for examining Fiji's role in the South Pacific Forum (SPF) and these serve to define the essential objectives of this thesis. The first reason relates to the significance of the SPF.I As an annual meeting of the Heads of Government of independent and self-governing South Pacific nations (including Australia and New Zealand), the SPF is the highest regional authority for dealing with key political, economic and security issues concerning the region. It is widely considered to be the most important political organisation in the South Pacific, and to play a paramount role in the formulation of regional policies . j For Fiji, the SPF is the "most important forum for discussion p between all Pacific Island leaders" . A key to this import- ance is the fact that the SPF is at the apex of regional cooperation in the South Pacific, which is a cornerstone of Fiji's foreign policy. In analysing Fiji's policies and actions in the SPF, one objective is to identify how and why the SPF, as a vehicle of regional cooperation, has served an important function in Fiji's foreign policy; and to determine to what extent Fiji's role in the SPF has furthered specific national aspirations and priorities. -

For further information contact the UOW Library: [email protected] Coup Coup Land: The Press And The Putsch In Fiji On 19 May 2000, an insurrection led by failed businessman George Speight and seven renegade members of the élite 1st Meridian Squadron special forces engulfed the Fiji Islands in turmoil for the next three months. Speight and his armed co-conspirators stormed Parliament and seized the Labour-led Mahendra Chaudhry Government hostage for 56 days. On Chaudhry’s release from captivity, he partly blamed the media for the overthrow of his government. Some sectors of the media were accused of waging a bitter campaign against the Fiji Labour Party-led administration and its rollback of privatisation. In the early weeks of the insurrection, the media enjoyed an unusually close relationship with Speight and the hostage-takers, raising ethical questions. Dilemmas faced by Fiji and foreign journalists were more complex than during the 1987 military coups. As Fiji faces a fresh general election in August, this article examines the reportage of the Coalition Government’s year in office, media issues over coverage of the putsch, and a controversy over the author’s analysis presented at a Journalism Education Association (JEA) conference in Australia. -
