THIRTY-SEVENTH DAY Hall of the House of Representatives, Columbus, Ohio Tuesday, April 20, 2021, 9:00 o'clock a.m. The House met pursuant to adjournment. Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Hall was selected to preside under the Rule. The journal of yesterday was read and approved.

INTRODUCTION OF BILLS The following bills were introduced: H. B. No. 262 - Representatives Miranda, Kelly. Cosponsors: Representatives Galonski, Lightbody, Lepore-Hagan, Miller, J., Miller, A., Russo, Crossman, Brown, Sobecki, Leland, Liston, Robinson, Smith, M., Blackshear, Denson, Weinstein, Sheehy. To amend sections 5747.08 and 5747.98 and to enact sections 2923.191 and 5747.72 of the Revised Code to enact the Child Access Prevention Tax Credit Act to prohibit negligent storage of a firearm, to provide criminal penalties if a minor gains access to an improperly stored firearm, and to authorize an income tax credit for the purchase of firearms safety storage units. H. B. No. 263 - Representative Roemer. To enact section 5534.605 of the Revised Code to designate a portion of County Road 321 in Stark County as the "Sgt. Vernon R. Judd Memorial Highway." H. B. No. 264 - Representatives Smith, M., Sobecki. Cosponsors: Representatives Leland, Miranda, Galonski, Sweeney, Skindell, Denson, Crawley, Howse, Miller, A., Lepore-Hagan, Blackshear, Sheehy, Weinstein, Brown. To amend Section 29 of H.B. 197 of the 133rd General Assembly to modify the municipal income tax withholding rule for employees working at a temporary worksite. Said bills were considered the first time.

REPORTS OF STANDING AND SELECT COMMITTEES AND BILLS FOR SECOND CONSIDERATION Representative Brent submitted the following report: The standing committee on Agriculture and Conservation to which was referred S. B. No. 28-Senator Hoagland, et al., having had the same under HOUSE JOURNAL, TUESDAY, APRIL 20, 2021 567 consideration, reports it back and recommends its passage. RE: AUTHORIZES THE USE OF OWLS IN THE SPORT OF FALCONRY Representative Creech moved to amend the title as follows: Add the name: "Sheehy" J. JUANITA O. BRENT ADAM C. BIRD SARAH FOWLER ARTHUR PAULA HICKS-HUDSON DON JONES JOSEPH A. MILLER III MICHAEL J. O'BRIEN The report was agreed to. The bill was ordered to be engrossed and placed on the calendar.

MOTIONS AND RESOLUTIONS Representative Boggs reported for the Rules and Reference committee recommending that the following resolutions be read by title only and approved: H. R. No. 48 - Representatives Denson, Abrams, Brinkman, Ingram, Kelly, Miranda, Seitz Honoring the St. Xavier High School boys swim team on winning the 2021 Division I State Championship. H. R. No. 49 - Representatives Denson, Abrams, Brinkman, Ingram, Kelly, Miranda, Seitz Honoring the St. Xavier High School football team as the 2020 Division I State Champion.
