Rule Proposals

Many of the following proposals have been tossed around among various circles for consideration by the league. This fall, Mike Vitt, Phil Preston, Ray Landis, Scott Parks and myself held discussions on how to close the gap between the league’s “haves” and “have nots”. The two main ideas discussed were to drop the three phase draft in favor of a five round draft and a “use or lose” proposals. Outside of our discussions, two other managers suggested these same proposals, so both appear below. I do not think it is a good idea to change too much, too quickly without first seeing how a certain change will affect our league. With that said, should both the draft change and the 1/3 usage rule both pass, we will have a second vote on preference between the two. In other words, at most only one of these two ideas will be implemented for next year.

I had asked that league-wide discussion be reserved until the release of the full slate of proposals. Let the discussion begin! All opinions I receive will be forwarded to the entire league unless you have taken the liberty to do yourself. Please be considerate when replying to opinions with which you disagree! Next month’s issue will have a summary of the various comments. Voting will occur during the month of March. The proposals for change:

1. Beginning with the 1973 season, add one wildcard team to each league, bringing the total of playoff teams per league to four. The best division champion would play the worst wild card in a best of five series. The other two teams would meet in a similar format. Division champs would host games 1, 2 and 5. 2. Beginning with the 1974 draft, change from a three phase draft to a 5 round, reverse order draft with lottery still used to decide first four picks in the first round. 3. IF the draft system changes (beginning in 1974), delete the cash system as it exists. In lieu of cash fines, penalties for lateness and overuse would be assessed by sliding draft picks to later positions in the draft. 4. Gradually change the start of the NCABL season to March by playing seasons in 10 month cycles, with a 6 month schedule (12-16 games per month), 1.5 months for playoffs, 1 month off, 1.5 months for draft. That would create the following schedule of starting months: 1973 - (Sept 98); 1974 - (July 99); 1975 - (May 2000); 1976 - (Mar 2001). After the 1976 season we would vote to either continue the 10 month schedule or relax to a 1 year schedule. 5. Beginning with the 1974 season, switch entirely to BBWin version 2.0 or later and League Manager Power Tool (without AIM). Using LMPT will allow in season statistics to be viewed during the play of league games as well as other benefits. The league will offer individual training for those not familiar with BBW and LMPT. 6. Beginning with the 1974 season, require the use of a micromanager for visiting teams except in face to face play. There are now a multitude of managers available from which to choose. 7. Place a maximum price on rookies at $175K. Mike Schmidt is coming in at a price over $200K but teams only earn $190K during any fiscal season. 8. Increase the plate appearance usage for batters to 105% of actual usage. 9. All players eligible for use in a season must be used 1/3 of their actual plate appearances or innings pitched, or be released to the free agent list.
