DEC 6, 2012 • 4:00 AM – Typhoon "PABLO" slightly weakened, slowed down and accelerated as it moved away from the country. Dec 7, 2012 • 4:00 PM - the center of Typhoon “PABLO” was located at 400 km West of Coron, Palawan) with maximum sustained winds of 120 kph and gustiness of up to 150 kph. • 8:00 PM – it maintained its strength and continued to move away from the country Dec 8, 2012 • 1:30 AM - Typhoon "PABLO" intensified as it moved north northeastward. • 9:30 AM – downgraded into a tropical storm , maintained its strength and continued to move north northwestward slowly. • 10:30 AM - Typhoon "PABLO" maintained its strength and is now moving closer to western section of northern and central Luzon . • 4:30 PM - maintained its strength and threatened Ilocos Provinces and la union Area Dec 9, 2012 • 4:30 AM – Typhoon PABLO continued to weaken as it moved towards Ilocos Norte • 9:30 AM - It weakened further as it remained almost stationary • 4:30 PM -Tropical depression Pablo weakened into a Low pressure Area II. EFFECTS: A. INCIDENTS MONITORED (TAB A) • Thirty-seven (37) incidents were monitored: twenty-one (21) of which were maritime incidents, seven (7) were flooding incidents, one (1) drowning incident, one (1) trash slide, one (1) whirlwind incident, one (1) stranded ship, one (1) tornado incident, two (2) falling debris incidents and two (2) collapse house incidents. B. AFFECTED POPULATION (TAB B) • As of 10 December 2012, 5:00 AM, a total of 486,554 families / 5,408,900 persons in 1,926 Barangays / 249 municipalities / 37 cities / 30 provinces of Regions IV-B, VI, VII, VIII, IX, X, XI, XII and CARAGA were affected. • The total number of population currently served inside and outside the evacuation centers decreased to 65,941 families / 308,110 persons. INSIDE 134 ECs 25,812 families / 116,404 persons OUTSIDE ECs 40,129 families / 191, 706 persons C. CASUALTIES (TAB C) CASUALTIES NUMBER DEAD 714 IDENTIFIED 457 UNIDENTIFIED 25 7 INJURED 1,906 MISSING 890 RESCUED 110 D. STATUS OF LIFELINES (TAB D) • Twenty (20) bridges and nine (9) roads are not passable. • Six (6) areas are experiencing interruption in water supply. E. DAMAGED HOUSES (TAB E) • A total of 114,583 damaged houses were reported in Regions IV-B, VI, VII, X, XI and CARAGA. Of which 70,591 were partially damaged while 43,992 were totally damaged . F. COST OF ASSISTANCE (TAB F) • The estimated cost of assistance is PHP55,279,323.64 : DSWD (PhP25,098,232.95) , LGUs (PhP19,328,994.53) ; DOH (PhP7,206,431.23) ; and NGOs/other GOs (PhP139,958.00 ) and NDRRMC (PhP3,505,706.93) G. COST OF DAMAGES (TAB G) • The estimated cost of damages to properties is PhP 7,116,388,040.07 : Infrastructure (PhP 3,479.131,300); agriculture ( PhP3,618,868,247.07) private properties (PhP18, 388,493.00) • DA reported that 26,160 hectares of crops in 18 provinces of 6 (six) regions in Mindanao namely: Regions IX, X, XI, XII, XIII and ARMM were affected with estimated losses of 3,149 metric tons (MT) palay, 1,523 MT of corn and 250 MT of HVC (rubber, palm oil, fruit trees and vegetables). H. DECLARATION OF STATE OF CALAMITY (TAB H) • The president declared the following areas under a State of National Calamity thru Proclamation No. 522, dated December 7, 2012: 50 provinces, municipalities and cities in Regions IV-B, VII, X, XI, and CARAGA III. EMERGENCY RESPONSE MANAGEMENT A. Search and Rescue (SAR) and Evacuation Operations • Search and Rescue Operations has been effected through the concerted efforts of Philippine Coast Guard (PCG), Armed Forces of the Philippines (AFP) units including NOLCOM, WESTCOM, CENTCOM, WESTMINCOM, EASTMINCOM, PAF and NAVFORSOL, Bureau of Fire Protection (BFP) and Philippine National Police (PNP). • The following response assets were deployed to Davao Provinces, Negros Oriental, Compostela Valley, Surigao and Agusan Provinces for SAR operations: Personnel 1,475 Vehicles 11 Aircrafts 11 Seacrafts 11 Other Assets 1,503 • A total of 25,812 families / 116,404 persons were evacuated to 134 established evacuation centers in heavily devastated regions and rescued 110 persons . As of today, around 780 persons are still missing and SAR operations being conducted by the concerned emergency responders are still ongoing. • MMDA rescue team assisted MDRRMC New Bataan in the Search and Rescue as well as retrieval operations in Compostela Valley and Davao Oriental. • PCG dispatched three (3) SHIPS: SARV-3504 transported relief goods and medicines with a Medical Team of doctors and nurses from Mati Port to Cateel, Davao Oriental; SARV-003 transported assorted relief goods from Manila to Sasa Wharf Davao City; and SARV-3504 conducted transported relief goods to the Municipalities of Baganga, Cateel, and Boston, Davao Oriental. • PRC Response/First Aid Management facilitated in Iligan City the transfer of 900 individuals to identified evacuation centers; transport of three (3) individuals to the Adventist Medical Center for medical attention; and rescued 34 persons (2 elderly,3 children and 29 adults); facilitated 41 wounded individuals in New Bataan, Compostela Valley; assisted 92 families/ 437 persons during pre-emptive evacuation in Bacolod City; and deployed 4 PSP Teams from Cagayan de Oro to Baganga, Davao Oriental. • AFP (67IB and 701st BDE) conducted search and rescue and retrieval operations at Municipality of Boston, Davao Oriental. • PCG-manned BFAR Patrol Boat MCS-3005 and rescued four (4) survivors and recovered one (1) dead body; BFAR Patrol Boat (MCS-3009) scoured the waters of Surigao and Mati City, Davao Oriental with negative sightings of reported missing fishermen and fishing boats. • Phil. Navy stationed in Surigao del Norte retrieved three (3) fishermen from General Santos City in the custody of foreign vessel name Reefer Calya Portese en route to Tokyo, Japan. The said fishermen are now confined in Caraga Regional Hospital. • NBI Forensic experts were dispatched to severely affected areas for the conduct of DNA Examination particularly to those unidentified victims. B. Health and WASH • The Albay Province Safety and Emergency Management Office deployed Humanitarian Relief Mission dubbed as "Tabang MindaNow" to Compostela Valley and Davao Oriental. The said mission will also deploy water purifying machine in the municipalities of Cateel, Baganga and Boston Towns in Davao Oriental and New Bataan in Compostela Valley. • CDRRMC Oroquita City with DSWD distributed relief goods at the different evacuation centers. • CHD X Conducted Rapid Health Assessment in the Province of Lanao del Norte, Bukidnon, Misamis Oriental and Cagayan de Oro City; augmented additional Php 50, 000 worth of assorted drugs and medicines to all provinces of Northern Mindanao. • CHD XI dispatched health workers to the different health units of the region to support health requirements; delivered assorted drugs and medicines, supplies and cadaver bags to Davao Oriental and Compostela Valley Province; dispatched two (2) Rapid Health Assessment Teams to Cateel, Boston, Baganga and New Bataan; conducted orientation on SPEED (Surveillance in Post Extreme Emergency and Disaster) system • DOH CARAGA deployed medical teams in Bohol, Cebu, Negros Oriental and Siquijor; and provide additional medicines to Hinatuan, Surigao del Sur and Agusan del Sur. • BFP XI provided fire trucks for delivery of potable water to evacuation centers. C. Relief and Recovery Operations 1. Food and Non-Food Items • Out of the 486,554 families / 5,408,900 persons affected ; 65, 941 families / 308,110 persons (both outside and inside 134 evacuation centers) were served from the combined resources of DSWD, DOH, LGUs, GOs and NGOs amounting to PhP 55.279 million DSWD • Prepositioned P137.06 million standby funds and P28.97 million worth of relief supplies amounting to P166.03 million in all DSWD-FOs lying along the typhoon path ready to augment, as needs arises . (Details on Tab I) • Partnership with "Greenpeace", for the sea transport of the following donated relief supplies to Davao City tentatively set to sail on December 11, 2012: Items Quantity Rice 1,000 sacks Bottled water (500 ml x 24 bottles) 2,000 boxes Assorted clothing 57 boxes Assorted clothing 33 bags *see details on Tab I • The Government of Malaysia donated assorted relief items for humanitarian assistance for the victim of Typhoon Pablo in Davao Region • Singaporean NGO (Mercy Relief) donated and provided two (2) units of Pedalpure Portable Water Filtration Systems for use of relief efforts and to address the need for clean drinking water • MARINA has been coordinating with the vessel owners for the transport of relief goods in Mati City. D. Damage Assessment • Joint NDRRMC-UN Humanitarian Country team (HCT) together with the ASEAN Coordinating Center for Humanitarian Assistance (AHA) conducted Rapid Needs Assessment (RDANA) in Regions X, XI and CARAGA on December 5, 2012 as the heavily devastated areas. OCDRC XI joined the joint NDRRMC-HCT Assessment Team in conducting Rapid Needs Assessment in the hardest areas of the region. New Bataan, Compostela Valley municipal government set-up an incident command post in the Municipal Hall led by the Mayor together with the following areas: Mobile Hospitals from the ComVal provincial government; stationary treatment facility; basketball court serves as the evacuation center; SAR and retrieval operations was provided by the military. • OCDRC IV-B conducted RDANA in the Municipalities of Roxas and Araceli, Palawan • PDRRMO Palawan and 570th Tactical Wing of PAF conducted aerial damage assessment in the Municipalities of Northern Palawan. E. Meetings Conducted • Emergency Preparedness Meeting re Typhoon "BOPHA" was held at the NDRRMC Operations Center on 02 December 2012 at 2:00 PM to discuss the preparedness measures of concerned agencies and regional offices and was attended by representatives from PAGASA, DILG, DOH, DSWD, AFP, PNP, PIA, BFP, PCG, PRC and MMDA.
