48 1. BRIEF HISTORY

Prior to 1959, scholars, novices and monks of Ladakh used to go to in pursuit of higher monastic Buddhist education and used to study and do research for years in the famous Mahaviharas of Drepung, Sera, Gadan, Tashi Lhunpo, , Sagnag Chosling, Derge, Dregung etc. This practice abruptly came to an end because of historical reasons. Hence, it was held imperative that a Buddhist Institute should be established for formal Buddhist education in this country. Leh was chosen the centre for the dissemination of the Buddhist Culture and Philosophy in view of its geophysical suitability and traditional matrix.

Accordingly, the Central Institute of Buddhist Studies was established at Leh with the holy rituals performed by Rev , the Senior Tutor to H.H. Dalai XIV. The Institute was initially called the “School of Buddhist Philosophy”. In 1962, at the behest of Ven Kushok Bakula, Pandit Jawahar Lal Nehru, the first Prime Minister of , was convinced of the necessity of such an Institution for the Buddhists living in the Himalayas. Thus the Institution was given full accreditation in the matter of financial support under the administrative charge of the Ministry of Culture, Govt. of India.

In its initial stages, the Institute admitted ten scholars: one each from ten important Gonpas (Monesteries) of Ladakh. The appointment of two teachers was made to instruct the students in Tibetan Literature and Buddhist Philosophy. For 3 years, these 10 Gonpas bore the entire expenses of the students and the teachers. From 1959 to1961, the School was conducted at Leh. From there, it was shifted to Village about 8 Kms away from Leh in 1962. The Institute had its new set up in 1973 at , 8 kms South-East of Leh and was registered in the year 1964 under the J&K Registration Act VI of 1998 (1941 A.D.) as an Educational Institution. Sanskrit, Hindi, English and Pali languages were introduced, besides the teaching of Buddhist Philosophy and Tibetan Literature. In 1973, the Institute was affiliated to Sampurnanand Sanskrit University, Varanasi, U.P., and the courses suitable to the students of the frontier region were introduced. The Government of India Ministry of Human Resource Development (Department of Higher Education) on the recommendation of the University Grants Commission conferred the status of ‘Deemed to be University’ under section 3 of the UGC Act, 1956 to the Central Institute of Buddhist Studies, Leh (Ladakh), and vide its Notification No. F.9-5/2001-US(A) dated 15-01-2016

The first Principal of the Institute was a renowned Tibetan Buddhist Scholar Ven Yeshi Thupstan who worked from 1959 to 1967. Ven. Lochos Rinpoche was appointed as the second Principal of the Institute. Dr. Tashi Paljor worked as the Principal of the Institute from 1979 to 2005. Consequent upon the

49 retirement of Dr. Nawang Tsering from the post of Principal after rendering 5 years of his service from 2005 to 2010, Dr. Wangchuk Dorjee Negi took over the charge of Principal on 15th June 2010. Subsequently, the Board of Management in its meeting held on 19-12-2011 decided to rechristen the post of principal as Director. Dr. Wangchok Dorjee Negi relinquished the post of Director on 12-12-2014 by handing over the charge to Prof. Konchok Wangdu.

2. OBJECTIVES

The main purpose of the Institute is to sharpen the multi-faceted personality of the students through inculcation of the wisdom of Buddhist Philosophy, literature and arts as well as to familiarize the students with the modern subjects. This has been a unique Institution in the country because of its provision to teach all the aspects of Himalayan Buddhist Culture at one place. The Institute undertakes Under Graduate, Post-Graduate and Doctoral Progammes in Buddhist Philosophical and Cultural Studies, and also establishes and maintains, feeder schools. The Objectives for which the Institute is established are:

1 To provide higher education leading to excellence and innovations in such branches of knowledge as may be deemed fit primarily at post-graduate and research degree levels fully conforming to the concept of University, namely, University Education Report (1948) and the Report of the Committee on Renovation, Rejuvenation of Higher Education in India (2009) and the Report of the Review Committee for Deemed to be Universities (2009). 2 To engage in areas of specialization with proven ability to make distinctive contributions to the objectives of the university education system, i.e., academic engagement clearly distinguishable from programmes of an ordinary nature that leads to conventional degree in arts, science, engineering, medicine, dental studies pharmacy, management etc., routinely offered by conventional institutions. 3 To provide high quality teaching and research facilities for the advancement of knowledge and its dissemination through various research progammes undertaken by a substantial number of full time faculty/research scholars (Ph.Ds and Post-Doctorals) in diverse disciplines. 4 To develop, manage, supervise and administer the affairs of the educational institute called the Central Institute of Buddhist Studies, Chglamsar, earlier known as the School of Buddhist Philosophy. 5 To provide instructions for various courses of study and research in different branches of Buddhist Philosophical and Cultural Studies for the award of the degree and diplomas. 6 To provide facilities for research, publication, restoration and advancement

50 of learning and dissemination of knowledge in such branches of Buddhist Philosophy, as the Institute may think fit. 7 To co-operate with educational and other institutions in any part of the world having objectives similar to those of the Institute in such manner as may be conducive to their common objectives. 8 To invite scholars of Buddhist Philosophy and Cultural Studies from India and other countries for lectures, and to hold seminars, discussions and discourses in Buddhist Philosophy and Culture. 9 To do all such things as may be necessary, incidental or conducive to the attainment of all or any of the objectives of the society.

3. MANAGEMENT

The Management of the Institute is vested with a Board of Management under the chairpersonship of Joint Secretary to the Govt. of India, Ministry of Culture. The members of the Board are the representatives of different Ministries, Departments, Associations, Universities and Buddhist Scholars nominated by the Govt of India, Ministry of Culture. The tenure of the members of the Board of Management is for a period of three years with effect from the first meeting of the re-constitution of the Board. The Director of the Institute is the Member-Secretary of the Board. The existing composition of the Board of Management is placed as Annexure at page 70. The meeting of the Board of Management is convened after every six months. The Board of Management have the power to exercise or perform all duties, powers, functions and rights whatsoever necessary or consequential and incidental to give effect to its objectives set forth in the Memorandum of Association. However, the Govt. of India may from time to time issue directives on breed matter of policy, which the Board shall have to carry out.

4. CONSTITUTION OF SUB-COMMITTEES

Several sub-committees have been constituted under the Board of Management to implement its directives and to assist the Board in the matter of Academic Affairs, Finances, Research, Publication etc. A brief write-up on each sub-committee is as under: i) Academic Council: In term of clause 14 of the Memorandum of Association and Rules and Regulations, the Institute constitutes an Academic Council consisting of eminent scholars and academicians to advise the Board in the Academic Affairs of the Institute. The Academic Council meets atleast three times in an academic year as per need to advise the Board in the respective field. The existing composition of the Academic Council is placed as Annexure at page 71.

51 ii) Finance Committee: A Finance Committee under the chairpersonship of Director (Finance)/Deputy Secretary (Finance) of the Govt. of India, Ministry of Culture is constituted as per Memorandum of Association and Rules and Regulations of the Institute. The Committee meets once or twice a year to advise the Director and the Board of Management in matters relating to the administration of property and funds of the Institute. The existing composition of the Finance Committee is placed as Annexure at page 72. (iii) Publication Committee: The Institute is carrying out the publication of rare books and manuscripts relevant to Himalayan arts, culture and language. The rare books/manuscripts proposed to be published are placed before the Publication Committee for review and justification of its publication before being sent to the press. The Publication Committee consists of eminent scholars and experts in the field of publication. The existing composition of the Publication Committee is placed as Annexure at page 73. (iv) Library Committee: The Library Committee consists of experts in the field of Library and recommends for upgradation and improvement of the Library from time to time including the requirement of additional staff, machines and equipment, digitization, cataloguing etc. The existing composition of the Library Committee is placed as Annexure on page 74. (v) Research Committee: The Research Committee of the Institute conducts interview for selection of candidates for fellowship; reviews the synopsis and progress of the Research Fellows etc. The existing composition of the Research Committee is placed as Annexure on page 75.

5. FUNDS

The Institute is fully financed by the Ministry of Culture, Govt. of India and has been allocated a provision of `802.34 lakhs and `931.07 lakhs under Plan and Non-Plan budgets respectively for the year 2016-17 to execute various projects approved by the Board of Management, CIBS, Leh. Besides an amount of `47.81 lakh was allocated under Tribal Sub-plan for the year 2016-17.

6. STAFF STRENGTH

The Director being the Head Administrative supervises the Institute assisted by the Administrative Officer and other supporting staff members of the Institute. The staff strength, category-wise of CIBS, Leh, showing teaching and non- teaching staff separately, is placed as Annexure at page 76.

7. FACULTIES AND DEPARTMENTS

The faculties and departments of the Institute have been established on

52 the basis of Panch Mahavidyas of Monastic tradition for the smooth and effective functioning of the Institute on University pattern as indicated below: iii) Faculty of Adhyatma and Nyaya Vidya (Faculty of Philosophy and Logic) iii) Faculty of Sabdha Vvidya (Faculty of Literature and Language) iii) Faculty of Sowa Rigpa and Shilpa Vidya (Faculty of Baudh Medical Science and Arts) iv) Faculty of Audhunik Vidya (Faculty of Modern Studies) These faculties are further divided into different departments relevant to their studies as per details given below:

I) Faculty of Adhyatma and Nyaya Vidya (Faculty of Philosophy and Logic)

The faculty consists of three Departments for Mool Shastra and Sampradaya Shastra with different branches of the disciplines. As per Monastic system, Adhyatma and Nyayavidya are two independent vidyas, having different faculties. But we have combined these together to suit the syllabus of the Institute. The departments as discussed are given below: i) Department of Bhot Baudh Darshan ii) Department of Sanskrit Bauddh Darsahan iii) Department of Sampradaya Shastra

II) Faculty of Shabda Vidya (Faculty of Literature and Languages)

This faculty consists of the languages as per details given below: i) Department of Bhot Literature ii) Department of Classical languages (Sanskrit and Pali) iii) Department of Modern languages (English and Hindi)

III) Faculty of Sowa Rigpa and Shilpa Vidya (Faculty of Baudh Medical Science and Arts)

The Institute takes much interest in preservation and promotion of traditional Himalayan arts and culture. Accordingly, the following departments have been set up for preservation and promotion of the arts and culture of the region. i) Department of Sowa Rigpa and Astrology: It is centuries old tradition in Ladakh to provide herbal medicines to the

53 patients. When there were no allopathic medicines, the Sowa Rigpa System of Medicines used to be very popular in the region. The people still believe that the Sowa Rigpa System of Medicines is the most useful one and has no side effect. Now the Govt. of India has also recognized Sowa Rigpa as one of the traditional and useful medicine systems. So the people opt for Sowa Rigpa System of Medicines. Keeping the facts in view, the Institute imparts training to students interested in Baudh Medical Science. The +2 (Higher Secondary) passed students having the sound knowledge of Bhoti language are eligible for admission into six years’ Baudh Medical Science Course. There are numbers of students who have been awarded the degree and some of them are practicing independently, while most of them are in Govt./private jobs. ii) Department of Himalayan Arts and Craft: a) Traditional Scroll/Fresco Painting: This art of painting is very popular in the region. Monasteries of Ladakh are very popular for preserving numerous thankha paintings and frescoes. The frescoes of Monastery and are very famous. One can still see the paintings that are one thousand years old. Besides, in each village, there is a monastery having thankhas, frescoes and statues. The tourists from all over the world come to Ladakh in summer season to visit these monasteries. The Institute runs a Buddhist Scroll Painting Course for the students. A number of students receive training in this course to keep alive the centuries old tradition of making the thankhas. b) Traditional Sculpture: The making of clay statues and monastic masks are very common in Ladakh region. There are monastic festivals known as Gustor//Tsetchu/Nagrang in every monastery on a special occasion. On this occasion, the mask dance popularly known as Cham is performed by wearing masks of different Buddhas and Bhodisattvas, gods, deities etc. The Institute has arranged to train the students for making the art of sculpture of Buddhas, Bhodhisattvas, gods, deities etc., and also teaches the art of making masks. The interested students have to undergo the training for six years after passing Class X. Numbers of students are under training in this art of making statues and masks. c) Traditional Wood Block Carving: In olden times, when there were no printing machines to print books, here in Ladakh, the people used to get the copy of religious and other texts copied from wooden blocks. The scripts of texts, especially religious texts, are carved on hard wooden blocks in a systematic way, so that the scripts get printed on a paper for reading. Once a text is carved on the wooden blocks, one can copy the text for thousand times like photostate copies. This was very popular in Ladakh in olden times. There is a system to hoist prayer flag in the monastery as well as on the top of every Buddhist household known as Tarchok, and Tarchan on the

54 main gate. These prayer flags are printed texts on clothes of five different colours, which symbolize high spiritual power. The text contained Lungsta and Gyal-Tsan Tsemo. The text is printed on clothes from wooden block made for the purpose. To continue this art, the Institute has introduced a six years course of Wood Carving. Besides the block making, one can learn the art of carving other decorative items like the carving of dragons, birds, lions, horses etc. This art is very popular in Ladakh region and one can earn handsome money for one’s livelihood through this. IV) Faculty of Adhunik Vidya (Faculty of Modern Studies): There are three departments under this faculty, which are as under: i) Department of Baudh Puranic History ii) Department of Comparative Philosophy iii) Department of Social Sciences

8. ADMISSION

Admission is being provided from Class VI to Class IX on the basis of an entrance test conducted by the Admission Committee as per the norms prescribed. However, the students of the feeder Gonpa/Nunnery Schools of the Institute are admitted directly.

Admission is also given to the students to the six years’ course in Sowa Rigpa, Baudh Scroll Painting, Sculpture, and Wood Carving depending on the availability of seats. During the year under report 110 students were admitted into various classes including professional courses.

9. SEMINAR/SYMPOSIUM/WORKSHOP a) During the year under Report,the Institute organized four days ‘All India Seminar on the subject “Four Noble Truths” from 23-08-2016 to 26-08-2016 in the Acharya Nagarjuna Auditorium of the Institute by inviting scholars from different Universities, Institutions and Monasteries. The seminar was inaugurated by H.E. Gaden Tri-Rinpoche, an eminent scholar. A large number of scholars from different Universities, Institutions and Monasteries from all over India participated in the seminar and presented their valuable papers. Besides, a large number of scholars from Ladakh region also participated in the seminar. The papers presented in the seminar have been collected and published in the form of a book titled “Ladakh Prabha”. The valedictory function of the seminar was presided over by Khanpo Sonam Tsering, Namdrol Ling, Mysore. A colourful cultural programme by the senior students of CIBS was also performed on the occasion. b) Teacher Training: Two days’ training on the subject “positive discipline and

55 Corporal Punishment” was organized on 28th and 29th September, 2016 for the teachers of Gonpa/Nunnery schools in collaboration with Leh Nutrition Project (LNP) financed by UNICEF under the Children Protection Act. Shri Hilal Bhat from J&K UNICEF and two experts of UNICEF conducted the workshop. 65 Gonpa/Nunnery school teachers and 35 Manager/Care-takers of the children in the Monasteries/Nunneries attended the workshop. The workshop was a great success and useful for routine functioning of the schools. c) The Institute also arranged another two days’ training for 20 Gonpa/ Nunnery school teachers located around Leh at on 18th and 19th September, 2016. Madam Kelli, an expert in the field of elementary eduction from U.S.A., provided the training. The teachers were took much interest and ensured to adopt the methology provided by the expert during the training. d) A day long local seminar was organized at Chowkhang Vihara, Leh on 12th November, 2016 in collaboration with LBA Women Wing on the subject “Disadvantage of Consumption of Alcohal in Buddhist Prespective”. 20 students each from Government as well as private High and Higher Secondary schools located in and around Leh were invited for the seminar. The scholars presented their valuable papers on the subject followed by open discussion. A large number of students, scholars and local public actively participated in the seminar and open discussion. It was appreciated for the effort to minimize the consumption of alcohol in daily life of the people. e) One day workshop was organized in the Institute on 22-06-2016 on the subject “Child Protection in the Monasteries/Nunneries”. This workshop was organized in collaboration with Leh Nutrition Project and UNICEF. Three representatives of UNICEF participated in the workshop and presented their valuable views on child protection. The scholars of CIBS, Leh and some representatives of the Monasteries participated in the workshop.

10. EDUCATIONAL TOUR

A group of 50 students from classes of Acharya II, Shastri-III, U.M.-II and final years of Sculpture, Painting and Wood Carving were on Bharat Darshan (Educational Tour) in the month of January 2017 for a period of 36 days. The group visited , Hyderabad, Bengaluru, Trivendrum, Goa, Pune, Bhopal. etc. The Ecucational Tour was conducted under the supervision of Khanpo Karma Stanzin, Lecturer and Mr. Jamyang Lhundup, Computer Instructor of the Institute. The purpose of the tour was to familiarize the students with the great historical, industrial, religious, and geographical wealth of the country and to imbibe in them the feelings of National Integration.

56 The students of the lower classes of the Institute were also taken for a local educational tour, i.e., Ladakh Darshan to Changthang valley for a period of 5 days under the supervision of three teachers. The total number of students who took part in this tour was 82 from class P.M.-II. They visited the historical places, monasteries, lakes etc., of the area. Thus the Institute provided an amount of `6.22 lakhs to conduct these tours.

Besides, a batch of twentytwo students from the Department of Sowa Rigpa under the guidance of the teachers concerned toured to Sapia village of Distt. for 7 days in August 2016 for collection/identification of various medicinal herbs and minerals used for preparation of Sowa Rigpa system of medicines. Various herbs were collected and demonstrated for preparation of medicines. The samples have been preserved in an album for reference. A large number of herbs were identified during the tour and also the raw materials were collected. Varieties of Sowa Rigpa medicines have been prepared by the Sowa Rigpa Department of the Institute itself through practical classes which include powder, pills etc. During the year under report, these medicines are being provided to patients on very nominal charges, and freely to the staff and students of the Institute.

11. PUBLICATION

The Institute published 87 numbers of rare and valuable books on various subjects including the proceedings of the National Seminars (Ladakh-Prabha). During the year 2016-17, the Institute published two books, viz. Profound Instructions for Meditation and The Mirror that Reflects the True Face of Reality, (the Illuminator of Gradual Steps Through Guidance of Definitive Maha .

12. RESEARCH

The Institute has established eight fellowships for Research Scholars on the pattern of U.G.C. The research works are being conducted in the field of Buddhism as well as its related areas. The Institute has awarded number of Ph.D. degree to the scholars after successfully completing their course. The Board of Management, CIBS, Leh in its meeting held on 13th March, 2015 approved the proposal to increase the number of fellowships from 4 to 8 on UGC pattern, and accordingly, at present, eight research scholars are doing research for Ph.D.

13. CAMPUS

The Institute is located 8 kms South of Leh town on the bank of the in Choglamsar. It has two campuses: the new and the old. The old campus is located on a piece of land measuring 23 kanals and used for running the classes for the junior wing form Class 6 to 8 with the strength of 149 students. It is under the charge of a Headmaster assisted by Trained Graduate Teachers

57 (TGTs) and other staff members.There are the teaching block, a small auditorium, office, and children’s library on this campus. Some projects of the Institute such as Manuscripts Resource Centre, Manuscripts Conservation Centre, Encyclopedia of the Himalayan Buddhist Culture are also going on on the old campus. The new campus is located just half a kilometer away from the old campus built up with separate blocks for teaching, Administration, Library and hostels (with a capacity of one hundred students in each which are separately provided to the monks, boys and girls). There are 60 Residential Quarters for staff and a Guest House with a capacity to accommodate 20 guests at a time. There is a sport stadium with facilities of spectators’ gallery, dressing room, store etc. Besides, an auditorium with seating capacity of 570 people is available to carry out various activities of the Institute. Besides these, a Philosophical Debate Hall, and a Students’ Recreation Center are available on the campus to carry out other activities.

14. LIBRARY

The Library is a vital organ of the Institute in which not only the students and teachers, but also other members of the Institute depend upon for seeking information and wisdom. A large number of Indian as well as foreign tourists visit the Library during the tourist season. The Library of the Institute was shifted to the new campus for which a separate building of three storeys is available. The library has been computerized by installing the Slim Thumi Software. There are three sections of the Library, i.e., (1) General Section (2) Sungbum/Tibetan Section, and (3) Reference Section. The total collection of 32,657 books in Tibetan, English, Hindi, Sanskrit, Pali and Urdu on Religion, History, Philosophy, Literature, Sociology, etc., is available. The Library has a well-collected reference section comprising of Encyclopedias, Dictionaries and Year Books. During the year under report the Institute purchased 214 books worth `1.30 lakhs. The Library of the Institute has subscribed 16 Indian and foreign research journals/periodicals during the year. Besides, 9 numbers of various types of magazines in different languages were also subscribed. In the interest of the students and readers, the Institute subscribes 8 different types of newspapers for the Library.

15. MUSEUM

The Institute has built up a small archaeological Museum with a collection of antiquities and objects-de-art which among other things include sculpture and painting articles of Ladakh, antique photographs and replicas brought from many historical places of India. This is a unique Museum of its kind in Ladakh, which draws attention of tourists as well as the research scholars on a large scale every year.

58 16. SPECIAL LECTURES/OTHER ACADEMIC ACTIVITIES i) Gyalsras Kushok Bakula Rinpoche Memorial Lecture Series: Ven. Kushok Bakula Rinpoche was a great scholar, saint and a social reformer of Ladakh. He did yeomen service for the development of Ladakh. He spent his life for the welfare and uplift of the poor and the downtrodden people of the region. He had a good political position in the State Govt. of Jammu and Kashmir as Cabinet Minister, and was M.P. in the Indian Parliament, Ambassador to Mongolia etc. In recognition of his social work, the Govt. of India decrorated him with Padma Bhushan. Due to his endeavour, the Central Institute of Buddhist Studies formerly known as the School of Buddhist Philosophy, Leh was established in the year 1959 to develop and preserve the rich cultural heritage of the region. In his memory, the Board of Management, CIBS, Leh in its meeting held on 27-2-2004 decided to commence a lecture series. During the year under report, the 12th Lecture Series was conducted from 8-03-2017 to 10-03-2017 by inviting Thupstan Rabgas of Drepung Loseling Monestery, Karnataka, an eminent Buddhist Scholar. He delivered his lectures on different topics relating to Buddhist philosophy. The lectures were attended by the staff, students and other interested people. ii) Workshop On Continuing Medical Education: The Department of Sowa Rigpa of the Institute organized six days’ workshop from 20-09-2016 to 25-09-2016 on the subject “Continuing Medical Education” with financial support from Ministry of AYUSH, Govt of India. Expert in the field of Medical Education were invited from Delhi as well as other University/Institution as Resource persons. 70 Sowa Rigpa Doctors and Students regularly attended the workshop and actively participated in debate. Besides, three Allopathy specialists were also invited to share their experience through presentation. iii) Bhoti Day Celebration: The Department of Bhoti Literature organized Bhoti Day on 24th September, 2016. The students from other Govt. and Private schools were invited to participate in the literary Competition in Bhoti language viz. easy competition, lecture competition and Quiz competition. The scholars delivered lectures on the importance of the day and teaching of Bhoti language in the ladakh region and also discussed about the present status of Bhoti language. A colourful cultural programme and a drama in Bhoit language were also arranged. The prizes were distributed to the winners. iv) Medical Facilities: The Institute has a dispensary of its own and provides medicines to the students and the staff. A part-time Doctor visits the Institute every alternate day. The part-time Doctor is assisted by a Staff Nurse and a Nursing Orderly. This arrangement is very useful for the students and the staff. During the year, the Institute purchased medicines

59 worth `2.05 lakhs to be distributed freely among the students and the staff for treatment of different ailments. v) Annual Sports Meet: To encourage athletic activities, the Institute arranged Annual Sports Meet for 8 (eight) days from 24th September to 1st October, 2016 during which various types of games and sports activities were conducted among the three houses, viz Nalanda, Takshila and Vikramshila. The faculty members and students actively participated and successfully completed the programme. The position holders were honoured with medals and certificates on the occasion of Annual Function. vi) Annual/Monthly Magazine: The Institute also brings out an Annual Magazine entitled “Rigpai Durtse” and two monthly News Letters titled Lomai Gatsal in Bhoti and The Green Grove in English to which the students and the staff contribute articles on different subjects. The activities of the Institute and the achievements of the staff and students having received awards etc., during the year are also highlighted with their photographs. These are purely institutional magazines and these reflect the nature and scope of the Institute absolutely.

17. SYLLABI

In the formative years, the ten-year syllabi covering the subjects of Hindi, Sanskrit, Buddhist Philosophy and Tibetan Language were in operation. In the year 1973, the Institute was affiliated to the Sampurnanand Sanskrit University, Varanasi, U.P., and accordingly, special syllabi were drawn up to fulfil the requirements of the border area students and to achieve the aims and objectives for which the Institute was initially established. Consequent upon the conferment of deemed to be university status to the CIBS, Leh in January 2016, the Institute amended the curriculum suitability by introducing the semester system. The curriculum has been implemented after conducting a series of workshops by inviting experts in the field and by amending the some by the Heads of Departments of the subjects concerned of other universities. Thereafter, it was placed before the Academic Council for consideration and approval. The compulsory subjects are Hindi, English, Tibetan Literature and Buddhist Philosophy and the optional subjects are Political Science, Economics, Pali, Sanskrit, Comparative philosophy, Sowa Rigpa, Wood Carving Sculpture and Painting. The degrees of Acharya, Shastri, Uttar Madhyama and Purva Madhyama are being awarded to the successful candidates which have been recognized by other Universities and the State Board of Jammu & Kashmir for appointment in Govt. Service and to take admission in other Universities. The equivalent degrees are given below:

60 1. Purva Madhyama Matriculation 2. Uttar Madhyama Higher Secondary 3. Shastri (with English) B.A. 4. Acharya M.A. The Institute included the Sampradya Shastra of Mahayana Buddhism in Shasrti and Acharya courses as one of the compulsory optional subjects, which has been welcomed by the faculty members, students and other scholars of Ladakh.

18. STIPEND TO STUDENTS

The stipend ranging from `820 to `1010 per student per month is presently granted to 675 students. An amount of `61.67 lakhs was disbursed to the students on account of stipend during the year 2016-17.

Besides, an amount of `67.36 lakhs has also been disbursed to 927 students of 50 Gonpa/Nunnery Schools running in various monasteries of Ladakh region and of Lahaul-Spiti valley of and of other parts of J&K on account of stipend.

19. FREE DISTRIBUTION OF TEXT/NOTE BOOKS TO STUDENTS

The students studying in the Institute and its branches and feeder Gonpa/ Nunnery schools come from most back-ward and remote areas of the region and belong to Schedule Tribe communities. Accordingly, under the Tribunal Sub-Plan, the Institute arranged the free distribution of Text/Note books to all students. During the year under report, Text/Note books worth `20.88 lakhs were purchased and freely distributed among the students of CIBS and its branches and feeder Gonpa/Nunnery schools located in different parts of the region.

20. EXAMINATION RESULT

The examinations from Class VI to Class VIII were conducted by the Headmaster, junior wing of the Institute. The examinations from Purva Madhyama I to Acharya (M.A.)-II were conducted by the Examination Department under charge of a faculty member. The overall pass percentage of the examination was worked out to 82%. The result of each class of the academic year 2016-17 is placed as Annexure at page 78.

To improve the academic standard of the junior students, necessary arrangements have been made to conduct the half-yearly and the Annual Tests in June and November each year by the Institute.

61 21. GONPA/NUNNERY SCHOOLS

To achieve its objectives, the Institute is running 50 Gonpa/Nunnery Schools in different monasteries which are extremely popular in the region. These schools are being run in collaboration with the respective monasteries, and accordingly, they arrange classrooms, hostel facilities and also provide ritual teachings. The Institute provides one to three teachers depending on the number of enrolment in a particular school. Besides, the furniture, stationery, text books and note books and stipend to the students etc., are being provided by the Institute. The teachers appointed by the Institute provide the modern elementary education viz. Bhoti, Hindi, English, Mathematics, Social Studies etc., in addition to the monastic education. During the year under report, 927 students were enrolled in the 50 Gonpa/Nunnery schools located in different monasteries of Ladakh. The school-wise and class-wise enrolment of the students for the year 2016-17 is placed as Annexure at page 79.

22. ANNUAL FUNCTION

The 57th Annual Day of the Central Institute of Buddhist Studies was organized on 23rd October, 2016 on the Institute’s Campus with great enthusiasm. The prizes were distributed among the position holders in the Annual Examination and in favour of the students who won in various competitions viz., essay competition, poem recitation competition, painting competition, lecture competition, sports activities, cultural activities, quiz competition etc. Dr. Sonam Dawa Lonpo, Hon’ble Chief Executive Councilor of Ladakh Autonomous Hill Development Council, Leh, was the Chief Guest on the occasion and the prizes were distributed by him. Besides Shri Thupstan Chewang, Hon’ble Member of Parliament Lok-Sabha and Shri Nawang Rigzen Jora, Hon’ble Member of Legislative Assembly, Jammu & Kashmir also attended the function as Guests of Honour. A colorful Cultural Programme was presented by the students of the Institute on the occasion. The function was attended by many scholars, Guests of the Ladakh region in addition to the staff and students. The function culminated with the singing of the National Anthem.

23. OTHER IMPORTANT EVENTS

The following celebrations and activities were carried out in the Institute with great enthusiasm during the year under report: i) Birth Anniversary of Bharat Ratna Dr. B.R. Ambedkar: 125th Birth Anniversary of Bharat Ratna Dr. B.R. Ambedkar was celebrated on 14th April, 2016 in the Institute. The faculty members and senior students actively participated in the function and threw light on the life and

62 achievements of Dr. B.R. Ambedkar. Essay and elocution competitions among the students were organized on the occasion. Prof. Konchok Wangdus, Director presided over the function. ii) Birth Anniversary of Dr. RadhaKrishanan: The Institute celebrated the birth anniversary of Dr. Radhakrishan as Teachers’ Day on 5th September, 2016. The teachers and students threw light on the life and achievements of Dr. Radhakrishanan. The teachers emphasized on the need of the students to follow and implement the principles and ideas of Dr. Radhakrishanan in their life. iii) Hindi Divas: The Institute celebrated the Hindi Divas on 14th September, 2016 by conducting various types of literary competitions viz. eassy writing, poem recitation, lecture delivery etc., in Hindi language. The prizes were distributed among the first, the second and the third position holders in the above competitions. Besides, the scholars delivered lectures on the importance and use of Hindi language. iv) Bhum Recitation: The Institute organized Bhum Recitation on 10-04-2016 by involving the staff and students for peace and prosperity of all sentient beings in world. This arrangement has been made with the contribution of the staff and students. v) Buddhist Chanting of Ladakh: The list of intangible cultural heritage was established by UNESCO, aiming to ensure the better protection of important intangible cultural heritage worldwide and the awareness of their significance. The programme for the list of intangible cultural heritage has been launched with an aim to draw attention to the importance of safeguarding the intangible heritage, which has been identified by UNESCO as an essential component and a repository of cultural diversity and creative expression. The Intangible Cultural Heritage (ICH), which is also called the living heritage, means the practice of representations, expression, knowledge, skills of a people as well as the instruments, objects, artifacts and cultural spaces associated with those communities/groups/individuals. Thus, ICH can be manifested, inter-ala, in any of the following domains: oral tradition and expressions including language, performing arts, social practices, rituals and festival events, knowledge and practices conserving nature and universe as well as traditional craftsmanship. Accordingly, the Government of India, Ministry of Culture entrusted the job to the Institute for preparation of the nomination dossier for Buddhist Chanting of Ladakh for inscription on UNESCO’s representative list of intangible cultural heritage (second circle). The Institute prepared the nomination dossier in the shape of audio-visual documentation of 60 minutes duration and a shorter version of 10 minutes duration in digital video format in English, and presented the same before UNESCO through the Model Agency IGNCA. UNESCO selected the Buddhist Chanting of Ladakh, recitation of sacred in trans-Himalayan

63 Ladakh to be included in the list of intangible cultural heritage of humanities. The Buddhist chanting of Ladakh comprised of the chanting of the following monasteries of Ladakh. Matho Gonpa Kun-rig vi) Swachh Bharat Abhiyan: The Govt. of India on the initiative of Hon’ble Prime Minister of India Shri Narendra Modi launched the Swachh Bharat Abhiyan with a view to make the whole country neat and clean. Accordingly, the Central Institute of Buddhist Studies, Leh keeping in view the initiative in mind, took up the assigned job to make neat and clean of the office, class room, campus and surrounding areas of the Institute by involving the staff and students on the following occasion. ii) World Environment day on 5th June, 2016 ii) Birth Anniversary of Mahatama Gandhi on 2nd October, 2016 Besides, as per the framed calendar, the Institute took up the task of cleaning on monthly basis. Moreover, on weekly basis the faculty members deliver lectures to the students about the importance of Swachh Bharat Abhiyan and also arrange various types of competitions viz, essay, poem recitation, lecture, painting etc., among the students on this theme during the year.The Institute organized the Swachh Bharat Pakhawada from 16-09-2016 to 30-09-2016 by conducting various activities as per the direction of the Govt. of India Ministry of Culture.

24. WINTER CAMP

The Institute on the initiative of the Students’ Welfare Committee organized one month winter camp w.e.f. 12th December, 2016 to 13th January, 2017 with a view to improve the academic standard of the students, lingual skills and boosting self-confidence along with the awareness for preservation and promotion of the cultural heritage of the region. A number of activities were carried out during the period such as, philosophical debate, prayer, meditation, dance, song, games, speech delivery, and interaction with educationist, leaders and other experts. The expenditure was incurred under tribunal sub-plan and the donation of NGOs.

64 25. PROJECT FOR TRANSLATION OF BUDDHIST PHILOSOPHICAL TEXT

Thousands of Buddhist Philosophical texts containing the teachings of Bhagwan Buddha and the books composed by the Indian and Tibetan scholars are available in Bhoti languages. The Non-Bhoti knowing scholars including researchers are unable to benefit themselves from these valuable books. Thus, the Institute has launched a small translation project to translate the Buddhist Philosophical Texts into Hindi for the benefit of the scholars, researchers and other interested people with the approval of the Board of Management of the Institute.

26. PROJECT OF THE COMPILATION OF ENCYCLOPEDIA OF HIMALAYAN BUDDHIST CULTURE

The Board of Management of the Institute approved the project of the compilation of Encyclopedia of Himalayan Buddhist Culture. The project was initially approved for a period of five years and it has been proposed to compile the Encyclopedia in 10 volumes. The project is launched by engaging scholars on contractual basis. The project is in progress under the supervision of a Chief Editor assisted by two Editors and three Research Assistants. Two volumes of the Encyclopedia covering the Ladakh region have already been published. Two volumes on Lahul Spiti and Kinnour valley of H.P. have already been complete and ready to be published. The works on other volumes are in progress. The Board of Management, CIBS, Leh in its meeting held on 19.12.2011 approved the extension of the project for a further period of five years, keeping in view its significance.

27. MANUSCRIPTS RESOURCE CENTRE

The National Mission for Manuscripts, Govt. of India has designated CIBS, Leh as the Manuscripts Resource Centre and Manuscripts Conservation Centre for the Ladakh region. Accordingly, the Institute is carrying out the assigned job by engaging scholars on contractual basis. At present, seven Resource Persons are working on the project from March to November. The documentation works are kept closed for three months from December to February due to severe cold weather. The Institute so far has documented about 30,519 manuscripts from 2,125 different Monasteries/Palaces/Individuals of Ladakh region. The Institute is trying to document all available manuscripts in the region. Besides, the Institute also carries out the conservation of rare manuscripts available in different monasteries of the region. So far, we have conserved 20,997 folios.

28. PLACEMENT OF STUDENTS AFTER OBTAINING THEIR DEGREE/DIPLOMA

The Institute provides the degree of Ph.D., Acharya (equivalent to M.A.) in

65 Bhot Baudh Darshan, Sanskrit Baudh Darshan, Ancient Indian Buddhist History, Bhot Literature and Comparative Philosophy; Shastri (equivalent to B.A); Uttar Madyama (equivalent to +2), and Purva Madyama (equivalent to Matriculation). Besides, Six Years’ diplomas in Sowa Rigpa ( Baudh Medical Science), Scroll Painting (Thankhas), Sculpture and Wood Carving are also being provided. It is observed that none of the students having obtained the above degrees from CIBS, Leh are without job. The students having passed their respective degrees/diplomas easily get appointments, especially in the Education Department of Jammu & Kashmir, Kendriya Vidyalaya, Navodaya Vidyalaya and Private Schools and actively work for the preservation and promotion of the cultural heritage of the region by involving the students of the respective schools. The candidates having the above degrees/diplomas have good opportunity for appointment in the Department of Akashwani and Doordarshan, as they prefer for the candidates having good knowledge of the local language. The Institute feels proud that the Alumni of CIBS, Leh have good positions in the State and the Central Government Services recruited through Kashmir PSC and UPSC. Besides, the Alumni of the Institute are serving for the country in the Military and Para-Military forces all over India. Some Alumni of the Institute are working in eminent Universities such as Vishva Bharati University, Shantinekatan; Jawahar Lal Nehru University, Delhi, etc. There are numbers of officers in the police department of Jammu and Kashmir who have obtained degrees from CIBS, Leh. The branch and feeder schools of CIBS, Leh are run by appointing the alumni of CIBS, Leh which help the preservation and promotion of the cultural heritage of the region.

The students having the diploma in Sowa Rigpa (Baudh Medical Science) have been engaged in the State Health Department under the “Centrally Sponsored Scheme”, National Rural Health Mission, to look after the rural patients throughout the region. The students having diploma in Thankha Painting, Sculpture and Wood Carving are earning handsome amount by preparing the Thankhas,

Statues and Wood Carving works for the local people as well as tourists visiting Ladakh. Besides, the candidates having the above diplomas are appointed as Instructors in the organizations running similar courses.

In this way, thousands of students have passed and obtained various degrees/diplomas from CIBS, Leh and none of them are found unemployed which is a great achievement of CIBS, Leh.

29. DUZIN PHOTANG SCHOOL, ZANSKAR i) Brief History: In 1980, His Holiness XIV paid his first visit to Zanskar on the invitation of the Buddhist Association, Zanskar and felt it

66 necessary to open a school for the preservation of the rich culture of the area. Accordingly, he donated some funds to the Buddhist Association, Zanskar for the purpose. In September 1984, the Buddhist Association established a School at Duzin Photang for the benefit of the poor and needy students of the area. Initially, 101 students were admitted in the School and three teachers were also appointed. The hostel facilities were also provided to the students coming from far-flung areas. The Buddhist residents of Zanskar also donated funds for the improvement and upgradation of the School. H.H. the Dalai Lama, during his second visit to Zanskar in 1988, further donated funds for the development of the School. The Buddhist Association, Zanskar and the people of Zanskar had represented to the then Hon’ble Prime Minister of India, Shri Rajiv Gandhi regarding the importance of the School with a request to take over the school by the Govt. of India on the pattern of the Central Institute of Buddhist Studies, Leh. The Hon’ble Prime Minister of India Shri Rajiv Gandhi paid his visit in March/April 1988 to Zanskar and decided that the Govt. of India would take over D.P.S. as a branch school of CIBS, Leh w.e.f. 1st November, 1989. Since then, the School is being run under the financial and administrative control of CIBS, Leh-Ladakh. At present 296 students are on the roll of the School from Classes I to X. A campus consisting of teaching block, a small library, a multi-purpose Hall, Hostel for 100 students, some Staff Quarters and a play ground is available. It is one of the best campuses in the entire Zanskar valley. A bus is also available to lift the day scholars of the school. Zanskar valley is an isolated place, even remains cut off from Leh and Kargil for about 6 to 7 months in a year during winter. (ii) Examination Result: The annual examination of the students from class 1st to 8th of Duzin Photang School, Zanskar is being conducted by the School under the supervision of the Head Master.The annual examination of class IX and X are being conducted by Central Institute of Buddhist Studies, Leh. An examination centre has been set up at Duzin Photang School, Zanskar keeping in view the hardship faced by the students for coming to Leh for examination purpose. The class-wise enrolment of students alongwith the result of each class for the academic year 2016-17 is placed as Annexure at page 81. (iii) Other activities: The school is carrying out various co-curricular activities viz, Annual Sports- cum-Literary Competitions, Conduct of Educational Tours to visit the historical places/monasteries, celebration of birth anniversary of important national level personalities, conduct of monthly lecture competitions etc. Besides, the School has a small Library with good collection of books for the students.The school also actively participates in parade and cultural programmes organized by State Govt. of Jammu & Kashmir on the occasion of Republic Day and Independence Day.

67 iv) Staff strength: The staff strength of Duzin Photang School for the year under report is placed as Annexure at page 82.

30. BAUDDHA DARSHAN SANSKRIT VIDYALAYA, KEYLONG, DISTRICT LAHOUL & SPITI (H.P.)

(i) Brief History: The Bauddha Darshan Sanskrit Vidyalaya, Keylong, Lahaul- Spiti (H.P.) was established in the year, 1976 to preserve the most valuable Buddhist Arts, Culture and Language of the Himalayan region viz; Lahaul, Spiti, Kinnaur, Pangi, Kullu and Manali. Prior to 1959, Scholars, Novices and Monks of this area used to go Tibet to pursue higher Monastic Education which came to an end in 1959 due to historical reasons. Thus the Bauddha Darshan Sanskrit Vidyalaya, Keylong came into existence to continue the old age practice to provide monastic education to the young novices. Initially, the Vidyalaya was run with the funds raised by public donation. Subsequently, the Govt. of India, Ministry of Culture provided some financial assistance under the scheme of Financial Assistance for Development of Buddhist/Tibetan Organisations. The State Government of Himachal Pradesh also provided some financial assistances for its maintenance which was subsequently discontinued. The people of the region tried their best for the take over of the Vidyalaya as an Autonomous Organization of the Govt. of India on the pattern of Central Institute of Buddhist Studies, Leh and Central University of Tibetan Studies, , Varanasi. But, it could not be taken over as an Autonomous Organization of the Govt. of India, Ministry of Culture. However recently, the Govt. of India, Ministry of Culture on the recommendation of the Board of Management, CIBS, Leh decided to take over the Vidyalaya as a branch School of CIBS, Leh on the pattern of Duzin Photang School, Zanskar. Accordingly, CIBS, Leh took over the Bauddha Darshan Sanskrit Vidyalaya, Keylong, H.P. as a branch School from 5 March, 2010 in pursuance to Govt. of India, Ministry of Culture’s letter No. F.1-11/2004-BTI dated 05-03-2010. Since then the administration of the Vidyalaya is being looked after by CIBS, Leh with full financial support. At present 75 students are studying in the Vidyalaya from Class I to X. Consequent upon the take over as Branch School of CIBS, Leh, the number of students is likely to increase. The Vidyalaya is affiliated to the Sampurnanand Sanskrit University, Varanasi and the examination of the students is being conducted by the said University. There are one Headmaster, six Trained Graduate Teachers (TGTs), one Bhoti Teacher, one Buddhist Philosophy Teacher, one UDC and three Class-IV employees working in the Vidyalaya. The Central Institute of Buddhist Studies, Leh provides the salaries of the Staff, stipend to the students, furniture/furnishing items and other day-to-day expenditure of the Vidyalaya on the pattern of Duzin Photang School, Zanskar. Subsequently, the Board of Management decided to shift the Vidyalaya to

(ii) Examination of BDSV, Mandogulu: The Annual Examination of Class-VI to VIII of the Vidyalaya is being conducted under the supervision of the Headmaster of the said Vidyalaya. The Annual Examination of class-IX and X is being conducted by the Central Institute of Buddhist Studies, Leh. The Class-wise enrolment of students alongwith the result of each class for the Academic Year 2016-17 is placed as Annexure at page 83.

Separate Audit Report of the Comptroller & Auditor General of India on the Annual Account of Central Institute of Buddhist Studies, Leh-Ladakh for the year ended 31 March 2017

1. We have audited the Balance sheet of Central Institute of Buddhist Studies, Leh-Ladakh as at 31 March 2017, Income & Expenditure Account and Receipts & Payments Account for the year ended on that date under Section 20(1) of the Comptroller & Auditor General’s (Duties, Powers & Conditions of Service) Act, 1971. These financial statements are the responsibility of the Institute’s management. Our responsibility is to express an opinion on these financial statements based on our audit.

2. This Separate Audit Report contains the comments of the Comptroller & Auditor General of India (CAG) on the accounting treatment only with regard to classification, conformity with the best accounting practices, accounting standards and disclosure norms, etc. Audit observations on financial transactions with regard to compliance with the Law, Rules & Regulations (Propriety and Regularity) and efficiency-cum-performance aspects, etc., if any, are reported through Inspection Reports/CAG’s Audit Reports separately.

3. We have conducted our audit in accordance with auditing standards generally accepted in India. These standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatements. An audit includes examining, on a test basis, evidences supporting the amounts and disclosure in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall presentation of financial statements. We believe that our audit provides a reasonable basis for our opinion.

4. Based on our audit, we report that:

i) We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purpose of our audit. ii) The Balance Sheet, Income & Expenditure Account and Receipts & Payments Account dealt with by this report have been drawn up in the format approved by the Ministry of Finance, Government of India. iii) In our opinion, proper books of accounts and other relevant records have been maintained by Central Institute of Buddhist Studies, Leh-Ladakh in so far as it appears from our examination of such books. (iv) We further report that:

Balance Sheet Application of Funds Fixed asset (Schedule 2) Capital Work in Progress: `5.59 crore As per the Utilisation Certificates provided by the PWD, out of `8.38 crore released by the Institute, an expenditure of `7.14 crore had been incurred in respect of the works under progress. However, in the accounts the amounts of Work in Progress and Advance to PWD have been depicted as `5.59 crore and `3.37 crore, respectively. The figures need to be reconciled.

B. Income and Expenditure Account Grants/Subsidies (Schedule 4) Figures of Grants/Subsidies shown under Previous Year column in the Annual accounts for 2016-17 (Plan: `7.61 crore and Non-Plan: `7.95 crore) did not match with the figures depicted in Annual accounts of the Institute for the year 2015-16 (Plan: `7.95 crore and Non-Plan: `7.61 crore).

C. Significant Accounting Policies (Schedule 9) 1 Accounting Policy at Sl. No (A) states that the Financial Statements have been prepared in accordance with the Accounting Standards (AS) specified by the Institute of Chartered Accountants of India. As per AS 15 relating to accounting of retirement benefits the provision in respect of gratuity and leave encashment in respect of services rendered up to the close of the Accounting Year should have been made. However, the Institute has not made any provision in respect of gratuity and leave encashment of its employees in service as on 31 March 2017 in contravention of Accounting Policy at Sl. No (A) as stated above as well as Uniform Format of Accounts. 2 In view of point at Sl. No 1 above, the accounting policy at Sl. No (B) stating that the financial statements have been prepared by following cash method of accounting is also inconsistent with the accounting policy at Sl. No (A) and AS 15 as well as Uniform Format of Accounts. i) Assets understated by `2.84 lakh.

D. General The Accounts were not page-numbered.

E. Grants-in-aid Out of total available funds of `17.99 crore including previous unspent balance `0.89 crore, Grants received during the year 2016-17 `16.92 crore, and interest earned during the year `0.18 crore, the Institute utilized `17.81 crore leaving unspent balance of `0.18 crore at the end of the year.

24 v) Subject to our observations in the preceding paragraphs, we report that the Balance Sheet, Income and Expenditure Account and Receipts & Payments Account dealt with by this report are in agreement with the books of accounts.

vi) In our opinion and to the best of our information and according to the explanations given to us, the said financial statements read together with the Accounting Policies and Notes on Accounts, and subject to the significant matters stated above and other matters mentioned in Annexure to this Audit Report give a true and fair view in conformity with accounting principles generally accepted in India: a. In so far as it relates to the Balance Sheet, of the state of affairs of Central Institute of Buddhist Studies, Leh-Ladakh as at 31 March 2017; and b. In so far as it relates to Income & Expenditure Account, of the deficit for the year ended on that date.

25 Annexure

1. Internal Audit System

The Internal Audit of the Institute was conducted by the HRD Ministry for the period of 2011-12 to 2016-17, however, the Internal Audit Report is still awaited.

2. Internal Control System

Internal Control System was inadequate in view of the following:

i) Delay in finalization of Internal Audit Reports.

ii) Non conducting of Physical Verification of Fixed Asset, Consumables and Library Books.

iii) Non-maintenance of Fixed Assets Register.

iv) Improper capitalization/classification of expenditure on work.

v) As per Memorandum of Association and Rules and regulations of CIBS, Leh, the Board of Management and Finance Committee shall meet at least four times in a every year to examine the accounts and to scrutinize proposals of expenditure. However, only one meeting was conducted during 2016-17.

vi) The Institute had engaged a consultant for dealing with sensitive financial matters like signing of cheques/withdrawal registers/stock registers, however, the appointment was made in contravention to the codal provisions of GFR as neither any remuneration/term/scope of service had been fixed nor concurrence of the Ministry of Culture obtained.

3. Physical verification of Fixed Assets and Inventories

Physical verification of Fixed Assets (including library books) and Inventory was not conducted in 2016-17.

4. Regularity in payments of statutory dues:

The Institute was regular in payment of statutory dues.

Basis of Preparation of Financial Statements—The Financial Statements have been prepared in accordance with the Accounting Standards specified by the Institute of Chartered Accountants in India. b. Accounting Convention and Revenue Recognition—The Financial Statements have been prepared by following cash method of accounting. c. Depreciation—Depreciation has been charged as per rates provided in the Income Tax Act, 1961 on the WDV appearing in books and subsequent improvement thereto. d. Inventories—Inventories are valued at cost price. e. Investments—Investment is valued at cost price. f. Transaction in Foreign Currency—There are no transactions in foreign currency during the year. g. Retirement Benefits— i. Gratuity—Shri Tsering Mutup, Guard Commander, Shri Tsewang Norbu, Peon, and Smt. Tsering Palmo, Peon was retired from their service and Gratuity has been made and paid to them during the year. ii. Leave Encashment—Shri Tsering Mutup, Guard Commander, Shri Tsewang Norbu, Peon, and Smt. Tsering Palmo, Peon was retired from their service and Encashment of leave was made and paid to them during the year. iii. Pension—No Pension Fund has been made during the year. h. Prior Period Adjustment, Extraordinary items and Changes in Accounting Policy—Prior Period Adjustments, Extraordinary items and Changes in Accounting Polices having material impact on the financial affairs of the Institute are disclosed. i. Contingencies Liability—There are no contingencies liabilities during the year.
