I. EFFECTS OF THE ACTIVE LOW PRESSURE AREA (ALPA) THAT DEVELOPED INTO TROPICAL DEPRESSION “FERDIE’

A. INCIDENTS MONITORED

CAPSIZED MOTORIZED BANCA “IRISH” IN CITY,

• On or about 11:00 PM, 19 July 2012, a motorized banca with markings FBCA “Irish” was capsized at the vicinity of Brgy. Tinabog, Puerto Princesa City, Palawan due to rough seas and strong winds. • At about 3:30 AM, 20 July 2012, Diosdado Santillan reported at PCG-Palawan that he received a phone call from Roberto Esparagoza stating the incident. There were five (5) fishermen onboard, all residents of Purok Maligaya, Brgy. Mandaragat • As of 9:30 AM, 20 July 2012, all fishermen were rescued and SAR Team went back to Puerto Princesa.

ACTIONS TAKEN

• PCG-Palawan was deployed at the area and conducted Search and Rescue (SAR) operations.

FLOODING INCIDENT IN

• On or about 9:00 AM 19 July 2012, a flooding incident occurred at the Municipality of Bulan, Province of Sorsogon due to heavy rainfall brought about by the Active Low Pressure Area. The road going to Lay-a, Gate is flooded. No evacuation was ordered. • As of 4:30 PM the reported flooding have already subsided.

ACTIONS TAKEN

• The Bulan Rescue Group and Bulan MDRRMO in coordination with 31 st IB, PA Personnel proceeded to the flooded area with a rubber boat for possible assistance.

TORNADO INCIDENT IN SORSOGON

• A tornado incident occurred in Barangay Inararan, Bulan, Sorsogon. According to Barangay Captain Salve Delgado, four (4) houses and one (1) fishing boat were partially damaged because of the tornado. No Casualties were reported. • No evacuation conducted.

FLOODING INCIDENT AT ISULAN,

• On or about 10:00 PM 18 July 2012, a flooding incident due to heavy rainfall occurred at Purok Riverside, Kalawag 3, Isulan, Sultan Kudarat Province. The flooding was caused by the overflowing of Allah River due to water coming from upstream South Province area. • Fifty (50) families were affected. Fifty (50) persons were evacuated to the Isulan municipal gymnasium but later returned to their respective houses after flood waters have subsided.

ACTIONS TAKEN

• Rescue team composed of elements from the PNP and the Philippine Army facilitated the evacuation of the 50 individuals to the Isulan municipal gymnasium. They are still on standby for any eventualities. • MDRRMO Isulan and OCD XII are continuously monitoring the current situation.

EMERGENCY PREPAREDENESS AND RESPONSE:

NDRRMC

• NDRRMC–OPCEN was activated into “Red Alert” status effective 5:00 PM, 20 July 2012 in view of the Southwest Monsoon and the Tropical Depression “FERDIE”. • Disseminated NDRRMC Advisories on Weather Advisory to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low- lying and mountainous areas if situation warrants • NDRRMC–OPCEN disseminated the Hydrological Dam Situationer Ipo Dam issued at 8:00 AM, 19 July 2012 to OCDRC III stating that due to active low pressure area, the Ipo dam opened one spillway and the water releases was expected to affect the low-lying areas along Angat River from Norzagaray to Hagonoy. All residents living in the aforementioned areas were advised to be alerted for possible increase in the water level downstream. PAGASA continuously monitoring the hydrological condition at Ipo dam. MEMBER AGENCIES

• PCG-Aparri implemented the “No Sail Policy” for all motorized banca within their Area of Responsibility (AOR). • PNP / PRO IV-A alerted all Police Provincial Offices to monitor weather situation and report any untoward incident to the LDRRMCs Operation Center.

4 • LLDA ( Lake Development Authority) assured RDRRMC IV-A and Rizal PDRRMC that all flood gates of Napindan Channel are open and Manggahan flood control gates are closed. • PAGASA commenced the Preparatory Phase of Flood warning OperAtion for the Magat River.

REGIONAL PREPAREDNESS AND RESPONSE:

• RDRRMC II disseminated Severe Weather Advisory to RDRRMC member-agencies, P/C/MDRRMC, PCG, Local Media (Radio Stations) and other stakeholders thru SMS and facsimile. Coordinated with Local DRRMCs regarding situation in their AOR and preparedness activities undertaken. Continuously monitoring the regional situation. Alerted Local DRRMCs for possible occurrence of any emergency. Alerted the residents living in low lying areas and mountainous slopes against possible flash floods and landslides. • RDRRMC III was under White Alert status. Disseminated weather advisory for Active Low Pressure Area (ALPA) and Southwest Monsoon . Relayed Hydrological Dam Situationer for Ipo Dam water released issued 8:00 AM 19 July 2012. Continuously monitoring of Ipo Dam in the province of and major roads and bridges in AOR. • PDRRMC and Bulacan alerted the residents living in low-lying and mountainous areas for possible landslides and flashfloods. • PDRRMC Bulacan is continuously monitoring the flooding incident at Brgy. Alusilis, San Narciso, and the effect of ALPA and Southwest Monsoon in their AOR. • RDRRMC IV-A disseminated weather advisories to members of RDRRMC IV-A, LDRRMOs and Local Media thru Fax, Email and SMS and advised them to take precautionary measures. Residents in low lying areas and near mountain slopes were also alerted against possible flash floods and landslides. Alerted all LDRRMC to monitor any untoward incidents in their respective AORs. LDRRMCs are closely monitoring water level of streams and rivers that may cause flash floods and placed response team on stand-by alert and ready for deployment. ° PDRRMC Rizal activated its Operation Center due to the continuous rains and closely monitoring flood and landslide prone areas. • RDRRMC IV-B continuously disseminating of Weather Bulletin and Gale warning to PDRRMCs, CDRRMCs, LGUs and line member agencies through SMS. Continuously coordinating and monitoring of weather situation in area of responsibility. • RDRRMC V disseminated weather advisories and flood bulletin to all RDRRMC members / Support agencies, LDRRMCs and local media and uploaded to the OCD- RDRRMC Facebook page to ensure public safety. Continuously coordinated with PDRRMC and advised to closely monitor situation in AOR. • RDRRMC VII released weather advisory to all Council Members and to their respective agencies at local level. Alerted PDRRMCs-Central to inform communities to monitor critical areas like river system and low-lying areas. Activated Blue Alert at Office of Civil Defense on 24/7.
